This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation that will be posted; proposals are being requested and a written solicitation will not be issued. Solicitation Number F2FF085013AC01 is hereby issued as a Request for Quote or Request for Proposal.

This combined synopsis/solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-69 effective 26 December 2014.

This acquisition is solicited as a 100% set aside for:

Listing of Salient Characteristics:

Maintenance and Support Program for Transcoding System provided for 1 year. At a minimum shall include access to telephone, email (24 hr. response), and on-line chat based support. Shall include live call attendant. Access to support portal, knowledge base, Frequently Asked Questions, and basic training videos. Shall include Remote access assist; critical software updates, bug fixes/patches, minor (x.1) and major (1.x) releases; system upgrade protection; annual system diagnostic, advanced replacement of defective hardware or on-site repair if applicable. Standard Electronic Program Guide updates. This package shall provide maintenance and support as detailed for all four (4) transcoders being purchased.

Listing of Salient Characteristics:

Physical server specifications: The system must meet the following requirements:

Will mount in a standard 1U 19” portable rack be no deeper than 24” and weigh less than 45 lbs. The system should mount with support point in the front and rear and not come lose if the case is turned upside down. It will have a minimum of 4 x 1000/100 Mbps network interface connections and capable of operation on AC 110/230 V (50/60 Hz). The operating system must be one that meets USAF IA requirements for connection to NIPRNet and SIPRNet.

Input Streams: The system must support the following video codec streaming formats: MPEG-2 SD and HD, H.264, MPEG-4 AVC SD and HD Encapsulation, MPEG-2 transport stream over UDP/IP. The system must support input steams of the same IP and port on different network interfaces and be able to transcode the video and send it out on the third network interface.

Video Processing: The system must support the following video processing: Video resizing, Aspect-ratio pass-through, Frame rate down-conversion / doubling: 1080i to 720p.

Video Encoding: The system must support the following video encoding streaming formats: H.264 all levels up to HD. It must support Multi-Bitrate video encoding (MBR).

Streaming Formats:The system must support the following streaming format: UDP Data : The system must support the following data streams: KLV, MISB Standard 0601 and MISB Standard 0604 Video Processing Capacity: The system must be able to support HD/SD Transcoding: With 2 HD stream inputs it should support 2 X HD outputs of 3000 kbps/30fps and 4 X SD outputs of 1200 kbps/30 fps. Transcoded video latency should be less the 1 second.

Management: The system must support remote management with an intuitive web based GUI.

(a) If an item in this solicitation is identified as “brand name or equal,” the purchase description reflects the characteristics and level of quality that will satisfy the Government’s needs. The salient physical, functional, or performance characteristics that “equal” products must meet are specified in the solicitation.

(b) To be considered for award, offers of “equal” products, including “equal” products of the brand name manufacturer, must—

(1) Meet the salient physical, functional, or performance characteristic specified in this solicitation;

(2) Clearly identify the item by—

(i) Brand name, if any; and

(ii) Make or model number;

(3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and

(4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification.

(c) The Contracting Officer will evaluate “equal” products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer.

(d) Unless the offeror clearly indicates in its offer that the product being offered is an “equal” product, the offeror shall provide the brand name product referenced in the solicitation.

FAR 52.212-1, Instructions to Offerors - Commercial Items (Jul 2013)

It is amended to read: Offeror shall submit signed and dated offer to 1 SOCONS/LGCC, Attn: Mr. William Johnson, 350 Tully Street, Building 90339, Hurlburt Field FL 32544-5810, by 5 April 15, 1:00 p.m. CST. The offeror shall provide their CAGE and DUNS with their offer. Submit signed and dated Offer Schedule marked with solicitation number FA4417-16-Q-0014.

The offeror may also submit an electronic copy of their signed and dated offer via e-mail to: william.johnson.22@us.af.mil or 1SOCONS.LGCC@us.af.mil with the solicitation number in the subject block by the above referenced date and time. Facsimile proposals will not be accepted.

The government reserves the right to evaluate proposals and award a contract without discussions with offerors.

Offers shall be evaluated in accordance with FAR 52.212-2, Evaluation of Commercial Items (Oct 2014) which is incorporated into this Request for Quote, with an addendum to paragraph (a) as follows:

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: price and technical acceptability.

The following factors shall be used to evaluate offers: (i) Technical capability (ii) Price. Technical capability is approximately equal to price The Government will award a FFP contract to the technically-acceptable and responsible offeror with the lowest priced offer.

Technical acceptability will be determined by our customer/subject matter expert reviewing the submitted quotes for accuracy and acceptability based on the salient characteristics included in this RFQ.

The offeror shall provide their CAGE and DUNS with their offer. The offeror shall be determined technically acceptable and available for consideration of award only if CLINs 1 through 2 above is received with the quote and the minimum specifications of salient characteristics are met.

52.212-3 - Offeror Representations and Certifications -- Commercial Items (Dec 2014) The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site accessed through http://www.acquisition.gov . (d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)

(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c) and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause—

WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)

(a) Definitions. As used in this clause- "Department of Defense Activity Address Code (DoDAAC)" is a six position code that uniquely identifies a unit, activity, or organization.

"Document type" means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

"Local processing office (LPO)" is the office responsible for payment certification when payment certification is done external to the entitlement system.

(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall-

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the "Web Based Training" link on the WAWF home page at https://wawf.eb.mil/

(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:

(1) Document type. The Contractor shall use the following document type(s).

(4) Payment request and supporting documentation. The Contractor shall ensure a payment request includes appropriate contract line item and subline item descriptions of the work performed or supplies delivered, unit price/cost per unit, fee (if applicable), and all relevant back-up documentation, as defined in DFARS Appendix F, (e.g. timesheets) in support of each payment request.

(5) WAWF email notifications. The Contractor shall enter the e-mail address identified below in the "Send Additional Email Notifications" field of WAWF once a document is submitted in the system.
