The 375th Contracting Squadron (PKB2) at Scott AFB, IL is contemplating an award for:

1)Purchase and installation of two (2) low-light PTZ cameras on a free standing tower at the Southeast railroad tracks adjacent to Bldg. 570 and 2) Inspect, repair and install one (1) Hurley Long Range Thermal Imagers (LRTI-HD) on Scott Air Force Base (AFB), IL

This is a commercial purchase using Federal Acquisition Regulation (FAR) Part 12 and Part 13 procedures. The following information, as required per FAR 12.603(c)(2) applies:

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued.

(ii) The solicitation reference number is FA440720Q0016; it is being issued as a Request for Quotation (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular, FAC 2020-06.

(iv) This acquisition is being solicited under North American Industry Classification System (NAICS) code 561621.

(xv) Quotes are due to Scott AFB, IL no later than 12:00 p.m. Central Standard Time (CST) on 10 July 2020.

(vi) Description of Requirements:

Railroad Bi-Directional Cameras: Provide and Install two (2) low-light PTZ cameras or equivalent on a free standing tower at the Southeast railroad tracks adjacent to Bldg. 570 (Government vehicle wash facility) on Scott Air Force Base (AFB), IL to update and enhance security and response capabilities.

Golf Course LRTI: Inspect, repair and install one (1) Hurley Long Range Thermal Imagers (LRTI- HD) or equivalent at Golf Course on Scott AFB IL to update and enhance security monitoring capabilities. The camera associated with monitoring protection level areas or resources must be integrated with the Integrated Base Defense Security System (IBDSS).

(vii) The Government desires FOB Destination, Scott AFB, IL.

(viii) The provision at 52.212-1, Instructions to Offerors - Commercial Items (DEVIATION 2018-O0018) (Oct 2018), applies to this acquisition.

(ix) The provision at 52.212-2, Evaluation—Commercial Items (Oct 2014), applies to this acquisition.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. For this acquisition, the following factors shall be used to evaluate offers: Price and past/present performance of same or similar acquisitions. Evaluation of offers will be conducted using Simplified Acquisition Procedures in accordance with FAR Part 13.106-2.

REAL ID ACT INFORMATION SHEET Version 38

Passed by Congress in 2005, the REAL ID Act enacted the 9/11 Commission's recommendation that the Federal Government "set standards for the issuance of sources of identification, such as driver's licenses." The Act established minimum security standards for state-issued driver's licenses and identification cards and prohibits Federal agencies from accepting for official purposes licenses and identification cards from states that do not meet these standards.
