STATEMENT OF WORK
FOR
GOLF COURSE LRTI
REPAIR
AND
RAILROAD
BI-DIRECTIONAL
CAMERA SYSTEM
AT
SCOTT AIR FORCE BASE
9 JUNE 2020
REQUIREMENT #1:
1. PROJECT SCOPE: Provide and Install two (2) low-light PTZ cameras or equivalent on a free standing tower at the Southeast railroad tracks adjacent to Bldg. 570 (Government vehicle wash facility) on Scott Air Force Base (AFB), IL to update and enhance security and response capabilities. The Contractor shall provide all labor, equipment, tools, materials, supplies and supervision to include all consumable items and transportation. Government will provide power and communications from Bldg. 570:
Southeast railroad tracks adjacent to Bldg. 570
Provide and install two (2) low-light PTZ cameras or equivalent on a free standing tower.
Government will provide power and communications from Bldg. 570. Network connection and fiber communications link to the communications located in Bldg. 570. The low-light PTZ cameras or equivalent will be integrated into the Sentinel Integrated Base Defense Security System
(IBDSS).
Salient Characteristics of the low-light cameras is to provide observation capabilities for the Southwest and the Southeast railroad tracks. The characteristics for the camera are HDTV
1080p, 1920x1080, 32x optical zoom, 12x digital zoom, vandal resistant, built-in analytics, auto defog, 360 degree endless pan, 220 degree tilt with operating conditions from -40 degrees Fahrenheit to 122 degrees Fahrenheit. The low-light cameras has the ability to provide real time observation of security incidents to the Sentinel IBDSS system. The low-light PTZ cameras or equivalent will be routed back to and monitored at BDOC.
Utilize existing base network switches in closest communications closets. Contractor will make the necessary electrical connections as needed for the equipment in accordance with
(IAW) National Electrical Code and local base standards.
Low-light cameras must be compatible with all new and existing IBDSS cameras in the 375 Security
Forces Squadron Communication Room, Bldg. 755; Scott AFB IL.
• Providing real time observation of security incidents to BDOC.
• The low-light cameras will be routed back to and monitored at BDOC.
All equipment must meet Air Force Mandated Assessment Subsystems PL1 through PL4 applications and configurations. Including any model updated versions to the authorized Air Force list.
Contractor will be responsible for providing and installing all equipment listed above by location, to include licensing. The government provided drawings provide available tie-in points for communication and electrical requirements for the below locations. For exact distances, the contractor will need to field verify. All newly installed cabinets will be labeled “375 CS network contact 256-2666” and need to be grounded. All switches will be installed by 375 CS network technicians. All cabinet locations will be approved by the 375 CS and the 375 CES and/or facility manager. Contractor will provide MAC addresses for all servers connected to the network so they can be properly authenticated. IP addresses will be provided after this document is received. Contact
375 CS/SCX at 256-1258 for appropriate contact.
Information Assurance (DoD Information Assurance Certification and Accreditation): The approved
System Security Plan (SSP) and Security Test and Evaluation Plan (ST&E) for the specific annunciator applicable to this IBD system implements DoD and AF information assurance requirements. The contractor shall comply with the approved SSP and ST&E applicable to this project and shall design the system in a manner that does not invalidate the Government Approval to
Operate (ATO). All installation shall be accomplished in accordance with the manufacturer manual specifications, industry standards, and Unites States Air Force regulations. The contractor is responsible for all of the work, labor, material, communications conduit not available for cable runs, and associated electrical power installation required with connecting the new cameras to the existing infrastructure.
Contractor will utilize all existing electrical closets as needed for powering the low-light cameras.
For entry to electrical closets, contact Mr. Gerald Gruber at 256-5572.
The contractor must coordinate with the 375 Civil Engineering Squadron and the 375
Communications Squadron before digging or making final connections to existing infrastructure.
Maps of existing infrastructure will be provided in order for the contractor to plan for each site’s respective connection point to the existing grid. The 375 CS and 375 SFS will make one (1) each representative available for a site survey. The contractor shall install necessary communication conduit/cable trays within facilities from camera location to established switch location in each facility where conduit is not available. Contractor shall install all communication fiber optic and network cabling within facilities necessary to complete the camera installation in accordance with industry standards concerning conduit, plenum ratings, fire stopping between fire walls, and Scott
AFB standards. Copper network cabling MUST NOT exceed 300 feet in length. The contractor must coordinate new infrastructure (i.e. vertical poles) with the government to ensure there are no violations of existing clearances/easement requirements.
2. BACKGROUND: The existing areas monitored by camera coverage is limited and does not meet
AFI requirements. It does not give us the coverage we need in order to provide the level of security required as directed by AFI for the installation. Completion of the low-light cameras installation and programming will allow immediate visual assessment IAW AFI 31-101, Integrated Defense.
Completion will also assist in providing protection of property against theft or vandalism and help in identification of intruders and persons endangering the base community.
3. SERVICES SHALL INCLUDE ANY SCHEDULED SERVICE INTERRUPTIONS:
a. When the contractor must schedule a service interruption for installation, the work will be done at a time that causes the least inconvenience to the system users. The contractor will notify and obtain approval from the on-site 375 SFS/S5E or designated representative in advance of any scheduled service interruption. Any and all programming that is needed will be done at Bldg.755 Room 1004.
The contractor will specify the starting time and duration of the interruption, along with what areas will be affected. The contractor will provide verbal notification to the on-site 375 SFS/S5E or designated representative immediately after service has been restored.
b. The contractor will also provide an updated spreadsheet for the ground base radar operating server with the following information: MAC address, IP address, network switch/port information, subnet mask, all equipment part numbers and any additional information regarding ground base radar.
c. The low-light cameras come with a one (1) year full warranty that includes all parts and labor.
d. The contractor will provide MAC address, serial number and location of low-light cameras, to be submitted on the base provided MAB template. This will be used to load the devices into MAB, so the devices will be authorized on the network.
e. Switch port is available and contractor will patch low-light cameras to switch.
REQUIREMENT #2:
1. PROJECT SCOPE: Inspect, repair and install one (1) Hurley Long Range Thermal Imagers
(LRTI- HD) or equivalent at Golf Course on Scott AFB IL to update and enhance security monitoring capabilities. The camera associated with monitoring protection level areas or resources must be integrated with the Integrated Base Defense Security System (IBDSS).
Camera must have the ability to relay real time footage and search at the same time, providing real time assessment of incidents at the Northeast side to include the Northeast end of the runway. The camera will be routed back to and monitored at BDOC.
Information Assurance (DoD Information Assurance Certification and Accreditation): The approved System Security Plan (SSP) and Security Test and Evaluation Plan (ST&E) for the specific annunciator applicable to this IBD system implements DoD and AF information assurance requirements. The contractor shall comply with the approved SSP and ST&E applicable to this project and shall design the system in a manner that does not invalidate the Government
Approval to Operate (ATO). The contractor shall install the system in a configuration IAW
ADDENDUM B, TECHNICAL IA CONTROL LISTING of the approved CCDE System
Security Plan (SSP).
The Government will provide, as GFE, the applicable CCDE SSP and ST&E Plan applicable to this project.
All Installation shall be accomplished in accordance with the manufacturer manual specifications, industry standards, and Unites States Air Force regulations. The contractor is responsible for all of the work, labor, material, communications conduit not available for cable runs, and associated electrical power installation required with connecting the repaired camera to the existing infrastructure providing real time assessment of all security incidents and alarm activations on the
Northeast side of Scott AFB to include the Northeast end of the runway to BDOC immediately.
Utilize all existing electrical closets as needed for powering the camera systems. The contractor must coordinate with the 375 Civil Engineering Squadron and the 375 Communications Squadron before digging or making final connections to existing infrastructure. Maps of existing infrastructure will be provided in order for the contractor to plan for each site’s respective connection point to the existing grid. Contractor shall install lightning protection on all exterior mounted cameras unless the 375 CES determines it is not required. Equipment must be new, not refurbished, and TAA compliant.
2. BACKGROUND: Camera location has been identified for installation of long range thermal/CCTV camera to address known vulnerabilities around Scott AFB.
• Camera must have the ability to relay real time footage and search at the same time, interface all protection level resource cameras with the Vindicator alarm system providing real time assessment of security incidents and alarm activations to BDOC.
• Camera will be routed back to and monitored at BDOC
3. INSTALLATION: The Contractor shall procure and provide all needed installation hardware, wiring and programming to install the LRTI camera and accessories. Programming/integration of the camera into the IBDSS system must be executed by an Applied Research Associates Inc.
(ARA) certified technician. Any and all programming will be done at Bldg. 755. All Installation shall be accomplished in accordance with the manufacturer manual specifications, industry standards, and Unites States Air Force regulations. The contractor is responsible for all of the work associated with connecting the repaired LRTI to the existing infrastructure providing real time assessment of all security incidents and alarm activations around the Northeast end to include the
Northeast end of runway to BDOC immediately.
4. EQUIPMENT: Camera identified as capable to meet the Integrated Base Defense
Security System (IBDSS) requirement:
HurleyIR LRTVI-HD (1024-4/36CZ) or equivalent.
Contractor will be responsible for providing and installing all equipment listed below by location, to include licensing. The government provided drawings provide available tie-in points for communication and electrical requirements for the below locations. For exact distances, the contractor will have to field verify. All newly repaired and installed camera will be supported by uninterrupted power supply (UPS) or tied in with back-up generator where applicable, all newly installed cameras covering priority resources will be supported by uninterrupted power supply
(UPS) or tied in with back-up generator. Contractor will need to provide MAC address, serial number and location device will be installed for each device that will be connected to the network, and these will be added to the MAC bypass list for authentication to the network. Once
MAC address are received network engineering will provide appropriate IP address information.
5. Salient Characteristics: The HurleyIR LRTVI-HD Camera or equivalent are the only camera capable of providing the government with the range (>8km for Human Target, >16km for Small
Vehicle Target in Thermal Detection; 24km for Human Target, 48km for Small Vehicle Target in
Color Camera) offered in High-Definition (HD), and compatibility with the Tactical Automated
Security System (TASS) protocol currently programmed for use on the Scott AFB Sentinel
Security Enhancement System.
6. SYSTEM CHECK: The Contractor shall complete a system check to include but not limited to ensuring all installed components are functioning to manufacture specifications.
7. SERVICES SHALL INCLUDE AND SCHEDULED SERVCIE INTERRUPTIONS:
a. The Video Management operating server and cameras will be operational 24-hours-per-day, 7-days-per-week. When the contractor must schedule a service interruption for installation, the work will be done at a time that causes the least inconvenience to the system users. The contractor will notify and obtain approval from the on-site 375 SFS/S5E or designated representative in advance of any scheduled service interruption. The contractor will specify the starting time and duration of the interruption, along with what areas will be affected. The contractor will provide verbal notification to the on-site 375 SFS/S5E or designated representative immediately after service has been restored.
b. The contractor will provide an Applied Research Associates Inc. (ARA) certified technician.
c. The HurleyIR LRTVI-HD (1024-4/36CZ) or equivalent comes with a one (1) year full warranty that includes all parts and labor.
d. The contractor will provide MAC address, serial number and location of each camera, to be submitted on the base provided MAB template. This will be used to load the devices into MAB, so the devices will be authorized on the network.
e. If switch port is available contractor can patch camera to switch.
BOTH REQUIREMENTS:
8. QUALTIY CONTROL: The contractor shall develop and maintain an effective quality control program, to ensure services are performed in accordance with this SOW. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract. A written QCP will be submitted within
30 days after contract award for acceptance. After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his QC system.
a. Recognized Holidays: The contractor is not required to perform PMI services on holidays. New Year’s Day Labor Day

b. Hours of Operation: The contractor is responsible for conducting business, between the hours of 0730-1630 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons.
9. TRAINING: Contractor will provide a training class on new cameras and controls. Training will consist of desktop operations, log-on/log-off procedures, real time playback, recording capability, extracting recording content with associated equipment.
10. ADMINISTRATOR and OPERATOR PASSWORDS: All passwords (i.e. for
Administrator and Operator) for the systems of operation will be turned over to SFS/ESS upon completion of project.
11. DATA RIGHTS: The Government has unlimited rights to all documents/material produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the
Government with all rights and privileges of ownership/copyright belonging exclusively to the
Government. These documents and materials may not be used or sold by the contractor without written permission from the Contracting Officer. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.
12. GENERAL INFORMATION:
12.1. Contractor Consent to Background Checks: The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified by Law Enforcement Agency
Data System (LEADS) through the National Crime Information Center. LEADS checks will verify if a person is wanted by local, state, and federal agencies. All contractor and subcontractor personnel must consent to LEADS background checks. Contractor and subcontractor personnel who do not consent to an LEADS check will be denied access to the installation. Information required to conduct an LEADS check includes: full name, driver’s license number, and/or social security number, date of birth of the person entering the installation, and completion of a background check questionnaire. The contractor shall provide this information using the Scott
AFB Form 21, Contractors Consent for Background Check, and shall submit it in conjunction with the contractor’s request for either base or vehicle passes. Completion of a successful LEADS check does not invalidate the requirement for an escort when contractor or subcontractor personnel are working within controlled or restricted areas.
Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Persons later found to be undocumented or illegal aliens will be remanded to the proper authorities. The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this clause.
Furthermore, nothing in this clause shall excuse the contractor from proceeding with the contract as required.
12.2. Badges: The contractor is required to provide identification badges for their employees. All contractor personnel shall wear these badges while on duty on the government site. Badges are required to identify the individual, company name, and be clearly and distinctly marked as contractor. Size, color, style, etc. are to be mutually agreed to by contractor and government. The contractor’s identification badge will not be used as an entry requirement for installation entry or into any government designated controlled or restricted area.
12.3. Contractor Registration of Vehicles on Scott AFB: All contractor or contractor employees’ vehicles used for the performance of this contract shall comply with all local, state and federal regulations. Additionally any pass shall be surrendered to Security Forces upon demand to positively identify a person’s need to be on Scott AFB.
12.4. Access to Installation during Force Protection Conditions (FPCONs):
Contractors will be assigned a mission essential designation IAW requirements contained in
SAFBI 31-101/Installation Security Instruction. Only the installation commander or the unit commander requesting contract support will assign the mission essential designation.
12.5. Property Protection: Property protection for facility where the contractors’ primary work center is located will be the responsibility of the local facility manager and local Government
Security Manager, or their duly authorized representative IAW AFI 31-101, The Air Force
Installation Security Program and command/local directives. The contractor shall safeguard all government-owned equipment and materials in his/her possession or use.
12.6. Safeguarding Classified or Unclassified Information: The contractor shall meet Air Force standards for storing, processing, and handling classified information and systems. Additionally, all resources (e.g. maps, publication/instructions, photos) provided by the government to assist the contractor in the performance of their contract will be surrendered upon termination of employment or the end of the contract performance period.
12.7. Non-Disclosure Agreements: To safeguard information, the contractor shall enter into non-disclosure agreements with the responsible local security manager.
12.8. Privacy Act: Work on this project requires that personnel have access to Privacy
Information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.
12.9. Contractors Working in Controlled or Restricted Areas
The unit requesting contract support will provide escort (s) for contractors’ at all times when within a controlled area. Contractors shall not escort other contractor employees within controlled or restricted areas. In addition, contractors shall fulfill, maintain, and comply with all security requirements IAW AFI 31-101, The Air Force Installation Security Program, and command/local directives.
12.10. Access to Government Facilities with Controlled or Restricted Areas
The contractor shall comply with security regulations imposed by the installation commander and/or the agency responsible for the project location. Due to specific mission requirements inherent in the nature of controlled or restricted areas on Scott AFB, the government may direct the contractor to leave the controlled or restricted areas at any given time.
12.11. Contractors Responsibilities while Working within Controlled or Restricted Areas
Only contractor personnel with proper authority and qualifications shall enter a controlled or restricted area. Certain facilities require the issuance of an AF Form 1199CD. The government, at any time, may revoke the AF Form 1199CD. The procedures for the issuance of an AF Form
1199CD are contained in SAFBI 31-101, Installation Security Instruction. Contractors shall not escort other contractor employees within controlled or restricted areas. In addition, contractors shall fulfill, maintain, and comply with all security requirements contained in SAFBI 31-101, Installation Security Instruction.
12.12. Access to Government Facilities with Controlled or Restricted Areas for
Replacement Contractors
The unit requesting contract support will continuously escort replacement contractors, not initially possessing the proper clearances and requiring entry to controlled or restricted areas.
Replacement contractors shall submit paperwork within 30 days of being assigned to obtain an approved security clearance or favorable review. Replacement contractor personnel shall obtain a security clearance prior to working with, or having direct access to, classified material. In addition, replacement contractor personnel shall obtain a “Favorable review” prior to having access to a Controlled Area. The above information shall be submitted to 375 SFS/S5I.
13. Non-Personal Services and/or Inherently Governmental Services: The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor feels that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the contracting officer immediately.
These services shall not be used to perform work of a policy/decision making or management nature, (e.g., inherently governmental functions). All decisions relative to programs supported by the contractor shall be the sole responsibility of the Government.
