MEMORANDUM FOR 375 CONS/LGCB
FROM: 375 SFS/CC
SUBJECT: Justification of Other than Full and Open Competition for the Purchase of
Installation of New Cameras and programming for Intergrated Base Defense Flightline Security Enhancement System.
1. Noncompetitive Criteria. In accordance with 10 USC 2304(c) FAR 6.302 (FAR 6.303- 2(a)(4)), this is a brand name requirement and only Applied Research Associates (ARA), Inc.
will fulfill the government’s needs. No Other Supplies or Services Will Satisfy Agency Requirements, circumstances may dictate that only one brand can furnish a service or materials when acquiring material and services to match existing materials. No known alternate exists that can provide the capability of Intergrated Base Defense Security Systems for Scott AFB, Illinois.
2. Resources to be Acquired. 375 SFS proposes to purchase an installation of new cameras and programming for Intergrated Base Defense Flightline Security Enhancement System, which will reconfigure the system to be compatiable with the new cameras.
3. Technical Discussion. None.
4. Anticipated Impacts. None.
5. Efforts Completed/Planned to Locate Alternative Responsible Sources. The brand name ARA is the only brand that offers the programming of new cameras for the Intergrated Base Defense Flightline Security Enhancement System updates, due to propiritary software. Applied Research Associates, Inc. retains all title, copyright, and other propriety rights to their software.
6. Future Actions to Remove Barriers to Competition. None.
7. Certification Statement. I certify that this data supporting the recommended use of other than full and open competition for the acquisition of modular furniture is complete and accurate. I approve the recommendation for the use of other than full and open competition in this acquisition.
