The 375th Contracting Squadron (LGCB2) at Scott AFB, IL is contemplating an award for the purchase of Integrated Base Defense Security Systems Services. See Attached Performance Work Statement.
This is a commercial purchase using FAR Part 12 and Part 13 procedures. The following information, as required per FAR 12.603(c)(2) applies:
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part
12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued.
(ii) The solicitation reference number is FA4407-16-Q-2005; it is being issued as a Request for Quotation
(RFQ).
(iii) The solicitation document, incorporated provisions, and clauses are those in effect through the
Federal Acquisition Circular 05-88 effective 16 May 2016, and the Defense Federal Acquisition
Regulation Supplement DPN 20160510 Edition.
(iv) This acquisition is being solicited as a Sole Source to Applied Research Associates (ARA) on Federal
Business Opportunities webpage Fed Biz Opps under North American Industry Classification System
(NAICS) code 561621; Security Alarm Systems Sales Combined with Installation, Repair, or Monitoring
Services. The small business size standard is $20,500,000 (average total annual income). The Product
Service Code (PSC)/ Federal Supply Code (FSC) for this acquisition will be J063; Maintenance and
Repair of Alarm, Signal and Security Detection Systems.

(vi) Description of requirements:
This is a maintenance service contract for the Integrated Base Defense Security System Flight line
Security Enhancement System (IBDSS) on Scott AFB (SAFB). The government shall exercise control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. Contractor shall provide IBDSS certified on-site technical support, equipment, supplies facilities, transportation, tools, materials, supervision and other items and non-personal services necessary to perform IBDSS maintenance as defined in this PWS except for those items specified as government furnished property and services.
(vii) The provision at 52.212-1, Instructions to Offerors - Commercial Items (APR 2014), applies to this acquisition.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. For this acquisition, the following factors shall be used to evaluate offers: Price and Technical
Capability of the item offered to meet the Government requirement. Evaluation of quotes will be conducted using Simplified Acquisition Procedures in accordance with FAR Part 13.106-2.

52.204-17, Ownership or Control of Offeror (Nov 2014).
OWNERSHIP OF CONTROL OF OFFEROR (NOV 2014)
(a) Definitions. As used in this provision—
“Commercial and Government Entity (CAGE) code” means--
(1) An identifier assigned to entities located in the United States or its outlying areas by the Defense Logistics Agency (DLA) Contractor and Government Entity (CAGE) Branch to identify a commercial or Government entity, or
(2) An identifier assigned by a member of the North Atlantic Treaty organization
(NATO) or by the NATO Support Agency (NSPA) to entities located outside the United
States and its outlying areas that the DLA Contractor and Government Entity (CAGE)
Branch records and maintains the CAGE master file. This type of code is known as an
NCAGE code.
“Highest-level owner” means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.
“Immediate owner” means an entity, other than the offeror, that has direct control of the offeror.
Indicators of control include, but are not limited to one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.

OMBUDSMAN (Apr 2014)
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB
Circular A-76 competition performance decisions).
(c) If resolution cannot be made by the contracting officer, the interested party may contact the

(a) In accordance with sections 101(a) of the Continuing Appropriations Act, 2016 (Pub. L. 114-53) and any subsequent FY 2016 appropriations act that extends to FY2016 funds the same restrictions as are contained in section 744 and 745 of division E, title VII, of the Consolidated and Further Continuing
