PERFORMANCE WORK STATEMENT (PWS)
For
Sustainment Maintenance
Integrated Base Defense Security System (IBDSS)
Scott AFB IBDSS Flightline Security Enhancement System
23 June 2016
1. General: This is a maintenance service contract for the Integrated Base Defense Security System Flightline
Security Enhancement System (IBDSS) on Scott AFB (SAFB). The government shall exercise control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1. Description of Services/Introduction: Contractor shall provide IBDSS certified on-site technical support, equipment, supplies facilities, transportation, tools, materials, supervision and other items and non-personal services necessary to perform IBDSS maintenance as defined in this PWS except for those items specified as government furnished property and services. The contractor shall perform to the standard in this contract. The technician must have the following: Computer Skills – Comp TIA A+ required (or ability to obtain within 2 months of hire); A+, Network +, Security or SSCP required; knowledge of Win Server 2003, 2008, 2008R and Windows 7; Ability to restart services on system servers, ability to verify configurations/communications, run debugging and capture data for system performance analysis; verify DVR functioning properly and networking skills – SNMP testing traps;
knowledge of Cisco 2960 and 3560 switches and 1841, 2821 routers. Troubleshooting skills – Verifying communications to devices (i.e., NCC servers, radar server, video servers, apc management cards, etc.); minor electrical diagnostics capabilities, experience using a volt meter for both AC/DC, ability to trace a circuit and pinpoint failed device (i.e. fuse, surge suppressor, etc.), verify end to end connectivity of wireless devices, ability to read technical schematics, monitor equipment (APC temp., etc.); knowledge of Pan-Tilt-Zoom (PTZ) cameras, verify cameras are functioning properly (live video, Pan/Tilt/Zoom), perform local camera testing; knowledge of ground based radar operations, verify radars are plotting detections to map, modify alarm zones, capturing log files for performance analysis; document issues and write detailed steps to resolve, create trouble tickets for COMM network support; ability to work in an outdoor environment year round, possess an active SECRET security clearance. Additionally, the contractor shall troubleshoot and repair the Video Image Control and Display System
(VICADS) system and associated Vindicator alarm points.
1.2. Objectives: Provide IBDSS system maintenance to SAFB. Update software, twice yearly maintenance logs, repair/remove system components and alarm failures.
1.3. Scope: The contractor shall accomplish the following:
1.3.1. Component Support: The contractor shall provide system support for all IBDSS system, which includes the following major components in addition to other related equipment (See Technical Exhibit 2):
1.3.2. Maintenance Logs: The contractor will create and maintain an equipment maintenance history file on all systems and equipment covered under this section.
1.3.2.1. The files will contain (at a minimum) the following information: system, equipment, service performed and date, cause of the failure and name of contractor performing the service.
1.3.2.2. Twice yearly, the contractor will provide the SFS/S5 Security Systems NCO with a written document report identifying the alarm history, system status, data affected in the system, equipment needed or provided, date and type of service performed, cause of system failure, and maintenance/repairs performed during the previous six months.
1.3.2.3. Document system trouble on a government approved Maintenance Discrepancy and Work Document. The
SFS/S5 Security Systems NCO will accompany the contractor to perform a function test of the alarm prior to termination of the work and record the results.
1.3.2.4. Upon completion of each service request, the contractor will furnish the SFS/S5 Security Systems NCO with a signed copy of the completed Maintenance Discrepancy and Work Document, The SFS/S5 Security Systems NCO section will countersign the document and file.
1.3.2.5. This document shall reflect the problem/malfunction, corrective action/work performed, parts replaced, and actual hours worked.
1.3.2.6. All work completed on the software will be supervised by the SFS/S5 Security Systems NCO.
1.3.2.7. The contractor will also provide and maintain an updated spreadsheet with the following information: MAC address, Internet Protocol (IP) address, network switch/port information, subnet mask and any additional information regarding IBDSS devices on the SAFB LAN. A copy will be provided upon request by SFS/S5
Security Systems NCO.
1.3.3. Preventive Maintenance: The contractor shall provide the following:
1.3.3.1. Preventive maintenance for all components of the system, will be provided by the off-site technician, according to manufacturer/maintenance manuals specifications and provide the COR a preventive maintenance schedule for the IBDSS system.
1.3.3.2. Preventative maintenance will include, but is not limited to, the following: cleaning, sensitivity adjustments, physical positioning adjustments, secure anchoring and mounting of components, electrical adjustments, battery voltage checks, wiring from building server equipment (network switches, patch panels, etc.), and replacement of
IBDSS components.
1.3.3.3. A written report to the SFS/S5 Security Systems NCO, with the results of the work performed and completed within 5 duty days.
1.3.4. Scheduled Preventive Maintenance: Provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform twice yearly, on-site Preventive Maintenance
Inspection (PMI) of Integrated Base Defense Security System. If the system goes down prior to the twice yearly visits, the contractor will respond no later than seven (7) calendar days after being notified by 375 SFS/ESS. A report will be provided to 375 SFS/ESS no later than 5 duty days after the visit is completed.
1.3.5. Reimbursable Parts: The contractor shall be responsible for procuring all required repair and replacement parts, reimbursable by the Government for Integrated Base Defense Security System. Coordination must be done with the COR before any parts are ordered or replaced. The Government may at its discretion provide components as government furnished equipment (GFE) provided they are compatible with the IBDSS.
1.4. General Information:
1.4.1. Certification Requirements. Contractor shall provide technically competent personnel, certified by vendor, or vendor-approved training institute, as applicable. Contractor shall maintain all applicable certification records on-site, available for review upon request from the SFS/S5 Security Systems NCO or Contracting Officer.
1.4.1.1. Contractor shall have Client Support Administrator and Functional Systems Administrator rights. The purpose of said rights will be to access and apply any updates to the desktops and servers associated with the IBDSS system. The IBDSS system has proprietary software that requires said rights to properly maintain the IBDSS system.
1.4.1.2. Contractor shall receive a USAF_ADMIN Local password which is required to maintain the IBDSS system.
This password has been classified SECRET by higher headquarters. This classification requires the SFS/S5 office to prepare and provide a DD 254 with the initial requirements package to the contracting office specifying task and access requirements, and security guidance. The Contracting Officer will review and certify this document and provide a copy to the contractor and the Information and Industrial Security Office within five days after award.
1.4.2. Training Management. Contractor shall utilize developed training plans to assist in training system operators as needed.
1.4.3. Analysis Reporting. Contractor shall perform deficiency/trend analysis and reporting to determine the performance status of networks and systems. Compile and report system trends e.g., circuit reliability, system reliability, system response times, system/hardware utilization (CPU, memory, throughput, etc.), and system availability. Contractor is encouraged to make recommendations for innovations as applicable that include cost benefit analysis documentation.
1.4.4. Status Reporting. Contractor shall provide a monthly status report, NLT the 10th day of the month to the
SFS/S5 Security Systems NCO, of actions accomplished on the system during the previous month.
1.4.5. Quality Control (QC): The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures that the work complies with the requirement of the contract. A written Quality Control
Plan (QCP) will be submitted within 30 days after contract award for review. After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to this QCP.
1.5. Recognized Holidays: The contractor is not required to perform services on the following holidays as defined below:

1.5.1. Hours of Operation: The contractor is responsible for conducting business, between the hours of 0730-1630
Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must at all times maintain an adequate workforce (1 technician on-site) for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the
Contractor shall keep in mind that the stability and continuity of the workforce are essential.
1.6. Place of Performance: The work to be performed under this contract will be performed at various locations on
Scott Air Force Base.
2. Security Requirements: Contractor personnel will obtain and possess at all times, while on Scott AFB, an authorized identification (ID) card and Restricted Area Badge (RAB) for applicable areas. It is estimated that approximately two full days of processing for the ID card and RAB are required for the contractor employee prior to the employee’s start date. The contractor is to obtain, at a minimum, a favorable National Agency Check (NAC) investigation for its employees for unescorted entry into restricted areas. If the contractor employee requires access to areas not listed on the RAB, he or she will be escorted at all times by an authorized escort. The contractor employee is responsible for controlling and accounting for ID cards and RABs. If an employee terminates his services through the contractor, the contractor is responsible for recovery of the ID card and RAB, and all other entry/security documents from the terminated employee, and immediately (within one duty day) deliver these items and notify the 375 SFS Security Manager. The contractor will provide a list of personnel authorized to perform the required work and include a copy of their training and licensing documents. Contract employees must have a security clearance. Prior to the contract employees’ arrival, the contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general wellbeing or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified by Law
Enforcement Agency Data System (LEADS) through the National Crime Information Center. LEADS checks will verify if a person is wanted by local, state, and federal agencies. All contractor and subcontractor personnel must consent to a LEADS background checks. Contractor and subcontractor personnel who do not consent to a LEADS check will be denied access to the installation. Information required to conduct a LEADS check includes: full name, driver’s license number, and/or social security number, date of birth of the person entering the installation, and completion of a background check questionnaire. The contractor shall provide this information using the Scott AFB
Form 21, Contractors Consent for Background Check, and shall submit it in conjunction with the contractor’s request for either base or vehicle passes. Completion of a successful LEADS check does not invalidate the requirement for an escort when contractor or subcontractor personnel are working within controlled or restricted areas. Furthermore, nothing in this paragraph shall excuse the contractor from proceeding with the contract as required.
2.1. Contractor Registration of Vehicles on Scott AFB: All contractor or contractor employees’ vehicles used for the performance of this contract shall comply with all local, state and federal regulations. Additionally any pass shall be surrendered to Security Forces upon demand to positively identify a person’s need to be on Scott AFB.
2.2. Access to Installation during Force Protection Conditions (FPCONs): Contractors will be assigned a mission essential designation IAW requirements contained in SAFB IDP 31-1. Only the installation commander or the unit commander requesting contract support will assign the mission essential designation.
2.3. Contractors Working in Controlled or Restricted Areas: The unit requesting contract support will provide escort (s) for contractor employees at all times when within a controlled area. Contractors shall not escort other contractor employees within controlled or restricted areas. In addition, contractor employees shall fulfill, maintain, and comply with all security requirements IAW AFI 31-101, Integrated Defense, and command/local directives.
2.4. Access To Government Facilities with Controlled or Restricted Areas: The Contractor shall comply with security regulations imposed by the installation commander and/or the agency responsible for the project location.
Due to specific mission requirements inherent to the nature of controlled or restricted areas on Scott AFB, the
Government may direct the contractor to leave the controlled or restricted areas at any given time.
2.5. Contractors Responsibilities while Working within Controlled or Restricted Areas: Only Contractor personnel with proper authority and qualifications shall enter a controlled or restricted area. Certain facilities require the issuance of an AF Form 1199CD. The government, at any time, may revoke the AF Form 1199CD. The procedures for the issuance of an AF Form 1199CD are contained in SAFB IDP 31-1. Contractors shall not escort other contractor employees within controlled or restricted areas. In addition, Contractors shall fulfill, maintain, and comply with all security requirements contained in SAFB IDP 31-1.
2.6. Access To Government Facilities with Controlled or Restricted Areas for Replacement Contractors: The unit requesting contract support will continuously escort replacement contractors, not initially possessing the proper clearances and requiring entry to controlled or restricted areas. Replacement contractor employees shall submit paperwork within 30 days of being assigned to obtain an approved security clearance or favorable review.
Replacement contractor personnel shall obtain a security clearance prior to working with, or having direct access to, classified material. In addition, replacement contractor personnel shall obtain a “Favorable review” prior to having access to a Controlled Area. The above information shall be submitted to the SFS/S5 Security Systems NCO.
2.7. Physical Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials will be secured. The contractor shall meet Air Force standards for storing, processing, and handling classified information and systems. Additionally, all resources (e.g. maps, publication/instructions, photos) provided by the Government to assist the contractor in the performance of their contract will be surrendered upon termination of employment or the end of the contract performance period. Work on this project requires that personnel have access to Privacy Information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations. To safeguard information, the contractor shall enter into non-disclosure agreements with the responsible local security manager.
2.7.1. Key Control: The Contractor shall establish and implement methods of making sure all keys/key cards issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons.
NOTE: No keys issued to the Contractor by the Government shall be duplicated. The Contractor shall develop procedures covering key control that shall be included in the Quality Control Plan. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The Contractor shall immediately report any occurrences of lost or duplicate keys/key cards to the SFS/S5 Security Systems NCO.
2.7.2. In the event keys, other than master keys, are lost or duplicated, the Contractor shall, upon direction of the
Contracting Officer, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks shall be deducted from the monthly payment due the Contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from any payment due to the Contractor.
2.7.3. The Contractor shall prohibit the use of Government issued keys/key cards by any persons other than the
Contractor’s employees. The Contractor shall prohibit the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the SFS/S5 Security Systems NCO.
2.7.4. Lock Combinations: The Contractor shall establish and implement methods of ensuring that all lock combinations are not revealed to unauthorized persons. The Contractor shall ensure that lock combinations are changed when personnel having access to the combinations no longer have a need to know such combinations.
These procedures shall be included in the Contractor’s Quality Control Plan. NOTE: All references to lock combinations also include IBDSS log in/passwords.
2.7.5. Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the Government contracting activity or contract administration office in accordance with
Federal Acquisition Regulation Subpart 42.5. The Contracting Officer, SFS/S5 Security Systems NCO, and other
Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the Contracting Officer will apprise the Contractor of how the Government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced.
Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the
Government.
2.7.6. Key Personnel: The following personnel/office is considered key personnel by the government:

The Contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available between 0730-1630, Monday thru Friday except Federal holidays or when the government facility is closed for administrative reasons.
2.7.7. Identification of Contractor Employees: All contract personnel attending meetings, answering
Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. The contractor will be required to be issued a Restricted Area Badge (RAB) for the performance of their duties.
2.7.8. Data Rights: The Government has unlimited rights to all documents/material produced under this contract.
All documents and materials, to include the source codes of any software, produced under this contract shall be
Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without written permission from the Contracting Officer. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other
Government rights.
