A1: No, there will be no seed project for this requirement
Q2: Will the cost proposal consist of the “coefficients” for the different categories of projects that could be submitted, such as:
Q2-a: ITEM NO 0001
A2-a: this is the coefficient you are proposing for the entire IDIQ that will be used in evaluating your price for the technical factor
Q2-b-e ITEM NO 0002
A2-b-e: This is one lump sum cost that will be used only for unfunded requirements, the cost that the company might charge for proposal preparation cost.
Q3: Is the page limit for the “Part II – TECHNICAL PROPOSAL” five (5) pages or ten (10) pages?
A3: the page limit is ten (10) pages, will amend RFP to reflect change.
Q4: It is the intent to respond to “Part II – TECHNICAL PROPOSAL” by providing a narrative to describe past performance to demonstrate the ability to successfully manage execution of multiple projects
(general construction and design-build) and multiple trades as described in PART II, Subfactor 1 and
Subfactor 2. Is this a correct approach to meeting the intent of the RFP?
A4: See Section M of the RFP, paragraphs M-2.3.2 and M-2.3.3.
Q5: Is it the intent to respond to “PART III – PAST PERFORMANCE” by providing five (5) projects with detailed information requested. These projects will be referenced in our narrative as described in Q4 above. Is this a correct approach to meeting the intent of the RFP?
A5: See Section M of the RFP, paragraph M-2.4
Q6: Is a line item “cost breakdown” required as back-up to support the “AMOUNT” provided in the blank for each cost ITEM 0001, 0002, 0003, 0004, and 0005? If a “cost breakdown” is required, what level of detail and format is required?
A6: The Detailed Summary of Costs to Support Coefficient (attachment 3) supports CLIN 0001. A cost breakdown for the remaining CLINS is not required.
Q7: Regarding the Proposal form Items 0002, 0003, 0004, 0005, please identify if you are looking for a lump sum amount of for a percentage (5) on the subject bid items?
A7: A lump sum amount
Q8: Please stress the requirements for specialized software, as listed in the section entitled SABER
PROVISIONS COST ESTMATION PROCEDURES, to all the bidders as a requirement of the contract.
A8: E-4 CLICKS estimating software and RSMeans Cost Data Book(s), along with other documentation are required for SABER. All offerors should pay particular to this requirement as outlined in the RFP and the Statement of Work, paragraphs 4 and 5.
Q9: SABER PROVISIONS, Delivery Order procedures paragraph c requires the contractor to have full time on-site representation at Randolph AFB to receive RFP’s & Notifications. Can this be administrative personnel or does it need to be a project manager-type position?
A9: No it does not need to be a project manager-type position, it can be administrative personnel, but the project manager needs to be accessible by CE or the Contracting Personnel at all times.
Q10: Standard construction industry bid time is 2:00pm due to receiving last minute pricing from subcontractors. As 9:00am will impact our ability to obtain preferred pricing from our subcontractors, please consider changing the bid time from 9:00am to 2:00pm, per industry standards.
A11: The bid time will be changed to 2:00pm on the 27th of Aug and the RFP will be amending to reflect the change. No late bids will be accepted.
Q11: As CCASS evaluations are essentially Past Performance Questionnaires (PPQ) from the Government, in order to not unduly burden our Government clients who have already completed the CCASS’s with contractor performance evaluations, can the final CCASS’s be included in our proposal response for our featured projects in lieu of sending duplicate PPQ’s to the Government for completion?
A11: No, past performance questionnaire needs to be submitted in response to the RFP. The government reserves the right to use other past performance databases to gather further information if needed.
Q12: SF 1442 requests return of original plus 2 copies, while section L requires original plus 1 copy. Which is correct?
A12: Original plus 1 copies is correct
Q13: Is there a government price (i.e. GSA contract, etc) for the RS Means e4Clicks software?
A13: Yes
Q14: Can the RS Means JOCWorks estimating software be substituted for the specified e4Clicks software?
It is our understanding that the software and its output is very similar to the e4Clicks version.

A20: JSR, Inc.
Q21: What is the current coefficient?
A21: This is proprietary information, this cannot be released
Q22: How much work was awarded each FY of the existing contract?
A22: It was a $4M IDIQ that was awarded in 2010 and we are presently almost at ceiling.
Q23: Does JBSA expect it to take all four years to fulfill the $6.5M total contract?
A23: This is unknown at this time.
Q24: Will we be able to claim tax exemption for equipment rentals used to execute delivery orders under this contract?
A24: See Texas Tax Code 151.309 and Texas Administrative Code Title 34, Part 1, Chapter 3, Subchapter 0, Rule 3.291
Q25: A company present a teaming agreement in their proposal with a “Key Sub-contractor” or “1st Tier Sub-contractor.” A company intends to use second tier sub-contractors and vendors as required, if needed, on a case by case basis tailored for each issued delivery order. This flexibility will lend itself to greatest price competitiveness and quality. It is not anticipated that you’ll need documentation for second tier sub-contractors under this proposal. Is that correct?
A25: That is correct, it is not needed.
Q26: Does Clause 52.223-9: Estimate of percentage of recovered material content for EPA … need to be completed, signed and submitted at the time of proposal submission?
A26: No
Q27: Q: What documents does Attachment 2 include?
See page 109 of SF1442 – this page is titled: Attachment 2 – Technical Specifications. It reads: “Actual Specifications Provided on Disk”. Nothing is found under Attachment 2.
A27: This is the Technical Specifications that apply to this requirement. This information is located in Attachments section link of the posting in FedBizOps (click link, open attachments folder, and SABER Specs Fedbiz)

Q30: Please reference “Saber Provisions”, page 27 of 123 of the solicitation, section “Hard Copy of Cost Data”. Please also reference Section J, Attachment 1, section 5.1.3. Contradictory information is presented in these two sections. Please clarify the requirement.
A30: . Admendment has been issued to correct

A32: No this applies to the Delivery Orders that will be issued on the IDIQ
Q33: 2. Attachment 4 does not provide a specific format – what format should the Construction Cost Estimate Breakdown follow?
See page 68 of SF1442 – Section (1) reads: “The offeror shall submit cost or pricing data and supporting attachments in the following format: Construction Cost Estimate Breakdown, Section J, Attachment 4 for format and on modifications reference Clause 252.236-7000 Section I for content.” Attachment 4 is a list of definitions.
A33: The construction cost breakdown referenced in contract clause, FAR 52.215-20, page 68 of the RFP referes to any required cost breakdown of future delivery orders. Whenever the cost breakdown is required, we will provide an a copy. The reference to attachment 4 of this RFP is in error. This will be corrected in an amendment.

Q34: Please reference Section J, Attachment 3. It is our understanding that this form shall be used to justify the Contractor’s coefficient offer as submitted for CLIN 0001. It is unclear to us how to fill out this form to result in the coefficient.
Please provide clarification of how to use this form. An example of this form filled-out with example figures would be helpful.
A34: For assistance with this form, please contact your local SBA, Accounting Firm or Legal office.
Q35: We noticed that your Summary of Costs/Percentage for Coefficient Worksheet call for providing
“Total Revenue”. It is our understanding that the Coefficient will be added to the Total Cost of each
Delivery Order as determined by the 4-Clicks Program using R.S. Means Pricing. If that is the case, the
Coefficient is a factor of “cost” and not a factor of “Revenue”. Consequently, the “Total Revenue” should be changed to “Total Cost”. Please advise or explain, why Revenue is being used instead of Cost
A35: Annual Revenue is correct. The contract will be award with a ceiling of $6.5M for a period of 4 years and delivery orders will be issued until the $6.5M ceiling is reached or completion of the 4 years, whichever comes first. The annual revenue is your estimate of how many dollars will be awarded in the first year.
Q36: What period of time does this amount cover? Is it for the previous fiscal year, the anticipated total for the proposed contract period, or some other period?
A36: It would be your estimated annual revenue for the first year. Your proposed coefficient would be for the entire contract period.
Q37: Can the management office for this contract be shared by another contract thereby allowing the costs to be split between the contracts?
A37: Pricing of your proposal is entirely up to you. There will be no interference with the performance under this contract and we will strictly adhere to the contract requirements, statement of work and specifications. At no time will the coefficient be adjusted during the contract period.
Q38: Some of the Overhead Labor required by the contract can be performed by less than a full time employee. Can the contractor propose part time positions for these tasks?
A38: Pricing of your proposal is entirely up to you. There will be no interference with the performance under this contract and we will strictly adhere to the contract requirements, statement of work and specifications. At no time will the coefficient be adjusted during the contract period.
Q39: The coefficient worksheet does not provide for automatic totaling. Is the coefficient intended to be a factor by which the total cost are multiplied to determine the Delivery Order price or is it intended to be a factor that is added to the cost to determine the Delivery Order price. In the first case, the Coefficient would be a number in the vicinity of “1.xxx” while, in the second case, the Coefficient would be the “xxx” only.
A39: The coefficient is applied to the total cost (i.e. Bare Cost = $50,000 – RSMeans San Antonio, TX CCI of $10,000 =$40,000 x coefficient (25% or 1.25) = $50,000).
Q40: The “Detail Summary of Costs to Support Coefficient” (Attachment 3) lists the payroll items individually but does not provide a line item for health insurance. Part of Obamacare provides for penalties if employers do not offer the employee health care. Where do you wish for the health care cost to be listed?
A40: See Contractor Note after the summary of Cost – “The above cost elements that will make up your coefficient are not all inclusive. The contractor may add cost elements to their coefficient as the solicitation indicates.
Q41: Can the Past Performance Questionnaires be submitted to the Contracting Office by email or must they be mailed?
A41: The questionnaires may be emailed as long as they are identified properly by the RFP number, sent to the appropriate person and received by the time specified in the RFP. The Government will not be responsible for any questionnaires that are routed to the wrong address/person, lost in transmission or delivered late.
