Revised Statement of Work

Vindicator Intrusion Detection System (IDS) Upgrade

JBSA-Lackland, TX

01 Sept 2015

1.0. DESCRIPTION OF SERVICE: A Honeywell-Vindicator certified contractor will provide all necessary supervision, labor, travel, materials, tools, equipment, accessories and other items necessary to safely complete the installation of all components to Air

Force standards set forth in certification standards in AFI 31-101 (applicable parts of

AFI will be provided to the contractor prior commencing work) and related safety and security publications to include TIA/EIA-570, Residential Telecommunications

Cabling Standards, TIA/EIA-607, Commercial Building Grounding and bonding

Requirements for Telecommunications, NFPA 70 National Electric Code (NEC), NFPA

101, Life Safety Code, NFPA 780, Standard for the installation of Lightning Protection

Systems and the Security Forces Non-Nuclear Intrusion Detection Equipment Approval

Letter, date 22 Sep 2014. The contractor will provide all of the necessary tools to be able to complete the upgrade. This includes any ladders, lifts, hoists, power tools, safety gear or other equipment, tools, supplies necessary to complete installation and provide necessary testing of all installed components.

1.1. SYSTEM REQUIREMENTS: Upgrade all end-of-service IDS panels and equipment used to support existing and future alarmed facilities. Provide any support equipment required to integrate new intrusion detection equipment (IDE). Re-route all

AFISR alarms to Bldg. 1030 (BDOC) which will include an outside plant fiber, distance is 3.814 km (2.4 miles). Upgrade IDS Comm Room equipment/racks located in Bldg.

1030 (BDOC) to support upgrades and future growth. Contractor must be knowledgeable with the Flir STS-1400 radar and the (2) VZ-250 EOSS Long range thermal imager system that support our flight line security measure which is integrated into the

Vindicator system. System being installed must be the Vindicator version 7.0 platform.

The system shall meet the USAF Authority to Operate (ATO) for the Vindicator version

7.0 platform. All IDS keypads deployed in the field must be Vindicator graphical keypads (Vindicator Area Commander Keypads) approved for the Vindicator version 7.0 platform.

1.1.1. The following alarmed facilities will require panel upgrade, copper conversion equipment and all other IDS components required to complete the system upgrade:

1.2. EQUIPMENT PLACEMENT: Install new panels/components at all existing panel locations within each alarmed facilities listed in para 1.1.1. The contractor shall coordinate any changes to panel locations through Security Forces and Civil Engineer

Representatives. Contractor will contact ESS NCOIC for coordination before any install to begin to validate all completed work.

2.0. INSTALLATION:

2.1. All new cabling will be concealed above a drop ceiling in existing cable trays or wire straps. IDS cabling may be routed in rigid pipe (e.g., metal conduit or PVC) or equivalent raceways . Any cable unable to be concealed above a drop ceiling will be installed in EMT conduit unless otherwise specified. Contractor will provide jumper cables between government and contractor installed equipment. Contractor will ensure that 1 key is operational for all 84 panels and it will be provided to ESS NCOIC.

The government will provide the specification required for jumper cables and ESS

NCOIC will make contact to ensure all specification are met.

2.2. Contractor will terminate and commission all supplied equipment.

2.3. Contractor will perform a Contractor Verification Test (CVT) immediately upon completion of each facility or groups of facilities as determined by the government. The contractor and government representative will witness testing. The test will be performed in accordance with the written testing procedures provided in the installation design package (IDP). Existing equipment found to be inoperative during the test or at any time during the installation period must be immediately reported to the government project

ESS NCOIC in the form of an email including a report or in person on site.

2.4. Installation Design Package (IDP) and as-built drawings of the panel alarm points and panel box will be submitted to the government prior to final payment. The IDP will comprise of a single CD with the IDS system block diagram in PDF format.

2.4.1. Product data sheets. The data sheets will be submitted in PDF format.

2.4.2. The IDP will be submitted within 30 days following the award of contract.

2.5. Monthly progress report. A progress report will be generated and submitted monthly to the 502 CONS/JBKCA, JBSA-Randolph detailing the progress of the installation. Alternate methods of reporting monthly status are authorized if agreed upon by both parties. Multiple payments are authorized; payments will be based on number of buildings completed. All payments must be verified and approved by the project manager.

2.6. Certification Test Requirements. AETC/A7S, AF IMSC DET 7SF, and the

Security Forces Administrator will conduct functional and operational certification tests of the IDS to ensure the system meets effectiveness standards/compliance requirements.

Note: This test and certification process must be accomplished before IDS is deemed operational. The testing and certification will occur in three phases.

2.7. Phase I: The contractor shall perform a Contractor Verification Test (CVT) will occur upon IDE installation at each facility or groups of facilities. The contractor and government representative the ESS NCOIC shall witness this test. The test shall be performed IAW the written testing procedures provided in the Installation Design

Package (IDP). Any component found to be inoperative during the test or at any time during the installation period shall be brought to the attention of the Security Forces

POC. Acceptance testing shall consist of the following: intrusion tests, tamper tests, annunciation test, assessment test, AC power loss test, line supervision test, sensor system self-tests, and access control.

2.8. Phase II Testing: Phase II testing is a 72-hour continuous test that ensures all equipment is installed properly and works according to specifications. It will establish initial expectations in regard to false and nuisance alarm. The AFTO 747, Communications and Information Systems Acceptance Certificate, transferring the system will be signed after successful completion of this test phase. AFTO 747 is used to signify the completion of the project and acceptance of the installed system by the user.

The completion of this form means the system has been tested and accepted as installed, and all noted exceptions shall be corrected by the responsible party to the satisfaction of the government POC/ESS NCOIC. The decision to accept the successful completion of the test phase is a commander-level decision and should be completed by the appropriate commander.

2.9. Phase III Testing. Phase III testing is a 30-day continuous operational test to assess how well the system performs in its normal operating mode on a permanent basis. This test is to detect any premature or latent defects in the equipment or components and to allow the operators and maintainers an opportunity to assess the adequacy of logistics support, and assess the false and nuisance alarm rates of the system. After successful completion of this test phase, the using organization will request MAJCOM certification.

2.10. Phase II and III Testing will be completed by the government.

3.0. COLLATERAL SUPPORT:

3.1. The government will provide the following products in support of this effort.

3.1.1. Provide a minimum of one copper pair of fiber at locations identified in paragraph.

3.1.2. Provide assistance in acquiring related permits that may be necessary for work performed.

3.1.3. Arrange access for installation into all applicable facilities in conformance with the installation schedule to include providing on-base transportation where commercial vehicle access is restricted.

3.1.4. Provide storage space/staging area for materials and an operating space with telephone capability for the installation team. Building 1030 Security Forces BDOC will act as the main staging area for the contractor during the installation process. If additional storage is required contact ESS NCO for addition space request. The government is not responsible for materials left unattended or unsecured.

3.1.5. Security Forces will provide a host escort for the contractors during the installation. Also, Security Forces will coordinate with facility/users to ensure rooms and work areas are available when access is required.

4.0. SYSTEM MAINTENANCE:

4.1. Contractor will provide a 1-year of warranty for part replacement and labor on all new IDE installed by the contractor.

4.2. Software Updates. Contractor will provide any software updates required to support new IDE.

5.0. SPECIAL REQUIREMENTS:

5.1. All prospective contractors shall provide a letter from Honeywell stating that they are certified Honeywell-Vindicator Installers, and the Vindicator Certification ID

Numbers for Vindicator Technicians prior working on this project.

5.2. All wiring connections will be secured using standard security connectors that meet standard fire codes for security systems. All wiring must be clearly labeled and wiring diagram provided to Communication, Civilian Engineers and Security Forces Squadrons.

5.3. Should any infrastructure and IDE malfunctions occur, contractor and government representatives from the affected alarmed facility will meet and trouble shoot the problem during the installation period.

5.4. A joint quality assurance inspection will be conducted prior government acceptance and system operability testing conducted.

5.5. The contractor will assign employees who possess certification to handle all required material handling, transportation, loading, unloading and product installation tasks to meet OSHA, base safety requirements and annunciator certification standards.

The contractor will ensure product meets required safety standards at the time the project is finished and accepted by the government. Contractor must provide the standard commercial product warranty certificate specifying warranty period for the system on a

PDF file.

5.6. All exposed IDS wires/cables will be routed through conduit. If cabling is ran through the ceiling it must be Air plenum rated. Contractor should utilize the same copper wiring for the IDS panel box, unless damaged by the contractor or needing additional wiring ran to make the system upgrade functional.

5.7. Contractor will develop an installation schedule and coordinate it with the ESS NCO prior to work being accomplished. Installation scheduling coordination may take up to

48 hours to coordinate with subordinate units. If schedule requires changing, the contractor should make every attempt to adhere to the 48 hrs. prior notification change request.

6.0. SECURITY REQUIREMENTS: The contractors will comply at all times with base security requirements to include base pass requirements and personnel security clearance.

6.1. Before arrival, the contractor must e-mail or fax a visit authorization letter to the project manager listing the name, date of birth and place of birth of the individuals who will be working on the base. Contractor will be responsible for obtaining written permission/signature from each person’s name submitted for a background check to be completed. If a back ground check cannot be completed, entry onto the installation cannot be granted. Contact the project manager for further guidance.

6.2. Retrieving Identification Media. The contractor shall be responsible for retrieving all identification media including vehicle passes from employees who depart for any reason before the contract expires e.g. terminate for cause, retirement, etc.

6.3. Traffic Laws. Contractor and employees shall comply with base traffic regulations.

6.4. Weapons, Firearms, Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within their contractor owned vehicle or privately owned vehicles while on base.

6.5. Personnel perform work in the 15 controlled areas described as open storage must met prescribed requirements IAW DoDM 5200.01, Volume 3, Enclosure 3, Para 2.a.(1).

“IDS Installation and Maintenance Personnel. Alarm installation and maintenance shall be accomplished by U.S. citizens who have been subjected to a trustworthiness determination (NACI) according to Reference (l).” Contractor will provide information of individuals to government for clearance verification prior to commencing work.
