REPAIR HVAC SYSTEM STACK OFFICES, BLDG 2028

1. PROJECT SCOPE
1.1 BACKGROUND
The purpose of this project is to upgrade and/or replace existing heating, ventilation, and air conditioning (HVAC) system in the stack offices. The existing HVAC infrastructure is obsolete, deteriorated, and/or non-compliant with minimum codes requirements. The scope of work (SOW) includes demolition of existing outdated HVAC system to include ducts, air handler, air condenser unit and all associated componentsand replacement with a new more efficient HVAC component. The contractor shall perform a limited lead and asbestos inspection in the affected construction area as part of the design. If test results are positive, the contractor shall submit an abatement plan for approval to include required notification to (TDSHS) Texas Department of State Health Services.
Building 2028 is located within a secured compound along with other support facilities. All contractor personnel must be escored inside the building at all times by an escort furnished by the government during each construction day. Work requiring escorts shall be scheduled 14 calendar days prior to starting work unless the Contracting officer waives this requirement. To reduce mission interruptions the contractor shall ensure that all personnel coordinate accordingly and arrive on time as scheduled to gain access into the building. The normal hours of operation for this facility are Monday through Friday 7:30 a.m. to 4:30 p.m.. The project area measures approximately 3600 square feet and has two floors. The bottom floor has a small conference room and office space, and the top floor houses operation supervisors and admin personnel.
Figures 1, 2 and 3 shows the general project location and the relative project area within the Special Operation Facility; as-built drawings (Appendix D) are provided for additional details.
While in the secured compound the Contractor will not have any electronic transmitting device such as cell phones, radios, cameras, etc. If the Contractor has electronic equipment necessary to perform work (i.e. surveying equipment, stud finder, etc…) then the Contractor must submit equipment cut sheets in advance of projected use (minimum 7 days) to the user for approval.
Prior to the start of construction, the government will vacate and move out all equipment from the designated project area. The contractor shall coordinate with the 502 CES PM prior to mobilization to allow the users enough time to vacate the project area The contractor shall make all effort to minimize any adverse effect to the normal operations of the project area.
1.2 GENERAL
1.2.1 The contractor shall identify and comply with all applicable federal, state, local as well as Department of Defense (DoD), Air Force, and JBSA - Lackland statutes, instructions, manuals, handbooks, regulations, guidance, policy letters, and rules (including all changes and amendments), and Presidential Executive Orders, in effect on the date of issuance of this contract.

1.3 DESIGN
1.3.1 The contractor shall perform a limited lead and asbestos inspection in the affected construction area as part of the design. The contractor shall also replace or repair back to its original state any existing building components damaged as a result of the new HVAC system renovations. The contractor shall provide a complete design consisting of detailed design, plans, specifications, and cost estimates for all work to be accomplished under this contract. The contractor shall perform a detailed cooling and heating load analysis, which shall be used as the basis for the design of the replacement HVAC system. The design shall incorporate space temperature control via Variable Air Volume (VAV) and ventilation in each of the individual nine spaces in accordance with the latest edition of AHRAE 62.1 - Ventilation for Acceptable Indoor Air Quality and all other applicable design criteria.
The water-cooled chiller, which serves B-2028, is located in the building and is known to have sufficient surplus capacity to support the stack offices, therefore cooling shall be by chilled water. Existing chilled water supply and return lines running along the East exterior wall of B2028 are suitable for point of connection for the new system. The contractor shall provide a design for condensation removal and chilled water piping secondary loop for the new air handler to include any modifications required to the existing building mechanical systems to provide a fully functioning HVAC system for the stack offices.
The building hot water boiler possibly has sufficient surplus capacity to support the stack offices.
The contractor shall determine if surplus heating capacity exists and if it does the contractor shall perform a life cycle cost comparison/analysis of hot water reheat and electric reheat in consideration of all applicable design criteria, and propose the best alternative to address cost and service efficiency. If sufficient boiler capacity is not available or if the life cycle cost of electric reheat is lower then the contractor shall “propose the most cost and energy efficient option and” provide a design for electric reheat to include electrical service for new heating elements.
Table 1 below shows the approximate area and occupancy of the office spaces. Preliminary cooling load calculations indicate that the extreme worst-case cooling load is 130,000 btuh12 tons of air conditioning. This information is provided for reference for bidding purposes only.

1.3.2 The Designer of Record (DOR) shall use the Unified Facilities Guide Specifications (UFGS), the requirements contained in this SOW. The technical criteria contained and cited in this SOW and UFGS shall establish minimum standards for the design and construction quality.
1.3.3 The contractor shall be responsible for preparing, filing, testing, and paying for any fees necessary to obtain all necessary permits to meet the provisions of this SOW. All testing and/or permitting fees shall be included in the contractor’s proposal.
1.3.4 Record drawings from the original and any subsequent construction efforts are provided in Appendix D. The contractor shall field verify all required dimensions and information themselves to produce the design documents, and develop accurate electronic plans in AutoCAD format. Electronic plans developed by the contractor (not the government furnished record drawings) shall be used as the basis for design drawings.
1.3.5 The contractor shall submit for government review and approval, bound paper copies and electronic copies of 65% and 95% complete design packages consisting of detailed design analyses, plans and specifications for the accomplishment of all construction work described in section 1.4. The contractor shall submit a signed and sealed 95% design package incorporating all correction from 65% and 95% review. Mobilization and construction effort will be allowed to begin upon the receipt of signed and sealed 95% design package. All electronic copies shall be provided to the government in the native file format and PDF format.
1.3.6 The contractor shall coordinate with the 502 CES PM and receive approval 14 days in advance prior to mobilizing for construction.
1.4 CONSTRUCTION
All construction work shall be in strict conformance with approved design drawings and specifications and shall include the furnishing of all materials, labor, plant, tools, equipment, and services necessary to accomplish the provisions of this SOW. The work performed by the contractor shall result in complete and fully functioning systems consisting of, but not limited to, the following principal items:
1.4.1 Demolition
As part of the demolition, the contractor shall at minimum:
• Demolish all existing HVAC/ mechanical equipment for the project area, to include air handler, air condenser, heating coils, valves, piping, insulation, ductwork, mounting brackets, air supply registers and return grills.
• Disconnect all electrical supply to the units, to include conduit, wiring, J-boxes and disconnects.
• Carefully dismantle the existing chain link fence along the rear side of the project area in effort to remove all air ducts as necessary, and store it for reinstallation prior to project’s completion.
• Remove the existing ceiling tiles and grid where necessary to complete demolition of HVAC components.

• Ensure that any penetration introduced to the existing concrete surface shall be either saw cut or core drilled to maintain a neat and clean cut lines
• Maintain a safe, clean, and dust free environment to prevent any adverse effect to the normal operations of the project arear and/or any other adjacent areas.
• Protect government equipment and property from damage during construction. The contractor is responsible for properly documenting the condition of the property prior to the start of construction and shall be responsible for repairing any damages to government property due to contractor’s negligence, at its own cost.
• Remove and dispose off-site all demolished equipment as part of the project at the conclusion of the project IAW all applicable local, state, and federal laws.
1.4.2 New Work
As part of the new work, the contractor shall at minimum:
• Provide and install a new completely finished, operating, and fully functional HVAC system
IAW UFC 3-401-01, ASHRAE, and SMACNA to service the stack offices and administrative areas of building 2028 ready for instantaneous use by the government. The contractor’s ultimate mechanical responsibility is to provide 100% ASHRAE, SMACNA, UMC, and IMC code compliant, working, efficient, and healthy HVAC for the Delivery Order’s final product.
• Provide and install a new, high efficiency, variable air volume (VAV) air-handling unit (AHU) and VAV boxes with either hot water or electric reheat (see design requirements) to provide ventilation, cooling and heating to all spaces within the project area of the building.
The AHU shall be equipped with a freeze stat. The AHU shall be installed in at the same location on a new 6-inch thick reinforced housekeeping pad using 3,000-psi concrete (28 day compressive strength) with vibration dampers. The concrete pad shall cure for a minimum of 7 days, before any installation can begin on the housekeeping pad.
• Provide and install VAV terminal units and all associated components to include, but not limited to, coils, thermostatic sensors, pressure sensors, hangers, supports, dampers, etc.
necessary to provide proper cooling, and heating conditions within the project area.
• Provide and install all new ducting with insulation in the project area. All supply, return, intake, and exhaust ductwork shall be constructed of galvanized sheet metal. All duct fittings (including elbows, tees, and offsets) shall be constructed of rigid sheet metal. Non-metallic flexible duct run outs to air distribution devices shall be limited to 3’ in total length. Flexible duct shall only be used on straight run ducts (i.e. horizontal or vertical) and shall not be installed with elbows or with offsets greater than ½ duct diameter. All ductwork shall be insulated IAW applicable codes. Duct and air distribution devices shall meet the velocity requirements indicated in ASHRAE Handbook – HVAC Applications. ALL and every HVAC duct joint, fitting, component, and appurtenance shall be maintained within the most recent version requirements of ASHRAE 62.1 and SMACNA Advanced Cleanliness Level.
• Field verify all existing electrical conditions and equipment prior to any construction activities. All items non-operational, abnormal conditions, or broken shall be corrected, repaired and upgraded to current NEC requirements if needed for the installation and connections of the HVAC electrical service.
• Design, provide, install, and make all connections for a completely finished, operating, functioning electrical system for the new HVAC system to include panels, breakers, conduits, wires, lights, receptacles, switches and all brackets and hardware to assure the
SOW -- Repair HVAC System Stack Offices, Bldg. 2028 Page 5 of 15 electrical system and all peripherals are current to the latest edition of the NEC, industrial standards and ready for use by the government.
• Provide and install new electrical service to include panel, associated breaker, conduit, wire and grounding necessary to provide electrical capacity of the rated load plus. All outdoor boxes and/or panels shall at minimum be rated NEMA 3R. All work shall be performed in strict compliance with the NEC.
• Provide and install safety fencing to protect occupancies in the construction area and all other areas affected by the replacement of the HVAC System.
1.5. CODES AND REGULATIONS
All work shall be accomplished in accordance with the latest edition of applicable codes, standards, regulations, manufacturer installation instructions and other requirements. In the case where two or more standards are applicable, the contractor shall ensure compliance with the more stringent of the standards.
2. GENERAL
2.1. GENERAL REQUIREMENTS
2.1.1. Site Plan
The contractor shall prepare a site plan indicating the proposed location and dimensions of any area to be isolated/fenced for use by the contractor, the number of trailers to be used, avenues of ingress/egress to the project area, and laydown/storage area. Any areas, which the contractor may have to gravel to prevent the tracking of mud, shall also be identified. The contractor shall also indicate if the use of a supplemental or other staging area is required. Please see Appendix A for general location of the site. Contractor site plan shall be submitted for approval by the government 14 working days in advance prior to mobilization for construction.
2.1.2. Identification of Employees
The contractor shall be responsible for furnishing to each employee, and for requiring each employee engaged on the work to display identification as approved and directed by the Contracting Officer. Prescribed identification shall immediately be delivered to the Contracting Officer for cancellation upon release of any employee. All contractor and sub-contractor personnel shall wear identifying markings on hard hats and safety vests clearly identifying the company.
2.1.3. Employee Parking
Contractor employees shall park privately owned vehicles in an area designated by the Project Manager. This area will be within reasonable walking distance of the construction site.
Contractor employee parking shall not interfere with existing and established parking requirements of the military installation. Please refer to Appendix A for general location.
2.1.4. Job Site Tools and Equipment
All hand tools and equipment shall be maintained in good working conditions and properly stored when not in use. Construction attire shall be in accordance with applicable OSHA regulations. All tools and equipment shall be at hand prior to the contractor commencing work.

2.1.5. Project Signage
Contractor shall furnish and erect a project construction sign as specified in Appendix B.
Coordinate final signage copy and location at site with 502 CES PM.
2.2. AVAILABILITY AND USE OF UTILITY SERVICES
2.2.1. Utility Services
The Government will make all reasonably required utilities available to the contractor from existing outlets and supplies, as specified in the contract. The contractor shall carefully conserve any utilities furnished without charge, and maintain necessary temporary connections and distribution lines at its expense and in a manner satisfactory to the Project Manager.
2.2.2. Sanitation
The contractor shall utilize existing toilet facilities within the adjacent shower facility (bldg 7342) and shall minimize tracking of dirt and/or rubbish into the facility.
2.2.3. Telephone
The Contractor shall make arrangements and pay all costs for telephone facilities desired.
2.3. CONTRACTOR'S TEMPORARY FACILITIES
2.3.1. Administrative Field Offices
The Contractor shall provide and maintain any necessary administrative field office facilities within the construction area per approved Site Plan. Government office and warehouse facilities will not be available to the contractor's personnel.
2.3.2. Storage Area
The contractor shall provide enclosed containers as necessary for materials and equipment for the duration of the project. Storage containers will be located in the secure complex within reasonable proximity to the project site.
2.3.3. Appearance of Trailers and storage containers
Trailers utilized by the Contractor for administrative or material storage purposes shall present a clean and neat exterior appearance and shall be in a state of good repair. Trailers, which in the opinion of the Contracting Officer require exterior painting or maintenance will not be allowed on the military property or may be sent back at the discretion of the Contracting Officer.
2.4. TEMPORARY PROJECT SAFETY FENCING
As soon as practicable, but prior to the commencement of work, the contractor shall furnish and install temporary project safety fencing at the work site. Caution tape shall not be used as a means of fencing. The contractor shall maintain the temporary safety fencing throughout the duration of the project. Upon completion and acceptance of the work, the fencing shall remain the property of the contractor and shall be removed from the work site.

2.5. CLEANUP
At the end of each working day, contractor shall clean up the work site by the removal of all construction debris, waste materials, packaging material and the like. If the aforementioned items could become airborne, they shall be placed in secure refuse containers immediately. Clean up of the work site shall include the construction areas, material storage areas, parking and eating areas, and any other areas affected by the construction process. Any dirt or mud, tracked on to any Base street, parking area, sidewalk, patio, driveway, or building shall be cleaned away daily.
Materials resulting from demolition activities that are salvageable shall be stored within the laydown area described above or at the supplemental storage area. All stored material, whether new or salvaged, shall be neatly stacked when stored.
2.6. RESTORATION OF GOVERNMENT AREA
Areas used by the contractor for the storage of equipment or material, or other use, shall be restored to the original or better condition prior to returning to the government.
2.7. ENVIRONMENTAL MANAGEMENT
The contractor shall comply with all provisions of JBSA - Lackland Environmental Protection specification as applicable to this contract. Appendix C below includes a copy of the JBSA - Lackland Environmental Protection specification. No separate payment will be made to the contractor to ensure compliance with the provisions of the environmental specifications; all cost shall be inclusive of the contractor’s proposal.
3. BUILDINGS AFFECTED
Building involved in this project is a commercial government type building. Family housing buildings are not a part of this contract.
4. EXISTING UTILITIES
Record drawings showing existing underground utilities are located in Building 5595, Lackland AFB. Any utility line shown on the record drawings (or made known to the Contractor) and damaged during construction work shall be repaired immediately by the contractor at no cost to the government.
5. SUBMITTALS
During the design phase the DOR shall update the provided Schedule of Material Submittals with additional items for government approval to comply with the intent of this Statement of Work (SOW). These items shall include all newly installed products and/or reference material that are to remain government property at the conclusion of this project. Contractor shall utilize the updated Schedule of Material Submittals to provide submittals on AF IMT 3000 Material Approval Submittal Form for all listed items, prior to work or installation of materials. The contractor shall not purchase or conduct work until the approved submittal form has been approved by 502 CONS. The contractor shall allow up to 14 calendar days for government review of the submittal for approval or disapproval.
6. PRE-CONSTRUCTION SITE VISIT
The contractor shall visit the job site to verify location, conditions, and dimensions prior to starting work.

7. GENERAL SAFETY REQUIREMENTS
7.1. The contractor shall submit an Accident Prevention Plan (APP) included within the Safety Plan prior to commencing work. Work cannot proceed without an approved APP. All changes to the approved APP shall be made with the knowledge and concurrence of the Contracting Officer and 502 CES PM. At minimum, the APP shall discuss the following topics:
• Site Background
• Project Organization: key project personnel and responsibilities
• Site Hazards: chemical, physical, biological
• Exposure Monitoring
• Site Control
• Personal Protective Equipment
• Decontamination
• Safety Policy and Procedures
• Emergency Response Plan
• Training
• Medical Surveillance
• Recordkeeping
7.2. Obey the posted base speed limits. All drivers and passengers shall wear seat belts on base IAW AFI 91-207.
7.3. Report contractor accidents involving injury to Air Force personnel or damage to government property to the Contracting Officer and the 502 ABW OL-A/SEG, Ground Safety Officer immediately by calling the JBSA 502D Ground Safety Help Desk at (210) 671-5026.
7.4. The Contractor shall familiarize and comply with the general safety requirements IAW DOL regulations, OSHA 29 CFR Part 1926, as well as applicable AFOSH standards and AFRs.
These standards and AFRs are available in the 502 ABW OL-A/SEG, Ground Safety Office, building 2484.

8. BARRICADES AND WARNING SIGNS
Adequate barricades, caution signs, and warning signs shall be furnished, installed, and maintained by the contractor in surrounding construction area.
9. DIGGING PERMIT
9.1. Obtain a blank BASE CIVIL ENGINEERING WORK CLEARANCE REQUEST (often called a digging permit) from 502 CES PM. Contact 502 CES/CEOI, (210) 671-3533 to schedule a digging permit to excavate on JBSA - Lackland. The contractor shall request a digging permit at least 10 working days in advance.
9.2. The dispatcher will assign a Job Order Number and schedule a time for the base agencies to meet at the job site with the job superintendent. The superintendent must contact Dig Test at 1-800-344-8377 for Time Warner and SBC and Base Communications Office (210) 925-0607.
Southwestern Bell utilities are only located in housing areas; base communications is located everywhere else. After each agency including Time Warner and Southwestern Bell has signed the AF Form 103, deliver the form to the Project Inspector for final approval signatures. The inspector will return a copy of the completed and approved AF Form 103 to the contractor.
9.3. It shall be the responsibility of the contractor to document and preserve markings until they are no longer needed. The government will not be responsible for re-marking an area already covered by an existing digging permit.
9.4. All excavations other than building foundations, must have site restoration (sod, hydro-mulch, pavement or other scheduled restoration), completed within 14 calendar days (excluding approved rain delay days) after excavation has been initiated.
10. UTILITY OUTAGES
10.1. Utility outages shall be defined as a stoppage in electric, gas, potable water, sewer, chilled or hot water, steam, telephone, Energy Monitoring and Control System (EMCS), or any other similar utility whether serving all or a part of a single facility or of several facilities.
10.2. All utility outages shall be coordinated with the 502 CES PM. The contractor shall provide notice for an outage request to the Contracting Officer, not less than 15 working days prior to the time of the required outage. The Contracting Officer before proceeding may then
SOW -- Repair HVAC System Stack Offices, Bldg. 2028 Page 10 of 15 issue written approval for the outage. All work shall be coordinated and arranged to ensure that the outage will be of minimum duration.
10.3. Once a utility outage request is ready and work begun, work shall continue until all utilities are restored and inspected by the civil engineering section.
10.4. In the event a scheduled utility outage is cancelled by the government, notification will be given to the contractor at least 24 hours in advance of the time for the outage to start.
Rescheduling of a cancelled outage must be coordinated with written notification as described above.
11. WELDING
Welding shall not be performed without first obtaining a hot work permit issued by the Base Fire Department.
12. CONTRACTOR'S USE OF ELECTROMAGNETIC EMISSION DEVICES ON
BASE
The Contractor shall comply with the AFMTC Regulation 700-14, Jul 89. The regulation is available for inspection at the Communications Squadron, Building 1050, JBSA - Lackland.
(Electromagnetic emission devices include: Radio/Radar Transmitters; Navigational Aids/Instrumentations; Signaling, Intrusion Detecting, and Identification Devices; Mobile and Fixed Business Radio Communications Equipment; and MARS, CBs, and Amateur Radio Stations.)
13. FIRE REGULATIONS AND PREVENTION PRACTICES
The contractor shall comply with fire prevention practices as set forth by the National Fire Protection Association, other recognized fire prevention agencies, and base regulations.
14. EXPLOSIVE OPERATED HANDTOOLS
The contractor shall comply with OSHA Standard 1910.215(c) when utilizing explosive operated hand tools. Storage of explosive cartridges on the installation shall be in metal containers and limited to one days' supply. The contractor shall provide adequate controls to prevent loss/theft of cartridges used and stored on the installation.
15. PREVENTION OF FUEL SPILLS
The contractor may use temporary fuel tanks upon approval by the Project Manager. Tanks shall be surrounded by an earthen berm which provides 110% of the tank capacity. The berm shall be lined with a 40 mil polyethylene sheet held in place with weights located on the outside of the berm. All berms shall be inspected by the 502 CES PM or the PI prior to filling fuel tanks.
16. GENERATED REFUSE
The contractor shall take positive action to prevent work-generated refuse from entering the sewer system. All contractor generated refuse and waste shall be hauled from the construction site daily to a disposal area located outside the physical boundaries of the installation. This refuse and waste material shall be hauled in trucks with tight-fitting beds and covers to prevent spillage
SOW -- Repair HVAC System Stack Offices, Bldg. 2028 Page 11 of 15 on roadways. The construction site shall be kept neat, orderly, and safe for workmen at all times.
All required manifests shall be obtained prior to the transportation of refuse off-site.
17. WATER CONSERVATION
The contractor shall comply with existing water restrictions to conserve water to the greatest extent possible.
17.1. If JBSA - Lackland implements water usage restrictions, the contractor is required to comply with these restrictions, at no additional cost to the government. In the event the contractor cannot comply with water usage restrictions and still meets other contract requirements (particularly when installing sod or hydro-mulching), then he can request permission from the Contracting Officer for relief from the restrictions.
17.2. Waivers: Submit request for waivers to water conservation restrictions in writing. The Contracting Officer will consider such cases on an individual basis and grant waivers only in extreme cases. Submit detailed requests with appropriate manufacturer’s/supplier’s data to show unavoidable noncompliance with the water usage restrictions. In the event a restriction is conditionally waived, use only the minimum amount of water necessary to comply with contract requirements.
18. ENERGY REQUIRMENTS
Design of new construction and renovations shall be in full compliance with ANSI/IESNA/ ASHRAE Standards with specific attention to ASHRAE Standard 90.1-2004 or latest edition. In addition, new construction and renovations for existing facilities must comply with Energy Policy Acct of 2005 (EPACT 05), Executive Order 13423 and energy conservation standards under Unified Facilities Criteria, UFC 3-400-01 05 July 2002, UFC 3-410-01FA 15 May 03, UFC 3-410-02A 15 May 03, UFC 3-440-01 14 Jun 02 or latest edition for all. Air Force Design Sustainability shall be applied in the development concepts of planning, design, construction, environmental management, operation, maintenance and disposal of facilities and infrastructure project, consistent with budget and mission requirements. Design Energy Compliance Analysis (ECA) must be provided with the design package.
19. INVENTORY OF INSTALLED PROPERTY
The contractor shall prepare and submit a list of new equipment or units of equipment that require gas, water, or electrical utilities connections per the attached JBSA - Lackland Environmental Protection specification, see Appendix E. (Examples: AHUs, fans, air conditioners, compressors, condensers, chillers, boilers, furnaces, heat exchangers, pumps, cooling towers, tanks, fire hydrants, sinks, water closets, urinals, lavatories, shower stalls, and other large plumbing fixtures, lighting fixtures, electric heating equipment, motors, and other electrical equipment). The list shall be reviewed periodically by the government to verify completeness and accuracy. Completed list shall be turned over to the Project Manager at least 14 calendar weeks prior to the prefinal inspection.
20. INSPECTION AND ACCEPTANCE
Inspections and final acceptance will be made as completed by the contractor with the following additional provisions:

20.1. The contractor shall give the government a minimum of three (3) working days notice for all requested inspections. Inspections shall be staggered such that two inspections will not occur at the same time.
20.2 The contractor shall make sure that the work is ready for all inspections. The presence of an unreasonable number of deficiencies, as determined by the Project Manager, may cause the inspection to be rescheduled.
21. INSPECTION OF CORROSION PROTECTION INSTALLATION
21.1. All metallic, above or underground, water or fuel tanks and all metallic underground water, gas, fuel, or electric piping require corrosion protection. The installation shall be coordinated with the 502 CES PM prior to commencement.
21.2. All work shall be coordinated and arranged by the contractor to ensure the corrosion protection installation is inspected by the 502 CES PM in accordance with the following sequence:
21.2.1. Initial Inspection: All work on the corrosion protection installation is in the process of being completed and is properly uncovered for inspection by the 502 CES PM or the Project Inspector.
21.2.2. Final Inspection: All work on the corrosion protection installation has been satisfactorily completed, all deficiencies, if any, corrected and is properly uncovered for final inspection by the
502 CES PM.
21.2.3. Corrosion protection installation shall be completed in accordance with the plans and specifications and certified prior to approval/acceptance by the Contracting Officer.
22. DETERIORATED CONSTRUCTION AND FINISH
The 502 CES PM will be the governing authority in determining if existing construction and finishes are deteriorated and require repair and/or replacement.
23. AS-BUILT DRAWINGS
The contractor shall provide complete detailed as-built drawings representing the entire project as constructed under the contract. The drawings shall be drawn to appropriate scales and dimensioned completely and accurately. Drawings shall be delivered to the government on 14” x 20” hard copy, standard black line quality paper and electronically on AutoCAD release 2012 or compatible format and as PDF on CD.
Preliminary as-built drawings shall be submitted with an AF Form 3000 for government review/approval. The preliminary as-builts shall be submitted concurrently with the request for pre-final inspection. Upon government approval of the preliminary as-builts, the contractor shall submit the entire final set of hard copy and electronic as-builts drawings for final approval and
SOW -- Repair HVAC System Stack Offices, Bldg. 2028 Page 13 of 15 acceptance. As-builts shall be included as a separate item in the progress schedule AF Form 3064.
24. DD FORM 1354
The Contractor shall prepare and submit DD Form 1354, Transfer and Acceptance of Military Real Property prior to acceptance of the project by the government. The contractor will use the checklist provided in Appendix F, and complete all applicable information to develop the DD Form 1354. A preliminary copy of the form along with the checklist shall be submitted for review by the Government to verify completeness and accuracy at least 30 days prior to the pre-final inspection. The completed DD Form 1354 along with the checklist shall be turned over to the 502 CES Project Manager at least 14 calendar days prior to pre-final inspection.
25. DELIVERABLES
All of the contract deliverables and supporting documentation becomes the property of the government upon delivery and shall remain property of the government at the end of the contract period.
25.1. CONTRACT DRAWINGS
Drawings shall be prepared on AutoCAD release 2012 or compatible format. All contract drawings shall be well prepared, complete, and accomplished in accordance with the best professional practice to show clearly and concisely the type and extent of work to be performed.
The drawings shall be drawn to appropriate scales and dimensioned completely and accurately.
Extensive explanatory notes on the drawings should be held to a minimum or placed in the specifications. Dimensions shall be shown in Standard English units. Standard building material indications and symbols for architectural items and for mechanical and electrical equipment shall be used to the greatest extent possible. Drawings shall be delivered in hard copy, standard black line quality paper, at review stages in the number listed in paragraph on SUBMITTALS. All review drawings shall be 14”x20” in size.
25.2. DRAWING STANDARDS
Drawings shall be prepared on AutoCAD release 2012 or compatible format. All drawings shall utilize A/E/C CAD Standards, Rel 4.0 or latest release and SDSFIE 2.61 for compliance with the installation standards. Both hard copies and electronic copies of the drawings shall be provided to the Contracting Officer for review at the 65% design phase and the 95% design phase. Upon the acceptance of the 95% design drawings, the contractor shall provide to the Contracting Officer signed and sealed final design submittal. Extensive explanatory notes on the drawings should be held to a minimum. Dimensions shall be shown in Standard English units. Standard building material indications and symbols for architectural items and for mechanical and electrical equipment shall be used to the greatest extent possible.
25.3. DESIGN SERVICES
25.3.1. Site Design Data: The contractor shall perform field reconnaissance, surveys, and site investigations required to obtain engineering information and design data necessary to comply with the provisions of the contract documents in accordance with the requirements of this SOW.

25.3.2. Field Measurements: The contractor shall be required to make his own field investigations to verify dimensions and other information shown on government furnished reference drawings.
25.3.3. Government Review: The government's review is intended to be limited to functional aspects, with limited technical review of a general cursory nature only. Any review by the government of technical items shall not be construed to relieve the contractor of responsibility for technically correct and complete documents in compliance with applicable codes, industry standards, and the intent of this SOW. The contractor shall comply with the review comments in the development of data for subsequent submittals. If any review comment requires clarification and/or amplification to assure compliance, the contractor shall notify the Contracting Officer or his authorized representative in writing. After each review, the contractor will be furnished one set of comments to be annotated and returned to the government. Comments annotated by the contractor with a "D" - do not concur, "E" - exception, or "X" - delete, shall have an explanatory note added to justify the noncompliance with the comment. The contractor shall furnish these annotated comments to the Government no later than 3 calendar days after receiving the comments.
25.3.4. Drawings: The contractor shall submit drawings in accordance with Section 28.1 and
28.2 of this SOW. The contractor shall separate Architectural, Structural, Civil, Mechanical, Electrical, Fire Alarm/Fire Protection sections into their own individual sections within the drawing.
25.4. SCHEDULE OF DELIVARIBLES
25.4.1. Deliverables shall be submitted and distributed as shown in the table below. Table shows major milestones and is not exclusive of all other submittals as necessary per contract.

26. OCCUPATIONAL SAFETY
The contractor shall be subject to no-notice inspections under Occupational Safety and Health Act (OSHA) Program by inspectors of the Department of Labor.
27. SEVERE WEATHER
Upon receipt by the Contracting Officer of a severe weather warning with anticipated winds of 35 knots or higher, the following sequence of actions shall be carried out:
1. The Contracting Officer or the 502 CES PM will notify the contractor of the severe weather warning.
2. The Contracting Officer or the 502CES PM will instruct the contractor to secure all materials and equipment.
3. The contractor shall take immediate action to tie down, remove, protect, and/or secure construction materials and equipment to the satisfaction of the 502 CES PI in order to reasonably assure that government property will not be damaged. If the contractor fails or refuses to secure materials and equipment to the satisfaction of the 502 CES PI, the work will be accomplished by government personnel and the cost thereof charged to the contractor.
