STATEMENT OF WORK
AIR EDUCATION & TRAINING COMMAND (AETC)
JOINT BASE SAN ANTONIO (JBSA)
PROJECT TITLE: T-38 Noise Suppressor System LOCATION: West Airfield parking apron - JBSA Randolph
1.0 GENERAL OVERVIEW
The mission of the 575th is part of the 309th Aircraft Maintenance Group at Ogden Air Logistics Complex, Hill Air Force Base, Utah, and is located at Joint Base San Antonio- Randolph. The squadron provides T-38 maintenance, restoration and modification work for the Air Force and Navy. The agency is seeking capable contractors that can manufacture and perform the repair, refurbishment, and installation of T-38 Noise Suppressor Systems (NSS), or Hush Houses and Engine Test Cells. The system should be capable of supporting the T-38 aircraft and associated engines. The Noise Suppressor System shall provide all necessary attachments to connect to the intake and exhaust of a Type A, B and C T-38.
1.1 Objective.
The objective of this requirement is acquire a Demountable Noise Suppressor System (NSS) to include the supporting infrastructure, grounding and thrust anchors for a T-38 Talon NSS meeting or exceeding the AF32A-18 sound suppressor. The contractor shall develop/produce/maintain and deliver a Technical Data Package (TDP) that accurately depicts the final product.
1.2 Requirements.
The contractor is required to provide a fully functional NSS equipment, the labor and engineering necessary to install the NSS at the West Airfield parking apron in Joint Base San Antonio – Randolph (JBSA-RND), and the Total Data Package described below.
1.2.1 Equipment. The contractor shall deliver a demountable sound suppressor system which meets or exceeds the AF32A-18 sound suppressor. The primary intake silencers need to be equipped with two interchangeable modules that allow for a change of configuration between the “A/B” and “C” model T-38 aircraft, without requiring the removal of the entire silencer unit’s end panel. The interchangeable modules should be held in place by a ball-lock pin, and be light enough to be changed by a single worker.
Both intake silencer configurations should be changed in approximately 10 minutes to significantly reduce the time required for suppressor configuration changes. Also, the primary intake silencers should have a curved monolithic welded design with a one-piece cladding. This construction will provide for smoother aircraft inlet airflow and eliminate the possibility of the joints and fasteners from premature corrosion and becoming a potential FOD hazard. The muff assembly must include a unique closed safety latch w/ball-lock pin which prevents the muff from accidental opening during test operations.

The exhaust suppressor must have the interior bolted connections designed to allow for adequate expansion and contraction for cyclic heating. This includes all horizontal and vertical steel and/or stainless steel members and ring assemblies. This is necessary to prevent premature failure of interior studs and/or bolted connections. The suppressor should also use 200-mesh stainless steel screen beneath the perforated sheeting to reduce the amount of acoustical insulation fiber that escapes during testing. The stand-alone control room needs to provide a greater view window area than the standard version. The unit needs to have over 17.5 square feet of clear viewing area compared to less than 15.5 clear viewing area on the standard version. The control room also needs to be equipped with an energy efficient packaged terminal heat pump/air conditioner. The contractor shall provide a spare parts kit with each item shipped for the user compatibility testing containing all items required to conduct scheduled maintenance during the test as well as common repair parts predicted to be needed during the compatibility testing.
1.2.2 Installation. The Contractor shall supply all labor, equipment, supervision and materials necessary to accomplish the work assigned unless otherwise specified. All work shall be follow standards defined by UFC 3-260-01 as well as JBSA Randolph regulations, local, state, and federal codes, regulations, and requirements. Contractor’s support shall be available on site at all times during the compatibility testing. All compatibility testing will be completed within 7 days of installation completion. The contractor shall furnish and install all infrastructure to support the sound suppressor system and make it complete and usable. Infrastructure shall include two (2) aircraft thrust anchors and one (1) ground in accordance with the attached conceptual requirements (Appendix A). The tie downs shall be installed in the location annotated on the conceptual requirements (Appendix A). The ground shall be tested for resistance after installation to ensure it meets the aforementioned standards and specifications.
The contractor shall also provide all necessary electrical components (raceways, wiring, terminations, etc.) to tie-in the existing panel approximately 300 feet North of the sound suppressor location. All electrical work shall abide by NFPA and NEC (i.e. explosion proof (Class I, Division II) sealing fittings) and provide, at a minimum all items annotated in the conceptual requirements (Appendix A). Conduit must be underground when the run is in soil; in addition, the conduit may be run above ground and attached to the surface of airfield pavement. In addition, all electrical cables shall be Ethylene Propylene Rubber (EPR) and installed inside a concrete encased duct bank.
1.2.3 Engineering Data. The contractor shall develop/produce/maintain and deliver a Technical Data Package (TDP) that accurately depicts the final product. The TDP shall represent the approved, tested, and accepted configuration of the defined delivered item(s).
TDP data includes, but is not limited to, Computer Aided Design (CAD) data, CAD models, model based definition data sets, Gerber data and Master Bill of Materials (BOM).

The TDP shall provide the necessary design, engineering, manufacturing, testing and quality assurance requirements information necessary to enable the procurement or manufacture of an interchangeable item that duplicates the physical and performance characteristics of the original product without additional design engineering effort or recourse to the original design activity or any third party. All engineering product definition data created as a result of this contract shall be considered a part of the package and shall be delivered to the Government with unlimited rights. The TDP shall be delivered in accordance with Air Force Product Data Specification drawing 9579776 Revision L (CAGE 98752), reference attached DD Form 1423 Block 16. [DI-SESS- 81000E/T].
1.2.3.1 Technical Order Updates. The contractor shall update existing Technical Orders (TOs) 33D4-6-442-1 and 33D4-6-442-4. The contractor will be responsible for documenting all changes made to the enclosure that affect the TOs and implementing these changes into the new TO. The contractor shall produce the documents in accordance to Air Force Technical Manual Contract Requirements. [TM-86-01N]
1.2.3.2 Engineering Data Guidance Conference. The contractor shall support and cochair a Guidance Conference with AFLCMC/LZPEM for engineering data within 60 days after contract award. The Conference shall be convened at a site and on a date agreed upon by the Government contracting officer and the contractor. The contractor shall prepare an agenda and record the minutes of the Guidance Conference. The contractor shall address, discuss, and provide status on the following:
a. Understanding of all CDRL requirements, applicable DIDs, specifications and standards.
b. TDP review requirements and schedules.
c. TDP delivery requirements and schedules.
d. Contractor's drafting practices/procedures/TDP drawing formats/CAD programs.
e. The contractor's quality assurance procedures relating to TDP documents, including quality control of subcontractor and vendor data.
f. The role of subcontractors and vendors who may deliver TDP documents under this contract.
g. The contractor's configuration management system, including methods for releasing documents, approving documents, and incorporating changes into documents.
h. Digital Technical Data Package (TDP) deliverables.
Note: Guidance Conference may be held in conjunction with other meetings or conferences.

1.2.3.3 In-Process Review (IPR) of the TDP. The contractor shall host, support, and co-chair an IPR of the engineering drawings and associated lists and other documentation to be included in the TDP. The IPR shall be conducted only after the contractor's quality assurance personnel have completely reviewed the data and determined that data are of sufficient quality that Government time will be effectively utilized during the review. IPR may be scheduled when data has reached the 50% percent completion point and shall be held, when possible, in conjunction with other reviews (i.e., PDR, CDR). The contractor shall notify AFLCMC/LZPEM a minimum of 30 days prior to the anticipated date of completion point. The IPR shall focus on the contractor's progress in the preparation of the TDP. The contractor shall support and provide the necessary resources, i.e., meeting agenda, conference room, applicable data, minutes, and appropriate personnel available to answer any questions to perform the IPR effectively. The contractor shall correct all discrepancies identified in the IPR. All subcontractor/vendor data shall be made available for review. If the quantity of subcontractor/vendor data is of sufficient magnitude, the Government may schedule a separate IPR at the subcontractor's/vendor's facility.
1.2.3.4 Relationship of Contractor with Subcontractors/Vendors. The contractor shall levy on sub-contractors and sub-vendors the same requirements for Technical Data Packages (TDPs) as are levied on them by this contract. This requirement shall apply at all tiers of sub-contractor/vendor levels associated with the program.
1.2.3.5 Engineering Data Updates and Revisions. The contractor shall (and shall cause subcontractors and vendors to) update and maintain engineering data for the item(s) designed/ developed/modified/produced and funded by this contract for the life of this contract and shall incorporate all changes in accordance with the following:
1.2.3.5.1 All engineering changes shall be incorporated into the applicable engineering data within 90 days after engineering release/Air Force concurrence or at intervals of five changes, whichever occurs first, except a change involving safety, which shall be incorporated immediately.
1.2.3.5.2 All engineering changes shall be incorporated into the applicable engineering data prior to delivery of data for review.
1.2.3.5.3 All engineering changes shall be incorporated into the applicable engineering data prior to delivery of final media.
1.2.3.5.4 Revisions to existing engineering drawings/models and associated lists and other documentation to be included in the TDP for which the contractor is the current design activity shall result in the delivery of the entire revised document and associated data file. For example, when a portion of a document is revised the entire document shall be delivered.

The work is located on the Airfield at JBSA -Randolph near Hangar 82 in San Antonio, TX. If the Contractor damages any Government property during the duration of this project, the Contractor shall repair the damage and restore to its original condition at no cost to the Government.
1.4 Points of Contact (POC).

2.0 APPLICABLE DOCUMENTS
2.1 The Contractor shall identify and comply with all applicable federal, state, and local statutes; DoD/Air Force instructions, manuals, handbooks, regulations, guidance, and policy letters including but not limited to the most recent version of; International Building Code (IBC); Unified Facility Criteria (UFC); Uniform Plumbing Code (UPC); Uniform Mechanical Code (UMC) National Fire Protection Association (NFPA); National Electrical Code (NEC); American Concrete Institute building code (ACI 318); AISC Steel Construction Manual; Adoption of Architectural Barriers Act (ABA) Guidelines for Accessibility; Specifications included with this solicitation; JBSA Randolph compatibility guide; and including all changes and amendments in effect on the date of issuance of this resulting contract. It is the Contractor’s responsibility to identify and comply with all applicable requirements.
3.0 G OVERNMENT-FURNISHED INFORMATION.
The Government will provide information in the form of available plans, reports, maps, drawings, and as-builts as necessary to facilitate accomplishment of the work required in the contract Statement of Work. However, these GFIs are not warranted to show conditions as they actually exist. The contractor shall review the following specifics provided:
Appendix A – Conceptual Requirements
4.0 MANAGEMENT, PLANNING, AND REPORTING REQUIREMENTS
4.1 Notification Requirements.
The Contractor is required to notify the Contracting Officer (CO) and the Technical
Representative (TR) of critical issues that may affect the contract performance and/or

The types of issues that require notification include, but are not limited to, health risks, spills, changes in critical personnel, and finding unexploded ordnance (UXO). As an example, if UXO were discovered during field activities, the Contractor would be required to immediately stop work, report the discovery to the facility Point of Contact (POC), CO, and TR, and implement the appropriate safety precautions. Field activities could not continue until clearance was received from the CO.
On critical issues, verbal notification should be made immediately, followed by written notification as soon as practical. Permits. The Contractor shall develop, coordinate, and assist the installation in applying for and obtaining all applicable permits, access (including off-base easements and leases), agreements, licenses, and certificates. The Contractor shall maintain a library of these documents at the Contractor’s site office as well as the corporate facility. The Contractor shall comply with all applicable permit conditions. The Contractor shall include permit activities on the schedule and report status of permit with each design submission.
4.2 Worksite Activities and Coordination.
The Contractor shall be responsible for protecting the lives and health of employees and other persons on the work site; preventing damage to property, materials, supplies, and equipment, avoiding work interruptions and complying with Occupational Safety and Health Administration (OSHA) safety and local safety office requirements. The Contractor shall perform all operations in a prudent, conscientious, safe and professional manner and conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work. The Contractor shall maintain documentation supporting training records on site and have written Health and Safety Plans on site and available for workers and/or regulatory review. The Contractor shall provide the CO copies of any OSHA report(s), regarding a project site, submitted during the duration of the contract. For areas not covered by OSHA, the Contractor shall comply with regulations regarding safety and health and the current edition of the U.S. Army Corps of Engineers Safety and Health Requirements Manual, EM 385-1-1.
4.3 Safety.
The Contractor shall record and report promptly (within 1 hour) by telephone, facsimile or other direct means to the CO, Base Project Manager, and to the military installation’s Safety Office, all available facts relating to each instance of damage to Government property or injury to either contractor or Government personnel. In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, preserve evidence until released by the accident/mishap investigative authority through the CO, and immediately report the incident to the Base Fire Department at 911. If the Government elects to conduct an investigation of the accident/mishap, the Contractor shall cooperate fully and assist Government personnel in conducting of the investigation until it is
FA3047-15-R-0034 Noise Suppressor System. Rev. 05 May 15 Page 6 of 8 completed. The Contractor agrees that his personnel and equipment are subject to safety inspections by Government personnel while on federal property.
5.0 SITE WORK
5.1 Conservation.
Activities shall be planned and implemented in a manner that protects existing site utilities, structures, surface features, service operations, monitoring and other types of wells, and the general site environment. This includes the protection of trees, shrubs, and other vegetation not in the affected zone from dust damage, soil compaction, and physical contact with machines and equipment. If appropriate, the Contractor shall conserve uncontaminated topsoil by removal, storage, or redistribution. All reasonable measures shall be taken to minimize and suppress fugitive emissions of dust, vapors, and other site materials during site work. All fill materials shall be uncontaminated. The Contractor shall conduct all operations and activities with the intent of reducing the amount of pollution generated.
Specific areas to be focused on are generation of solid waste, use of hazardous materials, use of ozone-depleting chemicals, generation of hazardous waste, and use of energy and water. The Contractor shall plan, construct, operate, maintain, optimize, and decommission systems necessary to control storm water run-on and runoff; and transport surface water drainage to a treatment plant, discharge location, or any other destination.
5.2 Site Preparation.
The contractor shall survey existing conditions to determine adequacy to support site activities. The Contractor shall obtain appropriate approvals and shall construct connections or new systems for electrical power, water, sewer, gas distribution, telephone, and other utilities, as required, to accomplish the activities.
6.0 INSPECTION/ACCEPTANCE
6.1 Inspection.
The Contractor shall conduct a final inspection along with the technical representative from the 575 AMXS, and report the findings in a final inspection report in accordance with the format approved by the Contracting Officer. The inspection report shall: (1) certify that all items of the design have been implemented and that the installation is complete, and (2) include a record of “signed and sealed” as-built drawings and specifications verifying that all development standards have been met.
6.2 Warranty.
The Contractor shall complete all inspection and commissioning requirements prior to pre-final inspection. The warranty shall be issued in accordance with FAR 52.212-4. Extended
