Building B 3303 – Solicitation #: FA303022Q0035

RFI: Will the government eliminate the statement and reporting requirement listed in the SCOPE OF WORK (SOW), Paragraph 1.2?

a. SOW, Paragraph 1.2: states the contactor shall test the site 30 days after injection to “ensure the soil stabilization has been achieved. Testing should include, but not limited, soil moisture content, Atterberg Limits, sieve analysis, and allowable bearing capacity values.”

ANSWER: Statement to remain in original SoW. Response to RFI to will supersede SoW statement.

b. Reason: The base and sub-base soils will not be injected; they do not appear to be compromised.

(1) Injections will occur beneath the concrete floor/slab to fill the voids, underseal, raise, stabilize, and support the existing concrete slab.

(2) Testing of the deeper soils, using the listed techniques after the slab is lifted, will show no changes because the soils will not be treated.

ANSWER: Dynamic Cone Penetrometer (DCP) testing will be performed inside the building project area, both pre and post injections, to show the improvement provided by the shallow injections. This test shall be observed by the polymer contractor representative and Government representatives and certified by a professional engineer licensed in the state of Texas.

2. RFI: Will the government eliminate the clause for third party testing in the SCOPE OF WORK (SOW), Paragraph 1.2?

a. SOW, Paragraph 1.2: states “The testing shall be performed by a third party entity that performs this type of testing.”

ANSWER: Statement to remain in original SoW. Response to RFI to will supersede SoW statement. The Government will waive testing from a third party entity, provided the Contractor can ensure that soil stabilization has been achieved and a written warranty is provided to the Government for work performed.

b. Reason: Testing will not be required (and no change will be recorded) since the base and sub-base soils will not be injected.

Additionally, the government will be assured the process is working when the floor/slab is raised, the specified material is used, and a warranty is provided.

ANSWER: The Contractor shall perform DCP testing and provide reports back to the Government. (See 1b above)

3. RFI: For HDPF installation, will the government eliminate any mention of craftsman guild certifications stated in the SCOPE OF WORK (SOW), Paragraph 1.5?

a. SOW, Paragraph 1.5: states “Only certified journeymen in each respective trade, or apprentices under the direct supervision of certified journeyman, shall be permitted to install and/or supervise installation for this project.”

ANSWER: Statement to remain in original SOW. Response to RFI to will supersede SOW statement.

b. Reason: The structural polymer (HDPF) industry does not have a craft guild to issue certifications; there are no certified personnel at any level. Specifying the experience level a supervisor must have to supervise HDPF injection provides the government a level of protection and assurance the installation will be performed correctly (similar to the original certification stated).

ANSWER: The Government will waive certifications, provided the Contractor can provide on-site qualified supervisory personnel with a minimum 3 yrs. experience to oversee labor type personnel. As per the suggestion 3c in the RFI.

c. Suggestion: HDPF injection will be conducted under the supervision of a supervisor who has a minimum of 3 years’ experience injecting 1:1 by volume, two-part, expansive polyurethane through holes or tubes into soils while monitoring at the surface of the pavement for movement to demonstrate sufficient densification of the soils. Evidence of prior experience must be submitted with the bid documents: 5 awarded contracts within each of the previous 3 years.

ANSWER: The Government will waive certifications, provided the Contractor can provide on-site qualified supervisory personnel with a minimum 3 yrs. experience to oversee labor type personnel. As per the suggestion 3c in the RFI.

4. RFI: In reference to the SCOPE OF WORK (SOW), Paragraph 3.4 D, will the government conduct GPR testing of the issue areas in B-3303 and provide the contractor the results?

a. SCOPE OF WORK, Paragraph 3.4 D.: states the contractor will “Take precautions to prevent the intrusion of injected material into any drainage facility and other structures.”

ANSWER: Per the SoW Part 4.0, 4.1. The Contractor shall obtain and submit and process an AF Form 103 for approval prior to commencement of work for this project. As-built drawings can be provided to the Contractor as well as coordinating with the civil engineering operations department to assist in locating utility lines (water, sewer, etc.)

No GPR testing reports are available, nor will GPR testing be performed by the Government.

b. Reason: As builds are not always accurate. Not only can individuals be injured, but equipment and facilities can be damaged.
