The 17th Contracting Squadron at Goodfellow Air Force Base is seeking quotes for the design, fabrication and installation of a wet burn house trainer to be located at Goodfellow AFB in Texas. Response are due by March 13, 2020 at 4:30 PM Central Time. The solicitation is being conducted pursuant to FAR Part 13.5 and is open to all contractors, with a NAICS code of 332999 and small business size standard of 750 employees. The wet burn house trainer must meet specifications provided in an attached document including mockups, flashovers, burn rooms, and a minimum 48 hour warranty response time. Pre-qualification site visits will be scheduled.

“To ensure safety each controller will have a dead man switch, manual main fire control and spring loaded flashover switch (flashover shall have an auto shut off at 10 sec). Each room will be equipped with propane detectors (high and low range), heat detection system tied to an automatic ventilation system.

All”

Q: Are spring loaded push buttons or rocker switches acceptable?

A: As indicated above either is acceptable as long as it is spring loaded.

“Supply and install a Couch trainer measuring approximately 8’ length, 3’ width and 3 ½’ height or equal.

Materials used to build this trainer shall be stainless steel framing with Cor‐Ten sheet metal that meets ASTM A606 standard specifications.”

Q: Our props are completely stainless framing & sheeting is this acceptable?

A: Either Cor‐Ten sheet metal or stainless is acceptable. Looking for rust resistance longevity of the prop.

“Interlocked pilot light system boxes will be stainless steel construction and located as not to impede training. “

Q: Does this mean pilot torches are to be stainless construction or the enclosures that house them are to be stainless construction, or both?

A: Boxes would indicate enclosures.

“Install control panel in the control room. Integrate panel into existing electrical system”

Q: Each room is to have its own dedicated control panel in the control room for 5 control panels total correct?

A: Yes

Q: Should the props only have the ability to be controlled by the pendant controllers at the rooms or should the control panels have the ability to control as well?

A: Controlled by the pendant

“Install blowers, run required air piping from the blowers to the interlocked pilot light boxes. This piping shall be schedule 80 piping minimum.“

Q: Our pilot blowers are located inside our pilot torch enclosures, our pilot torches do not require any auxiliary / remote blowers.

A: As long as they have required blowers to make the system work consistently, location is irrelevant.

“Run and connect stainless steel piping from stubbed in piping. Lines shall go to each interlocked pilot light system box to maintain pilot light and a line shall go to each of the burner pipes. There will be two burner pipes, one in the base of the couch and the other for the flashover. Fires will be activated by switches on the handheld control station.”

Q: Our piping connects to the stubbed in service piping, then runs to our gas valve cabinets, which supply gas to our pilot torch cabinet, and to the main burners once pilot is confirmed by the burner management system located in the gas valve cabinet. We typically run schedule 80 black pipe on site to all of our gas valve cabinets to supply them. Is all system piping to be stainless steel?

A: Yes

“Floor fire – 4’ W x 4’ L x 6” D fire pan with joist holder on top, method for attaching sheetrock or plywood. (b) Wall fire – 4’ W x 4’ L opening with joist holder that accommodates method for attaching sheetrock or plywood. (c) Ceiling Fire ‐ 4’ W x 4’ L opening with joist holder that accommodates method for attaching sheetrock or plywood.”

Q: 3 individual interlocked pilots for these 3 fires or 1 interlocked pilot for floor fire with progressing flame growth to wall and ceiling?

A: Individual for each (3 total)

“Evidence that a minimum of five factory‐employed service technicians reside in the USA and are dedicated exclusively to the installation, calibration and maintenance of propane and natural gas fire training equipment. In the event of equipment failure, warranty work will begin within 48 hours after equipment failure.”

Q: We are located in Ontario, Canada in close proximity to Toronto International Airport with multiple direct flights to Dallas daily. Average travel time to San Angelo appears to be 6 ½ hrs therefore warranty work commencing within 48 hrs of equipment failure WILL NOT BE A PROBLEM. We currently look after customers globally and are more than capable of coordinating a service trip to Goodfellow AFB within the desired time range.

A: This is acceptable. This will be rephrased in the SOW. The requirement is to be able to begin warranty work within 48 hours.

Q: Does the Combat Challenge Tower remain in place?

A: Yes

Q: Can you provide any details on the concrete pad (thickness, strength, etc)?

A: Concrete 3000 psi, 10 to 12 inches thick with ¾ inch rebar.

Q: Can you provide the location of the mock ups in the burn rooms (not depicted on the drawings)?

A: Attached

Q: Do you expect the burn rooms to by fully lined?

A: Yes

Q: Can you confirm the number of flashovers desired (four total)?

A: Yes four total

Q: Can you extend the period of performance time on site from 60 days to 90 days?

A: Yes

Q: Can the exterior of the new burn building look similar to the existing building, i.e. corrugated, as long as they are not shipping containers?

A: Yes

Q: Can the trainer be over on the footprint by 2ft on depth and 6ft on length to accommodate for equipment rooms?

A: I’m assuming that “2ft on depth” is meaning 2ft in width. Yes they can run over to accommodate equipment.

Q: Can the inner stair`s be a run about style meaning 6 steps up then a landing then 6 more steps and up to the second floor instead of a straight run?

A: Either will work.

Q: It calls out for 40" wide entry doors is that negotiable perhaps 36" ?

A: 36 inch entry doors will suffice.
