1) Is a transformer required for the power service to reduce down from 3‐phase? If power is to come out of the 3‐phase MDP, then a transformer will be required to step down service to the 125A panel.
‐No, remove existing 120/208v 3 pole breaker and provide new 120/208v 2 pole breaker
2) What is the occupancy classifications to determine if a fire alarm system is required?
‐Zero occupancy
3) Who is responsible for the stump that is to be removed from the site if government is removing the slab?
‐17 CES will remove
4) Is the contractor allowed to use the RV space during construction for housing of employees?
‐Yes, however only 3 max RV spots will be available @ $500 per month/per space.
5) During the site visit, it was discussed that groundwater is shallower than the 3’‐0” depth shown in the geotechnical report boring log. Shall we base our pricing based on the 3’‐0” groundwater depth?
Any depth shallower than 3’‐0” would most likely require a foundation with piers.

6) Are offers available to be sent via email?
‐Yes. Email is preferred. If the offer exceeds 5mb, they will need to be submitted via AMRDEC (https://safe.amrdec.army.mil/safe/) due to email transfer size restrictions.
7) Will concrete foundation design be able to be started prior to the Notice to Proceed?
‐The design may be started prior to the issuance of the NTP but no work requests or mobilization for construction will be allowed prior to NTP.
8) Is the existing foundation a slab‐on‐grade foundation or a foundation sitting on piers? Do you have any as‐builts of the existing foundation?
‐Yes, it is a slab on grade
9) Finish Floor Elevations per Statement of Work article 3.3.1.1 indicates Elev. 1873.75. Per paragraph 4.3 of the geotechnical report, it indicates, “No finished floor elevations were provided at the time of this report and consideration of specific elevations would have to be reviewed when additional information is available”. Has the geotechnical engineer reviewed the anticipated elevations of the finish floor? Disregard 1873.75 elevation, No the Geotechnical engineer was not provided FFE to my knowledge.
10) Spot elevations on Plan Sheet 01 references elevations in the 570’s whereas the Statement of
Work indicates a Finish Floor elevation of 1873.75. We would like to request a current elevation where the current metal building sits to ascertain excavation and compaction costs. Please advise. Disregard any elevation references, old inaccurate data may have been used for design, use nail in tree and assume that to be new FFE of 100.00’ which is 9” above existing FFE. Original elevation contours have been sent to 17 CONS for reference only, field verify for accuracy.
11) Plan Sheet 07, referencing the Typical Foundation Plan, indicates 4” of pea gravel bordered with concrete curbing. What width of concrete curb is required? Do you have a recommended depth for this curb for pricing purposes? 6”x6” curb, top of curbing shall be 100.00’ to match new slab FFE and top of lean‐to plinths.
12) Please advise if the fence posts shall be set within the concrete curb bordered around the pea gravel? If so, are these fence posts to be core drilled and set within the concrete or surface mounted?

13) Per Article 3.3.2.10.1 within the Statement of Work, an Industrial‐grade clear epoxy and sealer is required. Please advise on a specified thickness. (May consider Diamond Polished Concrete as a better alternative for the use of the building) No epoxy sealer shall be used, use Sherwin Williams concrete sealer or equal
14) Are there any specific specifications required for the fence posts, rails, and hinges? Do the specifications typically applied on‐base apply to the Rec Camp? Chain link fence posts shall be 2”min, fencing, posts, rails, hinges and all hardware shall be galvanized
15) Is 9 ga. fabric acceptable for the chain link fence?
16) Per Item 3.3.16 Building Vapor Barrier, it is not clear in this type of construction where the vapor barrier would be placed. Please advise. Refer to Geotechnical report and slab engineer, Geotechnical report recommends a continuous vapor barrier throughout slab including grade beams and up sides with all seams taped

2. The SOW Table of Contents references 4.3 Electrical Resistance Testing, but Section 4.3 has information regarding electrical cabinet breakers. Please clarify.
Missing Para 4.4 Electrical Ground Test requires an ohm test to be conducted and submitted on the new service panel. Test results must be 25ohms or less on the new grounding.
3. A project closeout checklist is shown as an attachment but is not included in the solicitation. Will the checklist be issued?
Documents related to the closeout of the project will be handled at that time.
4. Will the contractor and subcontractors be required to submit to background checks as stated in
Part 1, Paragraph 1.7?
The Goodfellow Rec Camp does not require a background check for access.
5. The drawings do not show any landings or ramps at the doors. Please clarify if there are any
Americans with Disabilities Act requirements for this project.
No ADA requirements for this project
6. Please confirm a Stormwater Discharge permit is not required for this project.

7. Regarding paragraph 2.11.4, please confirm 4” topsoil, Bermuda seeding and watering are required.

8. It was stated at the site visit that the Government will demolish the existing building and concrete foundation including footings and beams. Please confirm.

9. Will the Government or the Contractor be responsible for removing underground utilities in the fill zone of the building pad?

10. Please clarify if the existing electric service cables are to be removed or abandoned in place?
Electrical wires will be pulled back to panel and conduit abandoned in place
11. Can the Government provide the top of slab elevation of the existing storage building for reference?
Existing FFE is 99.25 (9” below new FFE Nail‐in‐tree)
12. The Geotechnical Report, paragraph 4.4.1, recommends a slab on grade and the Typical Footing
Detail on sheet S‐01 reflects this recommendation. Deep piers are specifically not recommended. Please confirm the engineered drawings should be based on a slab on grade.

13. The IBC has requirements for a minimum slope away from the foundation. Please confirm the
Government’s established FFE accommodates this requirement or if the Government waives the
IBC requirement.

14. The IBC has requirements for the elevation of a slab relative to existing drainage features and the Geotechnical Report recommends “The minimum recommended slope away from the foundation is 5% for the first 10 feet for areas not covered by a sidewalk or pavement.” Please confirm the Government’s established FFE complies with the IBC and Geotech recommendation.

15. Sheet C‐01 calls out a nail set in the tree with an assumed elevation of 100.00’. Please confirm that since the slab will not be engineered until after contract award this elevation shall be used for bidding purposes.

16. Statement of Work (SOW) 3.3.1.1 SITE ELEVATION states: “The Contractor shall establish the finish floor elevation of the storage building at 1873.75 ft such that drainage/runoff from the surrounding area does not infiltrate the building.” Please confirm the nail set in the tree equals

17. SOW 3.3.2.2 STRENGTH TEST specifies “When the maximum‐size aggregate is larger than 3/8 inch, specimens shall consist of not less than three inch diameter cores or 3 inch cubes.” Please clarify if cores are required or if the concrete can be sampled in accordance with ASTM C31.

18. SOW 3.3.2.2 STRENGTH TEST specifies the concrete be tested “per batch”. This would require a lab technician at the plant and appears to require testing during batching but prior to mixing.
Please confirm the concrete mixture can be collected at the site per ASTM C31.
“Per Batch” refers to per mix design or placement and can be collected/tested on site for each placement, no coring will be required ~Comply with ASTM C31
19. Please specify the number and frequency of concrete tests required.

20. 3.3.2.7 LEAN‐TO COLUMN SPREAD FOOTINGS states to provide 3’ x 3’ spread footings for the lean‐to. Since the slab will not be engineered until after contract award please specify the depth of the spread footings to be used for bidding purposes.

21. SOW 3.3.2.10.1 CONCRETE PAD FINISH states: The Contractor shall seal‐coat the building’s concrete pad with an industrial‐grade clear epoxy and sealer. Application shall be per manufacturer recommendations.” Please specify a basis‐of‐design epoxy floor coating system and the mil thickness required.
No epoxy required, use Sherwin Williams Concrete sealer or equal
22. Contractor notes that the slab may need to cure for approximately 28 days. This requirement will consume about 28% of the 120‐day schedule. Would the Government consider adding these days to the period of performance to accomplish proper curing?

23. Subject to the response to previous questions regarding the elevations of the existing and new slabs, it appears there will be 18”‐24” of engineered fill beneath the new slab if the recommendations for subgrade preparation contained in the Geotech are followed. Can the

The contractor shall provide a Photometric plan, and shall ensure that a minimum of 300 lux horizontal illuminance is provided.” Is the manufacturer’s photometric plan showing compliance with the 300 lux horizontal illuminance requirement sufficient or will the plan need to be provided by an electrical engineer? The path of egress will be the north and south doors therefor both of those doors shall have an exit sign/emergency light combo above them, do not provide an exit sign over the East door
48. SOW calls out one fire extinguisher to be provided. Based on the maximum travel distances specified in NFPA 10, one will not meet code. Should the Contractor install fire extinguishers in compliance with NFPA 10 or will the Government waive compliance with NFPA 10? Comply with NFPA, place 1ea at North and South exits
49. If CLIN 0005 option is exercised, should the ridge vent be de-scoped from CLIN 0001?

50. Is conformance to the International Plumbic Code or the Uniform Plumbing Code required? IPC

55. 3.3.14 LEAN-TO states: “The Contractor shall provide 4” depth of pea gravel, sized 0.25” – 0.5” in diameter, in the lean-to covered outdoor storage area. The pea gravel shall be placed over a compacted aggregate base (95% compaction in 6” lifts). The pea gravel shall be retained in-place by concrete curbing. The top elevation of the pea gravel shall be 4” below the building’s finish floor elevation.” Pea gravel is approximately 3/8”. Please confirm this material meets the intent of this requirement. 2” depth is sufficient
56. Is pea gravel required at the entire area covered by the canopy? Yes
57. What is the thickness of base material required under the pea gravel? 6”
58. A concrete curb is called out to be installed to retain the pea gravel. The spread footings and plinth will be the same elevation as the building and the pea gravel top elevation has been set at 4” below the top of the slab. Is this curb necessary? If a plinth is required per engineered slab design to connect the exterior spread footing for the lean-to then it will serve as a curb, if it isn’t required per engineered slab design then yes a 6” wide curb between spread footing along the exterior will be required to hold the pea gravel fill in.
59. SOW calls out an “inverted crown.” This will create a swale effect in the asphalt pavement. Given the slope of the asphalt away from the building, is an inverted crown required? No, the existing chip seal drive is already inverted slightly and diverts run off to the lake
60. SOW says the top of the asphalt is to be 1-3/4” below the concrete at the door opening but Sheet S-1 shows the asphalt to be ½” below the concrete at the door opening. Please clarify. New asphalt shall be ½” below the cut out for the roll-up door
61. Please provide specifications for prime and tack coats if required and the type of hot mix asphalt required. Type “C” asphalt, MC30 or equal for prime/tack coat
62. Please specify the percent density range for asphalt compaction. Contractor notes a rolling pattern will be difficult to establish given the small area and density may max out at 87-88% before over-rolling causes the material to start breaking down. 90-95%
63. Please confirm concrete landings are not required at the exterior of the personnel doors.

64. The high degree of moisture that will be present under the slab even with a vapor barrier installed may affect the long-term performance of the epoxy floor coating. Will the Government accept a Conditional Warranty that excludes additional testing requirements by the Contractor should blistering or other degradation of the epoxy occur? No epoxy required, use Sherwin Williams concrete sealer or equal
65. Sheet CS-2 describes Architect/Engineer responsibilities. Please clarify if Registered Architect services and/or Electrical Engineering is required and the extent of the services required. Not required
66. Sheet CS-3 Staging Note 1 appears to require lighting of the construction site. Please confirm site lighting is required. Not required
67. Sheet CS-3 Staging Note 4 requires a meter at the hydrant used for temporary water.

68. Sheet S-1 Foundation Note 9 references a 6” pad. Please confirm the reference should be to the 6” slab shown in the typical footing detail on the same sheet. Concur
69. 3.3.4.6 METAL ROOF states: “26 gauge metal panel roof Mueller Metal roof panels in “Galvalume Plus” or equal. The Contractor shall provide Metal Roof System with a 5-year Warranty for Non-Structural Metal Roofing System, 20-year Manufacturer's Material (finish and rust) and Weather tightness Warranty.” Mueller advises that it does not provide a weather-tightness warranty. Please advise if the Government will waive the weather tightness warranty requirement or if alternative sources for the metal panels should be sought. Weather tightness Warranty Waived, however roof shall be sealed and weather tight upon completion
