STATEMENT OF WORK (SOW)
Lease of two (2) same-model production printer systems capable of 120 – 150 impressions per minute that utilize fine particle (emulsion aggregation) toner with the toner and developer combined in a single container for average yields of up to 200,000 prints per cartridge, including change-while-run cartridge replacement, times 4 (second tone bottle kit per system).
Two workstations that have the printer system software to make a document ready for printing for each system configured for distributed workflow support, as necessary, to include independent scanner (with 300 sheet input tray scanning at 120 images per minute, simplex or duplex, at 600 x 600 dpi), software and hardware included.
Identical sheet feed, including insertion, and finishing modules with production stackers for each system which are capable of interfacing with a variety of inline document finishing architecture compliant finishing devices (stapling, hole-punch and folding).
All necessary closed (secure) network components (two removable or external hard drives—minimum 10GB each—and cables) to meet DoD security requirements for reproducing classified printed products. Should include the ability to print archived classified print files in RDO format (conversion software) from a Unix based digital front end print controller/server with disk overwrite.
Lease will include full service maintenance (including analyst services) and consumable supplies for all prints (less paper, staples and binding tape). Vendor must respond to trouble calls via telephone within 1 hour, providing for on-site responses within 24 hours and initial downtime not to exceed 24 hours. With use of qualified paper stocks, daily volume and number of printing jobs, 92 – 95% average monthly availability is expected. Preventative maintenance service call rate required in accordance with the manufacture specifications based on an average usage of 500,000 prints per month on centerline paper.
The production printer systems must meet the following specifications:
Standard operating power requirements (North America) and operating environment: Nothing beyond what is considered standard (200 – 220 volts AC, 50 Amp service); 50 – 87 degrees and 15 – 85% relative humidity;
nothing beyond what is considered normal heat emissions (2500/ 19,500 BTU/hr standby/running), power consumption (0.7/5.5 kw standby/running), and noise generation (7.2/9.0 B standby/running)
Digital front end print controller (computing platform): Dual core (minimum 2.8 GHz processor, 4 GB RAM) up to 5 available USB v2.0 ports
Raster Image Processor (RIP) resolution: 1200 x 1200 dpi (default); enhanced productivity options for halftone screens; RIP resolution of 600 x 600 dpi, 1200 x 600 dpi, 1200 x 1200 dpi; at least 7 lighter/darker positions (options)
Average Monthly Print Volume Range (AMPV): 150,000 – 2,000,000
Media Latitude/Paper Weight Range/Paper Sizes: 60 – 220 gsm uncoated (body and inserts); 60 – 250 gsm uncoated (covers only); 90 – 220 gsm coated and transparency (covers only)/ Minimum 5.5” x 7.2” Maximum 13” x 19.2”
Basic finisher with tape binder: Insertion tray – 200 sheet capacity (up to 75 gsm), Multi-sheet Inserter: 250 sheet capacity (able to feed 64-300 g/m² uncoated and 106-300 g/m² coated); may be included in finisher or as separate module; up to 125 bound pages Guaranteed image quality area: Copy 11.69” x 17”; Print 12.48” x 18.9”
Power up operations: No more than 8 minutes
First copy out time and first print out time: 8.5 sec or less and 9.5 seconds or less; not more than 5 minute restart time; brief pauses only for registration process adjustments
Resolution: 2400 x 2400 x 1 dpi (Print Engine and copy); 600 x 600 x 1 dpi (Gray Font Only); supporting 600, 300, 200, 150 Clustered Dot and 200 Rotated
Shutdown Rate: Less than 1 fault per day requiring a power-recycle to recover when based on 500,000 AMPV (one 8-hour shift per day using centerline papers)
Print Engine Productivity: Two print modes—Productivity (press runs at 75 pages per minute (PPM) rated speed for the full range of supported coated and uncoated paper weights), and Standard
Installation will include vendor provided operator training to assigned printing technicians to include the following:
Associated training: Classes (in 8-10 modules, 5 and half to 7 hours) for two technicians (operator, key operator, and administrator) on the printing system print server software covering the operation of the control panel and all aspects of operator/administrator use of the print server. At least one printed (or printable) user guide.
An appropriate introduction to the printer: (at least 55 minutes)
- Description of the general capabilities
- Identification of main components of the system and description of the general function of each component
- Demonstration of the safety precautions during printer/finisher operations
Demonstrate use of the control panel (all roles): (at least 30 minutes)
- Access menus and tabs for all services
- All buttons and touch screen access to job and printer data
- Status of supplies
- Tray status and loaded stocks lists
- Location and identification of job fault information
- Billing and counter information
Managing print media: (at least 30 minutes)
- Loading media, stating media size and weight range for printer use
- Changing paper tray property settings
- Media storage guidelines
Demonstrate printer operations: (at least 75 minutes)
- Basic settings
- Submitting files from the print server and using removable media at the server
- Layout of booklets and special job types
- Annotations and watermarks
- Advanced printer settings on tabs: Image Quality; Layout Adjustment; Output Format; and Job Assembly
- Save and retrieve settings, including ALL default settings, and job libraries
- Scanning documents to all destinations available, including the finisher
- All scan options, including create and delete folders
Demonstrate finisher features and use: (at least 30 minutes)
- Identify and demonstrate the capabilities of the selected finisher in our configuration
- Unloading of finished documents
- Replenishing supplies (staples, etc), and disposing of trimmed waste
Performing routine (operator) maintenance: (at least 60 minutes)
- Cleaning the printer (supply list required)
- Checking the status of the CRUs
- Replacing the dry ink cartridges, fuser assembly, and toner waste bottles
Demonstrate troubleshooting: (at least 30 minutes)
- Viewing and recording error logs
- Referencing corrective actions for problems
- Clearing paper and staple jams
- Contacting maintenance
Demonstrate system administration: (at least 90 minutes)
- Set and change basic settings and printer status and service options
- Manage print, copy, and scan settings and all defaults for these functions
- Manage user access and security settings
- Manage general energy savings settings
- Perform calibrations, create destination profiles (SIQA alignment and density uniformity adjustments (screening)
Copy charges will be billed at a monthly per copy rate. Billable meter readings will be submitted via the vendor’s secure business website (remote services will not be available) or via email.
The contractor shall schedule all work to commence between the hours of 7:30 AM and 4:30 PM, Monday through Friday, except on the Federal holidays and days designated as “Family Days” by Air Education and Training Command (AETC) as listed below. Permission to work outside these normal business hours may be granted by the Contracting Officer.

Instructions to Quoters (Addendum)
PREPARATION INSTRUCTIONS FOR QUOTE
A. To assure timely and equitable evaluation of quotes, quotes must follow the instructions contained herein.
Quotes are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. Quotes must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The response shall consist of two (2) separate parts:
Part I - Price Quote Part II - Technical Capability
B. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial quotes, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists no additional data will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists; quotes may be required to submit cost data to the extent necessary for the contracting officer to determine the reasonableness and affordability of the price.
C. Specific Instructions:
1. PART I – PRICE QUOTE - Submit original and one (1) copy
(a) Fill in blocks 17a, 30a, 30b, and 30c of the Standard Form 1449. In doing so, the quoter accedes to the contract terms and conditions as written in the RFQ.
(b) Insert proposed unit and extended prices for each contract line item number (CLIN). All pricing will be submitted in U.S. Dollars and at a minimum remain valid from the date of submission for 90 days. The pricing must be submitted for all CLINS shown in the price schedule.
(c) Complete the necessary fill-ins and certifications in FAR Provision 52.212-3 Alt 1 ― Quoters Representations and Certifications. An quoter shall complete only paragraph (b) of the provision if the offeror has comepleted the annual representations and certifications electronically via http://www.acquisition.gov.
2. PART II – TECHNICAL CAPABILITY - Limited to no more than 10 pages.
Contractor needs to demostrate that equipment and services complies with the checklist in FAR 52.212.2

Past Performance Factors
Past Performance will be evaluated through the use of the government owned databases, SAM, FAPIIS and PPIRS.
Past performance is a pass or fail factor. Past performance information found to be negative could result in the quote not being considered for further evaluation.
(b) Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. This will include the options under 52.217-8. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically via http://www.acquisition.gov. (a) Definitions. As used in this provision:

If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
Restricted business operations means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—

For line items covered by the WTO GPA, the Government will evaluate offers of U.S.-made or designated country end products without regard to the restrictions of the Buy American statute. The Government will consider for award only offers of U.S.-made or designated country end products unless the Contracting Officer determines that there are no offers for such products or that the offers for such products are insufficient to fulfill the requirements of the solicitation.
