37. The prints show the existing conduit and wire to be removed, then it states that we can re-use as much as possible. Can we re-use conduit and wiring or not?
a. Refer to sheet ED-201, In accordance with NEC, existing conduit to be be re-used to greatest extent possible. Replace all existing wiring throughout building with new wiring. Provide new branch circuit and equipment wiring as required in accordance with contract documents.
36. Is there to be any changes to the fire alarm?
a. Yes, refer to specification section 28 31 64 and to sheets FP-002 and FP-003. Fire system will be minimally altered to include new riser and backflow preventor.
35. Referring to sheet E-102, what is the height of the crawl space outside the area marked 4’?
a. Crawl space height varies between 3ft to 5ft depending upon location.
34. Referring to ES-102, what is to be done with the temporary service equipment at the end of the job?
Is it to stay or be removed?
a. Contractor salvage. The General Contractor shall remove all covered shelters including related equipment, demobilize site and retain ownership. Refer to specification, 01010, Phase 4.
33. The scope of work states that the contractor shall provide two new ceiling fans per tent. These are not shown on the prints. Is the electrical contractor or the tent erectors responsible for these?
a. Provide new ceiling fans per specification 01010, para 2.7.3.4. General Contractor is responsible for overall work including all cover shelter work.
32. The scope of work states that the contractor shall provide bulbs attached to temporary lighting strings and there is to be exterior lighting around 4 sides of each shelter and have emergency exit lights at each entry. These are not shown on ES-102 or anywhere else in the prints. Is the electrical contractor or the tent erector responsible for this?
a. Provide exterior lighting and emergency lighting per specification 01010, para 2.7.3.3. The General contractor has overall responsibility for the work and subcontractor relationships.
31. Referring to sheet ES-102, how are we to run our feeders to the serving tent, seating/eating areas, and food storage areas? Overhead, underground, or on the ground?
a. Provide overhead temporary power and avoid open cutting parking lot.
30. Sheet ES-102 note 7 tells us to “route feeder directly to secondary compartment of transformer XFMR-T1 to new disconnect.” Can we penetrate the side of SFMR-T1 and the site intended for the new service?
a. No. You cannot penetrate SFMR-T1 without permission from AEP Electrical Utility Owner, refer to sheet CS-002. Excavate below and provide new conduit service as required.
29. On sheet ES-102, is the temporary service to be installed inside or outside of the fenced area?
a. New temporary service is required for temporary covered shelters at Cressman Dining Hall North parking lot which is not a fenced area.
28. On sheet ES-101, note 2 tells us to see detail 2 on sheet E-501. Detail 2 is a detail for the light pole base. Is this meaning for us to see detail 3? If so, this is a 120V 20A circuit, is this still required to be incased in concrete?

a. Yes, use detail 3 on sheet E-501. New circuit is in parking lot and must be encased in concrete. Request to update drawings per this question has be sent to our A&E. Expected FBO.gov post date of updated drawings is 31 August 2015.
27. On Grease waste, does this have to be service weight
Clarification: Do we need to use HUB (Service Weight) or no HUB. HUB pipe you have to order double HUB’s and HUB-less pipe all you have to order is the bands.
a. Refer to Plumbing, General purpose, section 22 00 00; Use hubless pipe and no hub coupling with complete band around it.
26. Is there a need for Insulation for the cast iron traps underneath the building/in crawl spaces?
a. Yes. Refer to plumbing specification 22 00 00.
25. Are there Asbestos Reports/ for underground and in wall, water line, etc. (Insulation)?
a. No. We do not have any reports indicating asbestos in walls or waterlines or insulation.
24. Do the soda lines need to be cast iron?
a. No. Refer to sheet PD-102, note 3. Remove/Replace existing sleeve (sch 40 PVC).
23. What about the Fire Suppression System (drain for winter)?
a. No. Replacement of fire suppression heads do not require draining system.
22. Do we need temporary heating to the building for winter?
a. Yes. Refer to specification section 01010, para 2.7.3.4. The Contractor shall provide temporary heating/cooling.
21. Does Goodfellow want the refrigerant back?
a. Yes. Return all refrigerants back to Civil Engineer HVAC shop in approved containers. Refer to specification section 01010, para 6.1 and Section Environmental Protection 01400.
20. Condensate drain for RTU’s, where do they go? How to secure drain line on the roof
a. Condensation can directly discharge to roof surface with no additional drain line piping required.
19. Would GAFB be interested in an alternate Duro-Last roof system bid? We can offer a 20 yr. NDL roof system warranty with consequential damage coverage and no exclusions for ponding water. It is also an Energy Star partnered roof system with GSA qualification, and is LEED certified.
a. No. There is no Thermoplastic roof requirement for this contract. Refer to section 07511.
18. Has the existing roof system been core cut and/or moisture tested? The manufacturer will need this information before issuing any NDL warranty on an overlaid retro-fit type roof system. If so, what were the results?
a. Refer to section 07511, Spud Repair roof. The roof has not been core cut and/or moisture tested and this information is not available.
17. The specs call to install fire caulking to the roof insulation where it meets a vertical wall. This is not a typical detail. The fire caulking is typically a detail 'under' the roof deck, where the deck may meet a wall. Please clarify.

a. Refer to section 07920, Sealant specification. Fire caulk is fire stop and does not apply to roof insulation.
16. The specs call out for a base sheet, two plies of fiberglass felt, and a new modified cap sheet. It then spells out to flood-coat the new cap sheet and gravel. Is this correct? With the warranty only being a 10 yr. NDL, this doesn't seem correct. Normally, the cap sheet would be the finished surface.
a. New roof surface shall be a cap sheet without ballast/gravel with 20 year warranty.
Specification section 07511, para 4.1 has been adjust from 10 to 20 year warranty. This was an administrative error.
15. The specs call out to spud the existing gravel surface, and mopping a 1/2" recovery board insulation to the existing modified bitumen cap sheet; however, the plans show only a modified cap sheet. Does the existing modified cap sheet have a gravel surface?
a. Refer to sheets ARP-101, 102 and 103. The existing roof surface does have a gravel surface.
14. On page 54 of the RFP, under the heading Volume II Past Performance, paragraph V., it states that a great deal of the past performance is to be evaluated through Past Performance Questionnaires. Points of Contact typically do not like to answer PPQs if an official review, such as a CCASS or CPARS, already exists for a referenced project. Would the government accept CCASS or CPARS in lieu of a completed PPQ? Please clarify.
a. Yes, the offeror may submit anything that is deemed recent and relevant to include CCAS, CPARS, etc. However the government already has access and will obtain reports based on information submitted in accordance with Section L (i-iv). Para v. states past performance questionnaires will be used in conjunction will all other sources of information, i.e. PPIRS, CCASS. In addition, paragraph C of Section M states “(1) past and present efforts provided by the offeror (using questionnaires, forwarded by the offeror to past or current customers) and (2) data independently obtained from other Government (i.e. PPIRS, FAPIIS) and commercial sources.” Section L para i thru iv on how to submit contract (job) specific information and the government will retrieve past performance accordingly.
13. Where do the tables and chairs in the dining tents come from?
a. Refer to section 01010, on page 4, in paragraph 2.7.3 stating tables and chairs will be provided by the renovation contractor.
12. Do we move the tables and chairs that are shown in the Dining Tents from Western Winds?
a. No, existing furniture will not be used. Refer to section 01010, on page 4, in paragraph 2.7.3 stating tables and chairs will be provided by the renovation contractor.
11. I do not find any plumbing lines or storage tanks for the Wash Station or Serving Line Tent. How will this be accomplished?
a. Formal amendment will be issued to change specifications and add cold water and waste lines to the temporary facility drawing.
10. What does Short Term Storage mean?
a. Refer to section 01010, on page 6, in paragraph 2.8.1. Note, short term storage is provided to enable the Government to easily access furnishings/equipment during the contract renovation while long term storage is intended to be in storage for the
Attachment 8 : Site Visit Questions and Answers P a g e | 4 duration of the contract. In addition, para 2.3 states to the fact that the contractor is responsible to secure any and all storage trailers whether long or short term.
9. Section 01010 specifies the G.C. is to furnish and install the Serving Line Tent equipment. Is the G.C.
to relocate the equipment, instead? However, Plan Sheet SP-103 notes that at the Serving Line Shelter "THE KITCHEN EQUIPMENT IS NOT INCLUDED AS PART OF THIS CONTRACT." Further, the inventory sheets show items relocated to the Cressman tent. Please clarify.
a. Per the specifications, Section 01010, para 2.7.3 states that the serving line equipment is contractor provided. This is an error and will be corrected in a formal amendment. Contractor will be installing government provided equipment in accordance with attachment “C” of this solicitation.
8. The storage is to be "acclimatized" for the relocated equipment. What does that mean?
a. Refer to section 01010, on page 6, in paragraph 2.8. Example “ The contractor shall block open the refrigerator to allow the passage of air in order to prevent mildew.
7. Drawing sheet CS-001: "Contractor storage area is prohibited in the QDM zone." What is QDM?
a. QDM is Quantity Distance Measurement. That particular area of the base has a mandatory standoff distance, but does not impact this renovation.
6. I do not understand "No additional time will be allowed for concurrent construction of any awarded CLIN items," from section 01010 page 1 par. 2.1. What is CLIN?
a. CLIN is “Contract Line Item Number”. CLIN’s are each line item on the solicitation. CLINs are represented by each item listed in schedule B of the SF1442.
5. The Demolition Plan does not show removal of existing flooring, yet new carpet and other flooring is scheduled. Would you please clarify?
a. On Sheet AID-101, page 15 of 88, of the drawings, under “GENERAL NOTES”, number 3, it states “Protect the carpet in the dining area during construction.” On Sheet ASH-602, page 25 of 88, of the drawings, under the “FINISH SCHEDULE”, the flooring in the dining rooms is indicated to remain.
4. Concerning moving long & short term storage. Need clarification of what is stored off-site, what is stored in Cressman Building and in the tents, Section 01010, page 6, par. 2.8 is confusing. Attachment A has columns for which I don’t know the meaning, such as “Move to WW Renovation Long-Term storage area.” I thought that was off-site; shouldn’t it read “Move from WW…”?
a. The column “Move to WW Renovation Long-Term storage area” means that items designated by an “X” in this column will be moved to the long-term storage trailers provided by the contractor. In Section 01010, paragraph 2.8.1, final sentence “There are no short term or long term storage facilities available at Goodfellow.” However, if needed, there are areas where the contractor can place storage trailers.
3. I am concerned about the constructability of the concrete work in the crawl space. Would gunnite be acceptable?
a. No gunnite would not be acceptable as a substitute for concrete at the containment trench on sheet S-101. The use of non-structural concrete per sheet S-105, detail 5 is required.
2. What is “SIGNAL CODE:A”?

a. Signal code is to indicate if multiple “ship to”/”payment” locations will be used. In this case there are no real deliverables, but the block has to be filled so signal code A is used on all CLINs.
Signal code A means the ship to address and the bill to address are both the requisitioner.
Other codes would be used if you were delivering items to another location and paying at the base. The current contract writing system requires this entry be completed.
1. On the SOLICITATION, OFFER, AND AWARD form, paragraph 17. AMOUNTs states :See schedule of prices. I do not find a place for the total. Also, it appears that many items are duplicated, e.g. ITEM NOS 0002 and 0002AA.
a. There is no total amount line. You will only fill out each individual line items. CLINs 0001 and 0002 are informational CLINs only and broken out further into the pricing CLINs 000XAA and 000XAB. You can tell the difference by if they have a quantity and unit. Informational CLINs will not have a quantity and unit but priced CLINs will. Please fill out priced CLINs and not the informational CLINs. Total price may be entered in block 22 (page 2) of the SF 1442.
