STATEMENT OF WORK
CARPET AND FLOORING REPLACEMENT
21 JUNE 18
PART I – GENERAL
1.1. PURPOSE
This Statement of Work (SOW) defines the scope of work to accomplish the installation of new flooring within buildings 916, 1805, 158, 998, 926, and 1030 located on Columbus AFB, MS. The contractor shall provide all labor, material, equipment, management, supervision, coordination and transportation required to accomplish this work.
1.2. WORK SCHEDULE, PLANS, AND WORKING HOURS
Work days for this contract will be standard duty hours Monday through Friday 0730-430 unless specified below. Work within these areas will be coordinated with their respective occupants to facilitate the work as all buildings will remain occupied during the duration of construction. The coordination will include the areas that will be worked on during a given day so that the occupants can temporarily relocate all personal/equipment items necessary. A minimum of a 7 day schedule for each building is expected to be provided (detailing days and areas of work). It is the responsibility of the contractor to establish, share, and maintain an up-to-date plan with all parties involved. The contractor shall not begin any work until he/she is 100% material complete. Written permission from the designated Government Representative shall be obtained before making any deviation from the aforementioned schedule. There are multiple facilities requiring work under the scope of this project. The contractor will only be allowed to work in a single facility at any given time. The contractor will only be allowed to commence work in subsequent facilities when the Contracting Officer (CO) and Contracting Officer's Representative (COR) have signed off, signifying their acceptance of the work in that facility. This process will continue throughout all facilities until all work has been accepted by both parties listed above. All work within this contract will be phased in accordance with the following buildings; 998, 926, 916, 1030, 158, and 1805. Deviation from this order will only be considered with a written request to the CO.
Non-standard hours and escorts in RAPCON, Bldg 1805, Rooms 122 and 124 are required. Rooms 122 and 124 will only be made available to the contractor on Saturdays for work. The contractor will be required to coordinate with the CO and COR to establish when work will be conducted in these areas (still only on Saturdays), as no contractor will be permitted to work without an escort. A minimum of an 8 calendar day notice will be given to the CO and COR before work is scheduled to start in these areas.
1.3. AVAILABILITY OF UTILITY SERVICES
All reasonable quantities of utilities will be made available to the contractor. The Government shall not be held responsible for interruptions of utility services, and will not be liable for contractor delays, damages, or increased costs incurred by any such interruption of service. The contractor shall be responsible for providing all labor, equipment, and materials to make necessary temporary utility connections. The temporary connections shall be coordinated with the Government Representative before being made and shall be removed upon project completion.
1.4. CLEAN-UP
All debris and rubbish not specified to become Government property resulting from the installation of new flooring shall be disposed of by the contractor off Government property. The Government will designate a location for a contractor provided dumpster, if necessary. Disposal will be in compliance with all applicable Federal, State, and local hauling and disposal regulations. Site clean-up shall occur daily.
1.5. SAFETY REQUREMENTS
Safety requirement shall be the applicable sections of EM 385-1-1, Oct 1992 and Occupational Safety and Health Administration (OSHA) Regulations. OSHA regulations are available for review at the Base Safety

Office, Building 926. EM 385-1-1 is available for reference in the Civil Engineering Office, Building 385. The contractor shall ensure that any lifting devices or ladders meet any and all applicable safety standards. The contractor shall be required to use those lifting devices that will allow for the existing modular systems furniture to be raised for the installation of the new materials requested. The contractor will not be required to disconnect any electrical system connections to or from the modular systems furniture.
1.6. SITE CONDITIONS
A site visit will be offered pursuant to Federal Acquisition Regulation (FAR) Clause 52.237-1. Regardless of site visit attendance, contractors acknowledge satisfaction as to the nature and location of the work, the general and local conditions, access to job site; disposal, handling and storage of materials; availability of labor, water, electric power or similar physical conditions at CAFB; the character of equipment and facilities needed preliminary to and during the performance of the work; and all other matters that can in any way affect the work or costs related to this requirement upon submission of offers. Contractors further acknowledge that any damage to the existing structure in and around facilities will be returned to existing condition prior to the completion of subject work at no additional cost to the Government in accordance with FAR Clause 52.237-2.
1.7. WARRANTY
The contractor shall provide the Government with a one-year warranty on workmanship. The contractor shall provide any manufacturer’s warranty to the Government.
PART II – TECHNICAL
2.1 BUILDING 916, THE EDUCATION CENTER
2.1.1 Removal of existing office furniture and equipment for the installation of new materials. The furniture shall be relocated within the work area to allow for the installation of new materials. The contractor will be allowed to move furniture outside of the facility while the installation of new materials are being installed. The contractor will be require to reinstall that furniture back to its original configuration prior to the end of the work day. The occupant shall be responsible for the disconnection and reconnection of all office equipment. The contractor shall use applicable lifting devices to raise and lower any existing modular furniture within the work area. All furniture and equipment will be placed back in its original configuration after installation of new materials.
2.1.2 Removal of existing one thousand seven hundred thirty-seven (1,737) linear feet of four (4) inch glued on cove base. Removal of eight thousand three hundred seventy-four (8,374) square feet of existing glued down carpet.
2.1.3 Prepare eight thousand three hundred seventy-four (8,374) square feet of existing floor for the installation of new glued down materials.
2.1.4 Purchase and install enough materials to cover eight thousand three hundred seventy-four (8,374) square feet of new grade carpet tile. The carpet tile shall be twenty-four by twenty-four (24x24) inch square and of commercial grade, minimum five thousand (5,000) yarn pile density. Color selected shall be from one of the manufactures:

2.1.5 Purchase and install one thousand seven hundred thirty-seven (1,737) linear feet of four (4) inch cove base. The color cove base shall be selected upon award.
2.2 BUILDING 1805, RAPCON
2.2.1 Removal of existing office furniture and equipment for the installation of new materials. The furniture shall be relocated within the work area to allow for the installation of new materials. The contractor will be allowed to move furniture outside of the facility while the installation of new materials are being installed. The contractor will be require to reinstall that furniture back to its original configuration prior to the end of the work day. The occupant shall be responsible for the disconnection and reconnection of all office equipment. All furniture and equipment will be placed back in its original configuration after installation of new materials. The contractor shall use applicable lifting devices to raise and lower any existing modular furniture within the work area. The contractor will not be allowed to dissemble existing modular furniture during the course of the contract. Due to raised flooring and large electronic equipment in Room 122 (OPS - ATC) and Rm 124 (SIMS- Training), the contractor will cut/replace carpet around large equipment for a proper fit. The cut will occur as close to the equipment as is possible to leave as little of the original carpet in place. The contractor will purchase the SF of carpet required based on the information provided, and will not exclude the SF under the equipment. All additional carpet will be provided to the COR. In building 1805 rooms 122 and 124, are sensitive areas therefore, no cell will be allowed in these areas doing work time.
2.2.2 Removal of existing one thousand eight hundred nineteen (1819) linear feet of four (4) inch glued on cove base. Removal of seven thousand six hundred fifty-two (7652) square feet of existing glued down carpet. Removal of forty-five (45) linear feet of glued down edge molding.
2.2.3 Prepare seven thousand six hundred fifty-two (7652) square feet of existing floor for the installation of new glued down materials.
2.2.4 Purchase and install the required materials to install seven thousand six hundred fifty-two (7652) square feet of new grade carpet tile. The carpet tile shall be twenty-four by twenty-four (24x24) inch square and of commercial grade, minimum five thousand (5,000) yarn pile density. Color selected shall be from one of the manufactures:

2.2.5 Purchase and install one thousand eight hundred nineteen (1819) linear feet of four (4) inch cove base. The color cove base shall be selected upon award.
2.2.6 Purchase and install forty-five (45) linear feet of edge molding. The color edge molding shall be selected upon award.
2.3 BUILDING 158, LOGISTICS CENTER
2.3.1 Removal of existing office furniture and equipment for the installation of new materials. The furniture shall be relocated within the work area to allow for the installation of new materials. The contractor will be allowed to move furniture outside of the facility while the installation of new materials are being installed. The contractor will be require to reinstall that furniture back to its original configuration prior to the end of the work day. The occupant shall be responsible for the disconnection and reconnection of all office equipment. All furniture and equipment will be placed back in its original configuration after installation of new materials. The contractor shall use applicable lifting devices to raise and lower any existing modular furniture within the work area. The contractor will not be allowed to dissemble existing modular furniture during the course of the contract.
2.3.2 Area A:
2.3.2.1 Removal of existing two hundred sixty-nine (269) linear feet of six (6) inch glued on cove base. Removal of one thousand fifteen (1,015) square feet of existing glued down VCT (vinyl composition tile). Removal of twelve (12) linear feet of vinyl edge molding.
2.3.2.2 Prepare one thousand fifteen (1,015) square feet of existing floor for the installation of new glued down materials.
2.3.2.3 Purchase and install one hundred eighteen (118) square yards of new inlaid sheet vinyl flooring.
The new sheet vinyl flooring shall have a chemical weld. Color of the flooring and welding seam shall be Johnsonite, Toro SC Sheet #570 Raw Ivory or of an approved equal.
2.3.2.4 Purchase and install two hundred sixty-nine (269) linear feet of six (6) inch vinyl cove base.
Purchase and install twelve (12) linear feet of vinyl edge molding. The color cove base and edge molding shall be selected upon award.
2.3.3 Area B:
2.3.3.1 Removal of existing four hundred seventy-three (473) linear feet of six (6) inch glued on cove base. Removal of two thousand three hundred sixty-five (2,365) square feet of existing glued down carpet. Removal of nine (9) linear feet of vinyl edge molding.
2.3.3.2 Prepare two thousand three hundred sixty-five (2,365) square feet of existing floor for the

2.3.3.3 Purchase and install two hundred seventy-six (276) square yards of new commercial grade carpet tile. The carpet tile shall be twenty-four by twenty-four (24x24) inch square and of commercial grade, minimum five thousand (5,000) yarn pile density. Color selected to be manufactured by one of the following:

2.3.3.4 Purchase and install four hundred seventy-three (473) linear feet of new six (6) inch of vinyl cove base. Purchase and install nine (9) linear feet of vinyl edge molding. Purchase and install twenty-two (22) linear feet of new vinyl edge molding. The color of the cove base and edge molding shall be selected upon award.
2.4 BUILDING 998, FIRE STATION DAY ROOM
2.4.1 New Carpet for the following room in Bldg. 998/Day Room (please use the attachment as a key): which equals an approximated total of 485 sq. ft.
2.4.1.1 Removal of existing office furniture and equipment for the installation of new materials. The furniture shall be relocated within the work area to allow for the installation of new materials.
The contractor will be allowed to move furniture outside of the facility while the installation of new materials are being installed. The contractor will be require to reinstall that furniture back to its original configuration prior to the end of the work day. The occupant shall be responsible for the disconnection and reconnection of all office equipment. All furniture and equipment will be placed back in its original configuration after installation of new materials. The contractor shall use applicable lifting devices to raise and lower any existing modular furniture within the work area. The contractor will not be allowed to dissemble existing modular furniture during the course of the contract
2.4.1.2 Removal of existing ninety-four (94) linear feet of four (4) inch glued on cove base. Removal of four hundred eighty-five (485) square feet of existing glued down carpet. Removal of forty
(40) linear feet of metal edge molding.
2.4.1.3 Prepare four hundred eighty-five (485) square feet of existing floor for the installation of new

2.4.1.5 Purchase and install ninety-four (94) linear feet of four (4) inch cove base. Purchase and install forty (40) linear feet of metal edge molding. The color selection shall be made by the Government upon award. The color of the metal edge molding shall be silver or of an approved equal.
2.5 BUILDING 926, OSI SECTION
2.5.1 New Carpet for the following rooms in bldg. 926 (please use the attachment as a key): 1, 2, 3, 4, 5, 6, 7, 8, 9, 10,11,12,13, 14, 15, 16, 17, 18, 19, 20, 21 which equals a total of 4213 sq. ft.
2.5.1.1 Removal of existing office furniture and equipment for the installation of new materials. The furniture shall be relocated within the work area to allow for the installation of new materials.
The contractor will be allowed to move furniture outside of the facility while the installation of new materials are being installed. The contractor will be require to reinstall that furniture back to its original configuration prior to the end of the work day. The occupant shall be responsible for the disconnection and reconnection of all office equipment. All furniture and equipment will be placed back in its original configuration after installation of new materials. The contractor shall use applicable lifting devices to raise and lower any existing modular furniture within the work area. The contractor will not be allowed to dissemble existing modular furniture during the course of the contract.
2.5.1.2 Removal of existing one thousand one hundred seventy-one (1171) linear feet of four (4) inch glued on cove base. Removal of four thousand two hundred thirteen (4213) square feet of existing glued down carpet.

2.5.1.6 Purchase and install three (3) linear feet of edge molding. The color selected shall be Flexco, #058 Blue Shadow or of an approved equal.
2.6 BUILDING 1030, THE WALKER CENTER
2.6.1 Removal of existing office furniture and equipment for the installation of new materials. The furniture shall be relocated within the work area to allow for the installation of new materials. The contractor will be allowed to move furniture outside of the facility while the installation of new materials are being installed. The contractor will be require to reinstall that furniture back to its original configuration prior to the end of the work day. The occupant shall be responsible for the disconnection and reconnection of all office equipment. All furniture and equipment will be placed back in its original configuration after installation of new materials. The contractor shall use applicable lifting devices to raise and lower any existing modular furniture within the work area. The contractor will not be allowed to dissemble existing modular furniture during the course of the contract.
2.6.2 The contractor shall accomplish the following work for the installation of flooring in Area A, Suite 102 of The Walker Center. The work area shall contain three (3) individual rooms.
2.6.2.1 Removal of existing two hundred two (202) linear feet of four (4) inch glued on cove base.
Removal of nine hundred eighty (980) square feet of existing glued down carpet. Removal of fifteen (15) linear feet of vinyl edge molding.
2.6.2.2 Prepare nine hundred eighty (980) square feet of existing floor for the installation of new
2.6.2.3 Purchase and install one hundred eighty-eight (115) square yards of new commercial VCT tile flooring. The new VCT tile shall be twelve by twelve (12 x 12) inch square value grade Johnsonite product or of an approved equal. The color selected will be determined by the Government upon award.
2.6.2.4 Purchase and install two hundred two (202) linear feet of four (4) inch cove base. Purchase and install fifteen (15) linear feet of vinyl cove base. The color selected will be determined by the Government upon award.
