General Questions

Question: Can you provide us a contact name and number with each of the flooring suppliers so that we can get in touch with them for pricing? / Who are the Manufacturer’s AF Carpet Contract POCs?

Answer:

Tier I Air Force Carpet Contract Manufacturer’s POC

Installers - Choose one of the four carpet selections in the Statement of Work (SOW) for each building and negotiate with the below Tier I vendors. Once the negotiation is complete with Tier I Vendor, the installer shall submit a quote in accordance with the FBO Solicitation # FA302218R0018 that includes the price for the carpet and adhesives per square foot, so that the CONS can validate that prices are at or below the NTE prices set in the Tier I Air Force Contracts.

Question: Are Tier I vendors eligible to compete for carpet installation?

Answer: There is nothing precluding then from quoting as long as they are a small business and meet the requirements of the FBO Posting, FA302218R0018.

Question: What about the modular furniture?

Answer: See revised SOW dated 18 June 18 addressing the modular furniture for each building.

Question: Do you have access to a scaled set of floor finish plans?

Answer: No. Some of the plans no longer portray the actual wall/room layout. The measurements listed on the updated floor plans in the SOW dated 18 June 18 reflect our most up to date measurements, in addition contractors were allowed to take their own measurements during the site visit on 7 June 18.

Question: Are there floor plans available for the buildings being called out in the above solicitation?

Answer: Yes, see attached (update) floor plans located in the SOW dated 18 June 18 with CAD square footage noted.

Question: Are there pictures to show the type of furniture in each building being called out in the above solicitation?

Answer: No, the previous site visit date was the opportunity to take pictures in areas allowed.

Question: Do we move all furniture out and in of a suite/building or one room at a time?

Answer: More or less one room at a time, whereas most work area customers cannot shut-down operations completely. Different work areas and customers can accommodate different amounts of furniture moves due to space and/or operational requirements. This will be coordinated with the occupants after award.

Question: Do floors under existing carpet areas require repairs?

Answer: The SOW dated 14 June 18 calls out several areas where contractor will “prepare floor for the installation of new glued down materials”. We foresee nothing out of the ordinary for this type of work preparation for the new carpet installation – may require contractor to re-glue popped up/loose tiles, rock hard patch, etc. – prepare floor IAW manufacturers specifications, prepared floor should be relatively smooth so that new carpet installation does not show/contain visual uneven spots due to voids cracks, holes, uneven surfaces, etc. in prepared floor surface.

Question: Who is responsible for paint touchup due to glued on paint removal?

Answer: The contractor will carefully remove all existing cove base, taking care not to damage the wall finish or paint above the area where cove is being removed. Should the paint or wall become damaged during the removal process, the contractor will be responsible for repairing the damages, ensuring that the repairs match the existing finish and color. Color stock numbers can be obtained from the CO and COR as required.

Question: Who moves electronics? Define electronics?

Answer: The occupant shall be responsible for the disconnection and reconnection of all office equipment. Electronics: Computers, monitors, phones, and printers.

Question: Who moves personal items? What if they do not move and are holding up the install?

Answer: The person (occupant) who owns the items is responsible for moving the items.

Question: What is the projected start date?

Answer: Proposal Due date is 29 Jun 18 at 2:00PM Central. Anticipated award date is 10 Jul 18, and the projected start date will be the award date with a 225 day period of performance.

Question: Do we need to address any spot painting on the walls? When the cove base is removed there might be a limited amount of paint damage there.

Answer: Yes. The contractor will carefully remove all existing cove base, taking care not to damage the wall finish or paint above the area where cove is being removed. Should the paint or wall become damaged during the removal process, the contractor will be responsible for repairing the damages, ensuring that the repairs match the existing finish and color. Color stock numbers can be obtained from the CO and COR as required.

Question: We understand that this will be done one building at a time, will payment be made on each building when that building is complete or will only one payment be made at the end of the entire project?

Answer: Yes we will pay by CLINs (by building) when the Contracting Officer (CO) and Contracting Officer's Representative (COR) have signed off, signifying their acceptance of the work in that facility.

Question: Would another site visit be possible before we turn our bid in just to make sure everything is correct?

Answer: No, we do not foresee another site visit at this time.

Building 926 - OSI

Question: Does this building have an elevator?

Answer: Yes there is an elevator and it is currently working.

Question: Who moves the safes? Are there fragile items in the safe?

Answer: Contractor moves the safes. There are approximately five (5) safes in this work area most weighing 100 to 400 lbs. There is one (1) safe weighting approx 700 lbs. There are no fragile items in the safes.

Building 916 – The Education Center

Question: What are the requirements for room 12 (breakroom) – VCT or Carpet? / Building 916 what will be done in the breakroom, if anything?

Answer: Room 12 will not be in project.

Question: Do we replace the base in Room 12 to match the rest of bldg?

Answer: N/A, Room 12 will not be in project.

Bldg 1805 – RAPCON

Question: What is the final determination on flooring in Room 122 (OPS - ATC) and Rm 124 (SIMS- Training) (large electronic equipment rooms)? / In building 1805 rooms 122 and 124, what will be done with the very large equipment there?

Answer: Due to raised flooring and large electronic equipment in Room 122 (OPS - ATC) and Rm 124 (SIMS- Training), the contractor will cut/replace carpet around large equipment for a proper fit. In building 1805 rooms 122 and 124, are sensitive areas therefore, no cell will be allowed in these areas doing work time and work will be completed during non-standard hours and an escort will be required (see SOW dated 18 June 18).

Question: In the areas that no cell phones are allowed now, will that be the case when our guys are working?

Answer: The occupant of the building work area(s) makes the final determination on cell phone usage.

There are at least two known restricted cell phone and/or cell phone usage areas within the work site areas.

Bldg 158 – LRS

Question: Can we get an Asbestos Report?

Answer: Confirmed that all of the areas under contract in bldg. 158 have had asbestos in the flooring abated.

Bldg 998 – Fire Dept Day Room No questions

Bldg 1030 – Walker Center No questions
