Q # Industry Question A # Government Response

Since this is a 5-year contract, and the last one was a 5-year contract, we request that you provide a 'Recency' period of 60 months of 5 years. (FOIA Request - Please advise if the Recency Requirement will be revised from 3 (three) to 5 (five) years.)

The Recency Requirement will not be revised.

The Government determined that 3 (three) years is adequate to capture past performance.

Since the current contract was awarded at $2.9M for 5 years, how do you justify for a 'Relevancy' in past performance of 'projects over $650,000?' We request that the $650,000 requirement be $500,000 per year instead.

(FOIA Request - Please advise if the Relevancy Requirement will be revised from $650,000 to $500,000.)

The solicitation has additional requirements over the current grounds contract. Thus, the Government determined that $650,000 is an appropriate past performance Relevancy Requirement for this solicitation.

Was any of the intended Scope descoped from contract after initial award? (FOIA Request - Please advise if the Scope was descoped after initial award.)

Certain parts of the contract were descoped after initial award due to customer request in 2012 and 2013. Please review the PWS associated with the current solicitation for an understanding of the magnitude of the current scope.

Did the initial award amount in 2009 adequately cover all of the needs and requirements of the Scope? (FOIA Request - Please advise if the initial award amount [in 2009] adequately covered all of the needs and requirements of the Scope.)

The initial award amount in 2011 adequately covered all of the needs and requirements of the scope. Please review the PWS associated with the current solicitation for an understanding of the magnitude of the current scope.
