About this file
This document is a Salient Characteristics document for a sole source procurement of flight simulation equipment for the Inter-American Air Forces Academy (IAAFA). The requirement includes ten each of specialized turboprop controls (TP4L-GA-EP-PPC), FLYGX1000 Professional Simulator Cockpit and Turboprop Software Upgrades, Turboprop Add-on software for X-Plane V11, and software installation services, along with one lot of freight/shipping.
The procurement justification emphasizes the need for specific hardware and software components from PFC to maintain compatibility with IAAFA's existing simulator infrastructure, upgrade to the latest software version, and expand capabilities to include the Cessna Caravan 208B aircraft profile. The document argues that only PFC can provide these modifications without disrupting established training curricula, and that IAAFA instructors are already familiar with the PFC system, which eliminates the need for extensive retraining. The delivery location is the 318 Training Squadron at Joint Base San Antonio Lackland, Texas, with Albert Nieves listed as the point of contact.

1. Salient Characteristics (Justification for Sole Source Procurement):
These specific components are essential for maintaining training continuity and maximizing student learning outcomes. IAAFA currently utilizes a simulator platform built upon PFC's proprietary FLYGX1000 software and associated hardware. This purchase is necessary to upgrade existing simulators to the latest software version and expand capabilities to include the Cessna Caravan 208B aircraft profile.
The integration of the Caravan 208B profile, including the specialized turboprop controls, requires specific software and hardware modifications only available through PFC. Procuring these components from any other vendor would introduce compatibility issues, necessitate costly and time-consuming system reconfigurations, and disrupt established training curricula. This would negatively impact student training and potentially jeopardize flight safety.
Furthermore, IAAFA instructors are already familiar with the PFC system, eliminating the need for extensive retraining. This ensures a seamless transition and allows for immediate utilization of the upgraded simulators.
Therefore, PFC is the sole provider of the required hardware and software upgrades necessary to maintain compatibility with IAAFA's existing simulator infrastructure and ensure training continuity. No other party is authorized to make these modifications.
These systems will not be connected to the AFNet.
