RFQ FA301620U0053 Amendment 1, Demo Abate Demolition B1111, Ft. Sam Houston, TX Questions and Answers
Question 1. There is a telephone or fiber cable that comes from the building and attaches to a nearby pole. It then proceeds to run from that power pole along several additional poles prior to terminating at a pole along Schofield Avenue. Please whether the contractor is to disconnect this from the building only and that any other removal will be handled by others?
802 CES Response: the contractor is to disconnect all the line from the building and responsible to coordinate with the utility company connected to the building to come and remove and properly secure the extinction of the power line to the pole that is connected to.
Question 2. At the conclusion of demolition is the existing steel fence surrounding the facility to be demolished?
802 CES Response: No the existing steel fence surrounding the facility is not to be demolished.
Question 3. Please confirm that the Davis Beacon Wage Scale included for the project is correct. The indicated wage scale is for a cooling tower project at Lackland AFB. For construction projects typically a Heavy or Building wage scale is used which differentiates operators of different types of equipment, etc.
502 CONS Response: Davis Bacon does not apply and the contractor must comply with the SCLS Act wage determination included as an attachment to the RFQ.
Question 4. Attachment 4 included in Amendment 01 provided existing Foundation Details on Sheet 8 of the PDF. The existing foundation consists of a 6” slab with an exterior grade beam that is 5’9” x 1’. In addition to the exterior grade beam there are extensive interior grade beams that are 2’6” deep by 1’ wide. Please confirm our proposal should include the full depth removal of the interior 2’6” by 1’ wide grade beams.
802 CES Response: Yes the proposal should include the full depth removal of the interior 2’6” by 1’ wide grade beams.
Question 5. If soil is required to be removed from the site as part of this project will it be required to be manifested and disposed of at a permitted landfill facility? Or will recycle of the material be acceptable as long as it is not considered hazardous.
802 CES Response: Recycling of the material is acceptable as long as it is not considered hazardous.
Question 6. The area of work onsite is expected to be less than an acre which does not required a Storm Water Pollution Prevention Plan and a NOI with TCEQ. Please confirm that these will not be required for this project.
802 CES Response: Yes Storm Water Pollution Prevention Plan is still required to be provided to us 802 CES. NOI with TCEQ is not required to be provided for this project.
Question 7. Is compaction testing required on backfill of excavated foundation performed by a 3rd party testing lab?
802 CES Response: No testing compaction is not required on backfill of excavated foundation to be performed by a 3rd party testing lab. Contractor is responsible to verify and conduct the testing for proper compaction on the backfill.
Question 8. If compaction testing of backfill is required what is the required compaction percentage?
802 CES Response: the required percentage is 90% compaction of max density at optimum moisture content.
Question 9. Is there a requirement for the size of lifts for backfill and compaction of the foundation?
802 CES Response: the main requirement is to maintain a proper sloping for water drainage. Contractor need to maintain the Standard Construction Specification for Trenching and Backfill.
Question 10. Please confirm that only one individual is required onsite and can fulfill the role of Site Superintendent/QC/Safety for this small project.
802 CES Response: Yes One individual Experience with good qualification is required onsite and can fulfill the role of Site Superintendent/QC/Safety for this small project.
Question 11. The capping of the 3” gas line and cutting of the overhead electrical service from the building will have to be performed by CPS Energy. CPS Energy will typically not provide cost for this work without visiting the site and receiving drawings with specifics of the work to be performed. Can the government provide an allowance for the contractors to carry for CPS fees associated with the project?
802 CES Response: NO the government will not provide an allowance for the contractors to carry for CPS fees associated with the project. Contractor have to add this fee to the project cost and coordinate Capping to the gas line and removing it entirely to the source not abandon it in place.
Question 12. Is a Bid Bond required for this project?
802 CES Response: No, the Bid Bond is not required for the project.
Question 13. Is a payment and performance bond required for this project?
802 CES Response: No, a payment and performance bond is not required for this project.
Question 14. FFE Removal: Is there FFE that needs to be removed from the building and turned over to the government? If so, please describe in detail what to account for and quantities of each type.
802 CES Response: they are no Furniture Fixture and Equipment (FFE) on the building that need to be removed and turned over to the government. If there is any FFE it would be disposed of as part of the building waste.
Question 15. SOW Special Qualifications 1.3.5: This project is multi-faceted in that it is not strictly demolition. Based on the requirement for surveying, AutoCAD design, b, extermination, landscaping, electrical, and plumbing, typically a general contractor would be the prime. With that said, does the prime contractor need to hold the demolition contractor’s license and registration, or can a subcontractor to the prime, with NAICS Code 238910, hold those licenses?
502 CONS Response: It is the Prime Contractor’s responsibility to meet the requirements stated in the Statement of Work (SOW) whether it subcontracts the work or not. Must provide contractor /subcontractor valid license and registration for this project.
Question 16. SOW Site Restoration 1.2.22.: This section describes seeding for grass after demolition is complete. In order to achieve the required lawn areas, one would assume that irrigation will be necessary. What is required for irrigation? Is there a water connection available nearby for this use?
802 CES Response: the contractor can connect to the water supply available by the site or bring a water truck. Contractor is to follow the requirement Section 01 57 20 for Environmental Protection (refer to Atch 2-Combined Specifications) that specify the requirement for water irrigation necessary.
Question 17. Spec Section 015720, 3.5: Please provide JBSA Landscape policy.
802 CES Response: After the demolition of the build contractor is to restore site with a grass similar to the type of grass in the area adjacent to the other building to maintain uniformity.
Question 18. Bonding: Does this project require bonding of any kind?
802 CES Response: No, contractor is not required to provide bonding.
Question 19. RFQ #7. Site Maintenance: It is not reasonable to expect demolition and trash dumpsters to be emptied daily for a demolition project of this nature. Can this requirement be removed?
802 CES Response: Yes this requirement will be removed dumpsters to be emptied according to a reasonable schedule set by the contractor to perform a good quality of work.
Question 20. First Round RFI#23: In the first round of RFI’s, question #23 asked: ‘Statement of Work Section 1.2.15 requires an exterminator. Are there known issues with rodents, insects, or vermin in the facility that we should assume in our bid?’ Answer: ‘The building have wasp in some area that require removal by the contractor.’ To be clear, is a certified exterminator required to treat facilities for both rodents and insects as stated in paragraph 1.2.15. Extermination (SOW)?
802 CES Response: No certified exterminator is not required as the building will be demolish. Just contractor need to be aware of the possibility of vermin, insects in the facility since the building is unoccupied.
Question 21. SOW 1.2.2 Contractor Requirements: Please confirm that a testing lab is required to test samples of fill and top soil brought in after demo.
802 CES Response: Environment specs Section 01 57 20 (refer to Atch 2-of the Amended RFQ) covet the type of requirement needed of the type of oil to be brought after demolition.
Question 22. SOW 1.2.1 Location of Underground Utilities: Are contractors required to use ground penetrating radar to detect lines prior to digging?
802 CES Response: yes it could be one the mean not a requirement to locating all the Utilities if the Utility companies couldn’t locate all the Utility. It’s a requirement from the contractor to coordinate with utility company to locate all Underground Utilities.
Question 23. SOW Utilities 1.2.14: This section states that all utilities are to be disconnected at the service mains. Are there valves at all service mains where utilities are connected, or will contractors need to dig up the lines and cap? It also states that utilities are to be capped at least (5) feet from the building. Is this in addition to the disconnection at the main? If so, is the line between the main and the building to be abandoned in place or removed? Please provide drawings of the utilities all the way to the mains, along with locations to cap if required.
802 CES Response: This requirement has changed, the utility will not be abandoned in place but removed and disconnected to the main. All the drawings have been provided to the contractor (refer to Atch 4 and 5 of the Amended RFQ). Contractor is required to coordinate with the utility company on finding all the additional pipe and securing them.
Question 24. Debris Removal: What are the requirements for getting on base for delivery drivers and other driver-type only employees? These employees will not be performing the work. They will only be delivering equipment and removing demoed material.
802 CES Response: we will provide temporary base pass to the driver and employees delivering the equipment during the period of the work.
Question 25. Electrical Disconnect: When removing power from the building, is it the intent to leave the existing pole and pole-mounted transformers in place for future use. If not, what is the extent of the primary overhead conductors that are intended to be removed? Please provide electrical as-builts of the overhead lines.
802 CES Response: Contractor to leave the existing pole mounted transformer in place for future use. Contractor to coordinate with CPS on the removal of all the line from the building and responsible to coordinate the removal, and properly securing of the extinction of the power line to the pole. Electric as built of overhead lines need to be obtained from CPS if available.
Question 26. First Round RFI#07: This RFI answer states that pavement is not required to be demolished. However, in some locations the pavement goes all the way up to the building. Some of the pavement will have to be removed during the foundation demolition of the building. Is that acceptable?
802 CES Response: It is acceptable to remove some of the pavement that goes all the way up to the building.
Question 27. SOW Contractor Requirements 1.2.2.b: Will the AF provide background CAD files to base the as-built files on? Please also provide Base CAD standards.
802 CES Response: AF does not have a background CAD files. After demolition of the building contractor require to do site survey to provide the proper sloping elevation and use it to general the as build, and CAD files from their collected field survey data.
Question 28. SOW Insurance and Permit Requirements 1.2.6: What permits are required for work on the base?
802 CES Response: They are no general permit required to work on base. Contractor require to submit notification to start the work and submit the required form and documents need to process the work for this project. They maybe some permit required for example if the contractor want to use a torch it will require hot permits.
Question 29. Differing Site Conditions: Being that there is not going to be a site visit for this project, if a differing site condition is encountered other than what was provided in the solicitation documents will it be handled as a ‘change’?
802 CES Response: Any requirements that differ from the solicitation documents will handled as a change.
Question 30. SOW Temporary Structures 1.2.16: What is required in terms of temporary side, barricade covers, and/or temporary structures for this project?
802 CES Response: A temporary fence is required around the site with a minimum of 6 ft. tall and a fabric on it to keep people from looking at the construction site. Contractor can use some of the existing fence surrounding the building as long as they put a fabric on them. A temporary barricade around the area of the building being demolished is required to prevent access for unauthorized person during construction and for safety reason.
