DEMO B1111 QUESTION AND ANSWERS

1. Statement of Work Section 1 states to perform initial and post topographic surveys. Please confirm that this is required to be performed by a Registered Professional Land Surveyor and that initial and post survey documentation is required to be submitted in AutoCAD?

Yes this is required to be performed by a Registered Professional Land Surveyor.

2. Statement of Work Section 1 states to demo all above and below ground structures. As there are no demo drawings provided please indicate any below ground structures that should be assumed in our pricing.

Below ground consist of the Concrete Floor. We will provide a pdf drawing for as build showing the Concrete floor required removal.

3. Statement of Work Section 1 states that the contractor shall cap and plug all overhead and underground utilities (Water, wastewater, electrical, etc.) to the nearest acceptable point. There were no underground utility plans included in the RFP package. Please provide the utility map associated with the building so we can accurately bid the quantity and size of utilities to cut and cap.

We will provide the utility map associated with the building. Contractor still required to check the utilities of the building the size of the utility are unknown.

4. Statement of Work Section 1 states that the contractor shall develop a grading plan for post demolition grading and submit for approval. Please confirm that this grading plan should be prepared by a registered professional engineer that is signed and sealed.

A professional engineer is not required to sign and seal the grading plan. A grading plan is required by the contractor to show the proper grading of the site.

5. Statement of Work Section 1.2 states that As Built Drawings have been provide that require field verification. Can these be provided prior to the site visit?

Yes the As Built will be provided to the contractor prior to the site visit.

6. Statement of Work Section 1.2.1 states to verify existing utility locations indicated on contract drawings within the area of work. No contract drawings have been provided with the RFP documents however they are needed to accurately bid the project. Can the government provide the existing utility location drawings?

Yes we will provide the Utility location drawings.

7. Can the government please define the limits of demolition? Is the demo just of the building or should all pavement and structures inside of the Steel fence be included in the demolition to include the existing parking lot?

The limit of the demolition is area of the building. Just the Building only is required for the demolition not to include the existing parking lot.

8. Can the government please provide details of the existing building foundation so the contractor can accurately estimate the demolition and backfill effort that will be associated with the foundation?

Yes the as built Drawing will be provided.

9. Section 1.2.2.b requires As Built Drawings to be provided in AutoCAD v2016 or later in accordance with Base CAD Standards to reflect utility termination points and post work grading contours. Please confirm that these As Built Drawings are required to be produced by a registered professional engineer and signed and sealed.

The drawing require a Registered Professional Land Surveyor seal only.

10. There is no hazardous material survey provided with the RFP documents. As such, we cannot assume that there is any abatement associated with the project. Will the government be providing a hazardous material survey for use in bidding abatement or will quantities that we should assume in our bid be provided?

We will provide the Hazmat Report for the building.

11. Section 1.2.9 references a pre-demolition Environmental Hazmat Survey. Please confirm that this will be provided by the contractor.

Yes we will provide the Hazmat Report survey for the building to the contractor.

12. Please confirm that since the hazmat survey is occurring post award that any required abatement will be handled via modification to the contract.

No the Hazmat report have been conducted for the building and all the cost should be handled during the award.

13. SOW Section 1.2.11 states contractor attendance at the Site Visit is required. Please confirm that the site visit is mandatory and that contractors not in attendance will not be permitted to bid the project.

Site visit is not mandatory, however, highly encouraged. IAW FAR 52.237-1

“Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.”

14. Section 1.2.16 states that a temporary fence shall be installed around the perimeter of the site for the duration of the work. Currently the building is surrounded by a steel fence. Is the existing steel fence acceptable to leave in place versus installing a temporary fence and adding that cost to the project.

Yes, Temporary fence is required on the section that the building don’t have a fence which is minimal to be connected with the existing fence.

15. SOW Section 1.3 states that the Quality Control Plan (QCP) shall be included in the technical proposal for evaluation and acceptance. A QCP is generally only required to be prepared if awarded the project. Please confirm that the QCP is not required to be submitted with the proposal.

Quality Control Plan is required to be submitted with the quote to determine acceptability.

16. SOW Section 2 Service Summary indicates PO-01 to be in accordance with SOW Paragraph 1.2.1 and 1.2.21. The SOW does not include paragraph 1.2.21 and instead skips from 1.2.20 to 1.2.22. Please provide Section 1.2.21 so that we understand tis deliverable.

There is no section 1.2.21 due to a typo on the numbering system of the PWS. Section 1.2.22 should have been 1.2.21...

17. In accordance with PO-1 from SOW Service Summary in Section 2 should demo plans be produced in AutoCAD by a Registered Professional Engineer?

No, only the AS Build drawing after site survey when the building is demolished, and don’t require a registered Professional engineer.

18. The site currently has existing parking awnings. Are these expected to be removed as part of the project?

Only the building to be demolished and removed, parking awnings will remain.

19. There is an existing storage shed on the premises of the building within the steel fence. Is this to be demolished and removed as part of the project?

The existing storage shed will remain in place not to be demolished.

20. Is removal of the overhead electrical service to be performed by the contractor or CPS Energy?

The Contractor is to coordinate with CPS Energy and acquire their approval on how they are going to want their electrical service to be Cap.

21. The majority of projects we have bid at Ft. Sam Houston were exempt from having to provide the Bexar County New Source Review (NSR) permit. It is listed as required in the unedited Environmental Protection Specification included as Attachment 2. Is this required for this project since it is a demolition project?

A NSR permit is not required according to the ACAM report conducted for the project. Contractor require to fill an ACAM form that provide quantity of material removed from the site.

22. Section 01 57 20 Paragraph 3.7.2.1 discusses acquiring a state air permit. As this is just a demolition project please confirm this is not applicable to this project?

An air permit is not required for this project. This is strictly demolition as noted in the SOW.

23. Statement of Work Section 1.2.15 requires an exterminator. Are there known issues with rodents, insects, or vermin in the facility that we should assume in our bid?

The building have wasp in some area that require removal by the contractor.
