On June 18, 2019, Astex Environmental Services (AES) Texas Department of State Health Services (TDSHS) Asbestos Consulting Agency License No.: 10-0436, conducted a Hazardous Materials (HAZMAT) Survey of JBSA-FSH Bldg. 1111, to detennine if hazardous materials were present in the areas to be demolished and/or renovated. Results for this comprehensive HAZMAT Survey are attached and made part of this report, and includes: Asbestos Containing Materials (ACM); Lead-Based Paint (LBP); Poly-Chlorinated Biphenyls (PCBs) and Mercury (Hg).

Asbestos Survey

Sample materials in (Table 1) are categorized to emphasize Building 1111 material results. A total of fifty-four (54) samples of suspect building materials were collected on the date of this inspection. All samples were sent to Environmental Analytical Services, L.L.C., Houston, Texas, Laboratory License #30-0373, for analysis by Polarized Light Microscopy (PLM) in accordance with EPA 600/R-93/116 Method.

It was determined that any positive result (3% or less asbestos) analyzed under PLM of a friable material would immediately be re-analyzed utilizing the Point Count, method EPA 600/ M4-82- 020/ELAP5.2.1-6.0, which is a more rigorous and definitive analytical methodology.

Asbestos is a naturally occurring mineral that is distinguished from other minerals by the fact that it occurs in long, thin fibers. Its characteristics are that it does not burn, it is strong, it conducts heat and electricity poorly, and it is impervious to chemical corrosion, therefore, asbestos was utilized in numerous construction materials. Typically, asbestos containing materials (ACM) can

HAZMAT Survey Building 1111 - (Ft. Sam Houston) Joint Base San Antonio (JBSA) be found as: fireproofing material on the steel beams of multi-stored buildings; roofing shingles, felts, and tars; floor tiles and mastic, acoustic ceiling and wall textures; joint compound; and

Thermal System Insulation (TSI) for pipes, ducts, and joints. Over a period of years these asbestos-containing materials may become friable, that is pulverized by hand pressure, thus releasing fibers into the air.

The results are detailed below and the laboratory analytical sheets can be found in the Appendix.

Based on the analytical results from the randomly selected bulk samples the following conclusions and recommendations can be made:

CONCLUSIONS AND RECOMMENDATIONS:

Based on the analytical results found in Attachment B, the following conclusions and recommendations are offered:

1. All the following building materials have been laboratory analyzed to be

Asbestos containing and must be removed if the materials are to be disturbed during renovation/demolition:

? All floor tile with black mastic wherever located throughout the building.

There is approximately 4,975 square feet (SF) of this material.

2. The asbestos containing material listed above should be removed under the supervision of a Texas Asbestos Consultant prior to renovation/demolition of material.

3. The Texas Asbestos Health Protection Rules (TAHPR) require all abatement or removal projects not under an Operation and Maintenance Program be designed (specifications and drawings) by a Texas licensed Asbestos Consultant

(TAHPR 295.34 (g), Management in Facilities and Public Buildings).

Additionally, a TDSHS Licensed Project Manager/Air Monitor (daily on-site air monitoring) must monitor all projects (TAHPR 295.58, General Requirements for Public Building).

Lead Survey

Astex Environmental Services utilized a HEURISIS, Model Pb200i, X-Ray Fluorescence (XRF) portable paint analyzer and secured a total of forty-five (45) individual paint readings from randomly selected Interior/Exterior surfaces. In accordance with the Environmental Protection

Agency (EPA), and the Federal Housing and Urban Development (HUD) Guidelines, all XRF readings with levels at or above 1.0 mg/cm2 are considered to be positive for Lead-Based Paint

(LBP).

This XRF testing was conducted in order to pre-determine the potential representative lead content of the building's components and it is important to note that this limited testing is not intended to identify all painted components that are or are not lead containing but rather give an indication of a potential lead hazard that may be present at the subject property.

Before any XRF Testing, the inspector performed the manufacturer's recommended warm up procedures. The HEURISIS, Model Pb200i instrument used during this inspection does not need to have readings corrected for the substrate bias (see Performance Characteristic Sheet (PCS) -

Attachment D).

? Of the interior/exterior components, the following items analyzed as positive or lead containing (see Photos):

o Exterior window and door casings (Photos 06, 09) o Exterior doors (Photos 10) o Back porch rafters and fascia (yellow) (Photos 04, 11, 40) o Kitchen rafters and support columns (gray) (Photo 42) o Main room - metal doors (yellow); railing and support columns (Photos 44, 45, 47) ? All other components analyzed below 1.0 mg/cm2 and are identified as negative or non-lead containing.

Conclusions Based on the above HUD criteria and XRF testing, the following conclusions are offered:

~ Lead-based paint does appear to be present and special handling would be required during maintenance or renovation activities.

~ Note: Since this building is classified as neither "Target Housing" nor "Child- Occupied Facility", only OSHA and RCRA Lead Regulations apply (see XRF Sheets

- Attachment C):

o The Permissible Exposure Limits (PEL) identified by the Occupational Safety and Health Administration (OSHA) as 50 ug/m3 for an 8-hour Time Weighted Average (TWA), along with the Actionable Level of 30 ug/ m3.

o In the United States, the Resource Conservation and Recovery Act (RCRA) of 1976 led to establishment of federal standards for the disposal of solid waste and hazardous waste. RCRA requires that industrial wastes and other wastes must be characterized following testing protocols published by EPA. A Toxicity Characteristic Leaching Procedure (TCLP) is one of these tests.

TCLP is a soil sample extraction method for chemical analysis employed as an analytical method to simulate leaching through a landfill. The testing methodology is used to determine if a waste is characteristically hazardous, i.e., classified as one of the "D" listed wastes by the U.S. Environmental Protection

Agency (EPA). The extract is analyzed for substances appropriate to the protocol (for this application Lead TCLP). (The regulatory limit per the above is 5.0 mg/L.)

PCBs

Polychlorinated biphenyls (PCBs), originally termed "chlorinated biphenyl's," were commercially produced as complex mixtures containing multiple isomers at different degrees of chlorination. In the United States, commercial production of PCBs was taken over in 1929 by Monsanto Company from Swann Chemical Company. Manufacturing levels increased in response to the electrical industry's need for a "safer" (than flammable mineral oil) cooling and insulating fluid for industrial transformers and capacitors. PCBs were also commonly used as stabilizing additives in the manufacture of flexible PVC coatings for electrical wiring and electronic components to enhance the heat and fire resistance of the PVC.

PCBs were used as coolants and insulating fluids (transfonner oil) for transformers and capacitors, especially in components of early fluorescent light fittings and electrical transformers, and as plasticizers in paints and cements, stabilizing additives in flexible PVC coatings of electrical wiring and electronic components, pesticide extenders, cutting oils, reactive flame retardants, lubricating oils, hydraulic fluids, and sealants (for caulking in schools and commercial buildings), adhesives, wood floor finishes (such as Fabulon and other products of Halowax in the

U.S.), paints, de-dusting agents, water-proofing compounds, casting agents, vacuum pump fluids, fixatives in microscopy, surgical implants, and in carbonless copy ("NCR") paper. PCB congeners are odorless, tasteless, clear to pale-yellow, viscous liquids (highly chlorinated mixtures are more viscous and deeper yellow). They are formed by electrophilic chlorination of biphenyl with chlorine gas.

PCBs are very stable compounds and do not decompose readily. Their destruction by chemical, thermal, and biochemical processes is extremely difficult, and presents the risk of generating extremely toxic dibenzodioxins and dibenzofurans through partial oxidation. Intentional degradation as a treatment of unwanted PCBs generally requires high heat or catalysis.

Congress enacted the Toxic Substances Control Act (TSCA) to control the distribution, use, and disposal of harmful chemicals, including PCBs. Through TSCA, Congress established a number of requirements for identifying and controlling toxic chemical hazards that pose risks to human health and the environment. TSCA PCB regulations can be found in Title 40 of the Code of Federal Regulations (40 C.F.R.), Part 761.

On the date of the inspection (June 18, 2019), approximately 50 fluorescent light fixtures were identified labeled CURTIS-ELECTRO LIGHTING INC an Obsolete Manufacturer with patents dating to the 1950s. With no labels to the contrary, PCB containing building components (ballasts) are presumed (see Photos 20-25; 28-30; 50 and Attachment E).

These materials must be disposed as hazardous waste.

Mercury

Mercury has many industrial uses and applications. Upon inspection you will find that it is present in a number of items commonly found in commercial buildings. Most mercury compounds are also toxic and readily absorbed and accumulated by the body. Some common building components and items which contain elemental mercury include: thermometers, barometers, switches, thermostats, flowmeters, and laboratory reagents (e.g. mercuric salts and oxides), pesticides, paints and stains, batteries, and fluorescent lamps.

Elemental mercury is a volatile toxic heavy metal. Mercury is an unusual metal in that it can evaporate at room temperature. Also, mercury is a neurotoxin which means it can adversely affect the central nervous system. Upon exposure, mercury tends to accumulate quickly in the brain where it tightly binds with the tissue and is released at a very slow rate. In addition, inorganic and organic mercuric compounds are also commonly found in structures. Mercuric compounds can pose the following types of health hazards: toxic to lethal via ingestion or absorption, toxic to the following organs or systems: central nervous system, digestive system, kidney, liver and skin. Many of these materials may also be teratogenic or capable of causing si,1n defects.

Because mercury and its compounds tend to be readily absorbed and accumulated by the body, it is imperative to identify potential sources of mercury within the building as well as potential activities that could result in the release and exposure to these materials. Due to the pervasiveness of mercury and its compounds in the construction of building materials (e.g.

thermostats and fluorescent lights) total elimination is not possible. However, the wisest strategy appears to be that of identification and elimination where possible. Where replacement and elimination is not possible, then efforts should be taken to minimize the risk of release of these materials as well as establishing a contingency plan for properly handling any releases that may occur. If proper spill response is not initiated then these materials can pose a long-term health hazard to building occupants. The final component would be establishing policies and procedures for promoting the proper recycling and disposal of mercury and its compounds in order to prevent its release to the environment and to promote compliance with state and federal

Universal Waste Disposal requirements.

On the date of the inspection (June 18, 2019), two (2) of the four (4) thermostats identified as digital (non-Mercury - see Photos 31, 33) the other two (2) as analog (presumed to be

Mercury - see Photos 26, 36). Mercury-containing building components must be disposed as hazardous waste materials.
