Attachment 3 FA301620R0032 – JBSA Runway Friction Testing - Questions and Answers
1) The solicitation indicates under Deliveries or Performance that the first round of testing will be in June 2020. Considering the current pandemic, are these airfields anticipated to be open to non-essential personnel for friction testing by then?
The Government understands the current situation as it relates to the COVID-19 Pandemic is fluid. Flying operations have continued through the pandemic and airfields are currently open; it is anticipated this will remain the case. As the awardee will be accessing the base to perform on a specific contract, they will be authorized access. With all said, in the event the period of performance is not able to begin in June 2020 due to the pandemic, the Government will adjust as needed.
2) Additionally, considering travel restrictions associated with the current pandemic, will there be any flexibility with the start date should Contractor personnel be restricted from traveling?
To an extent. If there are travel complications due to the pandemic, the Government will handle this on a case-by-case basis. Please note, Joint Base San Antonio is aligning with guidance provided by the CDC and the State of Texas. Texas announced it intends to begin to lift restrictions on 1 May 2020.
3) The Solicitation indicates that all proposals must be submitted as hard copy and CDROM.
Considering the current pandemic and potential risks of mailed or hand-delivered packages, would the Government consider electronic submission via email instead?
The Government prefers hard copy submissions; however, will accept submissions electronically through DoD Safe. If an offeror chooses to submit a proposal electronically using this app, the offeror shall send an email with a read receipt to keegan.hoover.2@us.af.mil no later than 48 hours prior to the solicitation due date. The email shall have the subject “FA301620R0032- Request to Submit Electronically” and shall express the offeror’s intent to submit a proposal in the email body with the email addresses of at least two (2) POCs. Upon receipt and processing of the email, the Government will request a drop off from the offeror using the DoD Safe application. DoD Safe will send an automated email with access codes and instructions on utilization of the service. It is advised the offeror sends and additional email to the above address after submission through DoD Safe.
4) Page 46, Section 4.2 – What does “Tab 1” refer to and are there supposed to be additional tabs?
“Tab 1” has been deleted. There are not additional tabs.
5) Page 47 of Solicitation – Item (B)iii – please confirm whether the reference to “building(s) being cleaned and serviced under this PWS” is a typo.
This was inserted in error and has been deleted.
6) Page 51 of Solicitation – Item (A), first paragraph – please confirm whether the reference to “capability delivering janitorial services as defined in the solicitation” is a typo.
This was inserted in error and has been deleted.
