Repair Pavement Stanley Road

JBSA Ft. Sam Houston

Questions:

1. Section 01 11 11 Paragraph 1.4.1 and SOW Attachments 1 thru 5 identifies selective areas of subgrade repair. Per Paragraph 1.4.1 it states subgrade repair involves excavating down to existing subgrade. Please provide an estimated depth to the existing subgrade for bidding purposes. An existing pavement section was not included in the RFP documents for bidding purposes.

Answer: Provided core thickness + 6 inches.

2. Section 01 11 11 Paragraph 1.4.1 requires old base material to be replaced with TxDOT A2 base material at the selective locations of subgrade repair. Please provide an estimated thickness of the existing base for bidding purposes. An existing pavement section was not included in the RFP documents.

Answer: 6 inches.

3. SOW Attachment 1-5 identify various pavement cores performed by 502 CES/CEO. Were these cores only to determine existing asphalt thickness or was data of the complete pavement section down to existing subgrade captured? If asphalt and base thickness was determined can the Government provide?

Answer: Base maps included in attachment five amendment 1.

4. If the government does not have existing pavement section information would it be possible to coordinate a site visit for a few cores to be cut by the contractor prior to bids being due to determine the pavement section down to existing subgrade to determine base thickness and depth of subgrade below existing pavement?

Answer: No.

5. Statement of Work Attachment 1-5 indicate areas of subgrade repair with boxed out areas none of which have been dimensionally defined. The only definition of the amount of subgrade repair to include in our proposal is 9,150 square feet as shown in Section 01 11 00 paragraph 1.4.1. The actual length, width and base thickness dimensions of these areas dictates what type of equipment to use, etc. so is needed for bidding purposes. The minimum excavation width necessary for equipment to mix lime is 6 feet. Can the government please clarify the dimensions of each of the subgrade repair locations to alleviate any discrepancy in bidding these areas?

Answer: 11 ft wide by 59 feet long, for 14 areas.

6. Section 01 11 00 Paragraph 1.1 states that the total distance of the required road repair is approximately 8,571 linear feet. In the Solicitation document on the Section B-Supplies or Services and

Prices/Cost CLIN schedule, CLIN 0002 refers to the length as 8,471 linear feet. Please confirm which quantity should be utilized for bidding purposes.

Answer: CLIN 0002 updated to the correct number quantity of 8,571 linear feet.

7. Section 01 11 00 Paragraph 1.4.1 requires contractor to lime stabilize 6” thickness of the existing subgrade with hydrated lime. Doing it this way requires leaving the repair area after initial mix of lime a minimum of 48 hour to mellow prior to remix which results in 72 hours of the location remaining open.

Rather than utilizing hydrated lime, is it acceptable to over excavate and install an additional 6”, or less, of TxDOT A2 base material?

8. Section 01 11 00 Paragraph 1.1 indicates that this project is Construction Only-No Design. The government has provided general drawings included as Attachment 1-5 and provided various bid quantities throughout the documents. Please confirm we are to bid the RFP provided quantities.

Answer: Bid the quantities as contained in the IFB.

9. Section 1.4.1 indicates approximately 9,150 square feet of subgrade work. Please confirm this is the only area of subgrade work we are to bid and this quantity is specifically indicating the area of base replacement and subgrade lime stabilization.

Answer: Yes, this is the only area of subgrade work.

10. Will the Government allow the use of Geogrid in lieu of lime?

11. In lieu of the 6” depth of lime treatment will the Government allow excavation and removal of 6” of subgrade and replacement with 6” of offsite pre-mixed lime soils?

12. Section 01 11 00 paragraph 1.4.9 states to re-paint all pavement markings the same as existing markings. Do any of the markings (ex. Centerline, Crosswalks) require Reflective Media in accordance with 32 17 23 2.2.5.1? If so will the Government clarify which ones and how many?

Answer: All striping to have reflective media.

13. There is no pavement profile requirement provided in the Statement of Work. Should the final pavement profile match existing gutter line or some other feature?

Answer: Match existing gutter.

14. Will the government provide as-builts indicating the existing roadway pavement section?

A: No.

15. Will the government provide as-builts that show existing utilities in the area of pavement?

A: Base maps included in attachment five of amendment 1.

16. Can we bid a different method of phasing?

A: No.

17. Is the contractor required to make vertical adjustments on any existing manholes, utility covers, etc. in the streets?

18. Section 32 12 16 Paragraph 1.1.10.1 and 3.11.4.1.1 requires Straightedge Testing of the new pavement. As we are not removing and replacing the base over the majority of the pavement section to provide a specific profile, but doing simply a mill and overlay, we cannot guarantee the results of a straightedge test. Please confirm that Straightedge testing is not applicable for this project.

Answer: The specifications remain unchanged to include Straightedge Testing requirements.

19. Section 32 12 16 Paragraph 1.1.10.2 and 3.11.4.1.2 requires Profilograph Testing of the new pavement. As this project does not include a full repair of the existing base and subgrade elevations and is simply a mill and overlay, we cannot guarantee the results of a Profilograph Test. Please confirm that

Profilograph testing is not applicable to this project.

Answer: The specifications remain unchanged to include Profilograph Testing requirements.

20. If owner intent is to profile existing how does government intend to pay for the overrun of additional milling?

Answer: Additional milling should not be required. The Specifications require milling deep enough to uncover the base course. Core thicknesses have been provided.

21. Mill and overlay only as good as the existing profile.

Answer: This is a statement not a question.

22. Section 01 11 00 Paragraph 1.4.6 states that Contractor shall compact new base course to a 95% standard proctor. Please confirm that the only base course required to be tested to meet the 95% standard proctor is the area of subgrade repairs where new base course is being placed.

Answer: From Summary of Work Paragraph 1.4.6: The Contractor shall bring in new base material sufficient to shape the base course such that the finished base course cross section has a crown with a 2% grade cross slope. The Contractor shall compact the base course to 95% standard proctor.

23. Can the mill and overlay be completed in a single phase?

24. What is the approximately flow line elevation of the new inlet, pipe, junction box from existing?

Answer: The Summary of Work states:

Prior to purchase of inlet and construction, Contractor shall take elevations at the proposed inlet location and at the outfall location and slope pipe to drain.

25. Are there any utilities in the area of the 15” HDPE that crosses the pavement in Section 02B?

Answer: Base maps included in attachment five of amendment 1.

26. Is there any requirement for flowable fill or concrete encasement of storm drain piping?

27. Section 01 11 11 Paragraph 1.4.8 states to place the asphaltic concrete in two (2) 1.5 in lifts. Is it acceptable to place the asphalt in a single 3” lift?

28. Section 01 35 29 paragraph 1.4.1.1 states that the Contractor Quality Control person and Site

Safety and Health Officer (SSHO) can be the same person for this project. Section 01 35 30 paragraph

1.3.9 states that the Superintendent may also be the SSHO. Section 01 45 00.0 20 Paragraph 3.4.2.2 states the CQC System Manager may have duties as Site Superintendent in addition to Quality Control.

Please confirm that it is acceptable for one individual to fulfill the duties of Site Superintendent, QC

Manager, and SSHO.

Answer: The successful contractor will identify each of the key personnel via AF3000 for government review and approval.

29. After completion of milling of existing asphalt in each phase, is the government required to inspect the existing base course prior to the contractor proceeding with prime and tack coat?

Answer: Yes

30. Will the Contractor be required to re-sod disturbed turf areas per 31 00 00?

Answer: Yes.

31. There are several references throughout the specifications for percentage payments. Please confirm these are not applicable to the contract as this project is a firm fixed price project and not a cost basis contract.

Answer: Any potential award will result in a firm fixed price construction contract and payments will be made IAW DFARS 252.232-7006 Wide Area WorkFlow Payment Instructions.

32. We request that a minimum of 5 calendar days be provided after response to questions for submission of bids.

Answer: Answers will be posted at least 5 calendar days before solicitation close date.

33. Subgrade repair locations are represented by rectangles with no dimensions. What are the lengths and widths of subgrade repair at each unique location?

Answer: 11-ft x 59 ft

34. Curb and Gutter replacements are represented by a red line with no dimensions. What are the lengths of the replacement at each unique location?

Answer: Replace the visibly damaged portion of curb and gutter. Total of 334-fy over the whole project.

35. How many manholes in the roadway will the government want adjusted?

There are no manholes in the roadway.

36. Subgrade repair locations are shown are rectangles with no dimensions and there were no physical or painted markings at the locations. Will the government mark the starting point for the subgrade repair?

Answer: Yes.

37. Curb and Gutter replacements are represented by a red line with no dimensions, and there were no physical or painted markings at the locations for curb repair. Will the government mark the starting point of the repair?

Answer: No. The curb and gutter that is obviously damaged in those locations are to be replaced.

38. Can contractor work between the hours of 5pm to 5am during the week?

Answer: Hours of work added to section H as part of amendment 1.

39. Can contractor work between the hours of 5pm and 5am on the weekends?

Answer: See answer to question 38 above.

40. Sections 2A, 2B, 3, and 4 indicate 3-in Mill & Overlay with 2 cores shown for all sections. What should contractor do if actual existing asphalt depth is less than 3inches (eg 2-inches) or greater than 3 inches (eg 4-inches)?

Answer: Immediately notify the Inspector and Contracting Officer.

41. Who has responsibility for the testing referenced in section 1.4.7 Prime Coat and Tack Coat?

Answer: The Contractor.

42. What is the method of Acceptance by the Government identified in Phase 1 1.4.10.1?

Answer: The Govt Inspector will inspect the work during construction and will report to the Contracting

Officer any deficiencies during construction found during the final inspection.

43. Phase 1 section 1.4.10.1 indicates that 2 lanes shall remain open while directing the contractor to complete work from the north end to the south end of each section. This will require the contractor to complete a minimum of 3 separate repairs in sections 2A, 2B and section 6 - one for the southbound lane, one for the center lane, and one for the northbound lane. Is this the government’s intent?

Answer: Repairs and paving will be phased one section completed at a time. Section 1.4.10.1 removed from solicitation documents.

44. Sections 1.4.10.6 and 1.4.10.9 indicates that the contractor shall complete mill and overlay at these intersections during the weekend. What happens if the preceding sections are completed well in advance of the weekend?

Answer: Mill and overlay work will be done on the weekends.

45. Is it acceptable to provide the project schedule using MS Project?

The project schedule format will be provided by the successful bidder on an AF3000 submittal and may use contractor templates.

46. What is the specification for the existing striping?

Answer: Section 32 17 23 Pavement Markings.

47. Section 1.4.9 indicates match existing striping. What is the specification for the existing striping?

Match means match the color/width/spacing/location of existing striping and raised reflective pavement markers and dots.

Answer: Section 32 17 23 Pavement Markings.
