REQUEST FOR QUOTE (RFQ)
WIRELESS ACCESS POINT-CISCO
JOINT BASE SAN ANTONIO (JBSA) FT SAM HOUSTON, TX
SOLICITATION #: FA3016-19-U-0381
Attachment # 1 – Schedule of Supplies and Services.
This solicitation is issued as a Request for Quote (RFQ) and incorporates provisions and clauses in effect through:
Federal Acquisition Circular FAC 2019-06
Defense Federal Acquisition Regulation Public Notice DPN 20190820
Air Force Federal Acquisition Circular AFAC 2018-0525
This purchase is restricted to Small Business concerns. This NAICS code is 334210- Telephone Apparatus
Manufacturing with a size standard of 1250 employees.
This acquisition is set aside for Women Owned Small Business (WOSB) concern. Any quote by a contractor that is not a WOSB will not be considered for award.
Wireless Access Point Refresh-CISCO
(The quote shall be effective for 30 days after submission of quote)
Description of the Requirement: This requirement furnishes 197 Cisco Aironet 3702i controller-based
-wireless access points to lifecycle and replace current end of life wireless access points for the Medical
Education and Training Campus on Fort Sam Houston. Currently, CISCO Wireless LAN Controllers are in production on the Army network. These controllers provide a central layer of management for each access point, allowing them to function optimally as a system, rather than individual units. Therefore, the purchase of another brand would require the base Network Enterprise Center/Information Technology
(NEC/IT) to seek Unified Capabilities (UC) Approved List (APL) approval, a time-consuming and intensive process, and/or would require the NEC/IT to reengineer its tactical network to accommodate another brand's operational requirements while still meeting the Defense Information Assurance UC APL requirements. To introduce another brand would create interoperability issues.
This is a brand name requirement due to the existing Cisco brand wireless access points and controllers already on the Army Network Enterprise Center wireless network, therefore, to introduce another brand would create interoperability issues. This requirement does not include installation. The Contractor shall provide all equipment and supplies for this requirement.
Instructions to Quoters. Addendum to FAR Provision 52.212-1, Instructions to Quoters – Commercial applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is incorporated to this solicitation and hereby amends any language herein:
a. Price (vendor quote) vendors are required to complete and return the attached Schedule of
Supplies and Services. Quotes must be valid until 01 October 2019
b. Email quotes, attachments, and all other correspondence as listed in this solicitation to both points of contact (POCs).
c. Late responses will be processed IAW FAR 52.212-1(f) Instructions to Quoters -- Commercial
Items, late submissions, modifications, revisions, and withdrawals of offers.
d. Interchanges may be conducted with one (1), some, or all quoters as the Government is not required to conduct interchanges with any and/or all quoters responding to this RFQ.

e. Quoters shall include a description of the items being offered in sufficient detail to evaluate compliance with the requirements of the solicitation
f. Quoter must be self-certified as WOSB concern in SAM g.Quoter submitted documents verifying WOSB eligibility to the WOSB program repository IAW
FAR 19.1503(b).
Evaluation criteria. Addendum to FAR Provision 52.212-2, Evaluation – Commercial items, applies to this acquisition. As prescribed in FAR 12.301(c) the following addendum is incorporated to this solicitation and hereby amends any language herein. Award will be based on the Lowest Price
Technically Acceptable (LPTA) method. Quotes will be evaluated based on price, technical acceptability and contractor responsibility determination. The government will award a contract resulting from this solicitation to the responsible contractor whose quote confirming with the solicitation will be most advantageous to the government, price and other factors considered.
Award decision will be based on best value to the Air Force. Best value factors for this RFQ are lowest, fair and reasonable price and having a technically acceptable and compatible product to meet the requirement. To aid in the technical evaluation, please provide a literature on your product and ensure it addresses the salient characteristics and Wireless Access Point Refresh-CISCO compatibility

If the Government receives three (3) or fewer quotes, all quotes will be evaluated for technical acceptability. If the Government receives three (3) or more quotes the Government will only select the three (3) lowest priced quotes and then evaluate them for technical acceptability. The
Government reserves the right to evaluate additional quotes for technical acceptability if in the
Government’s best interest. If additional quotes are evaluated for technical acceptability, they will be selected in the order of total evaluated price. To be eligible for award, a quotation must meet all technical requirements, conform to all required terms and conditions, and provide all information required.
To be eligible for award, registration with the System for Award Management (SAM) must be current
(legacy for On-line Registration and Certifications Application (ORCA) and Central Contractor
Registration (CCR) registrations). To register or update former CCR and Reps & Certs that are not current go to https://www.sam.gov/portal/public/SAM/ and provide mandatory information.
Include FAR Provision 52.212-3, Offeror Representations and Certifications -- Commercial
Items, with your quote. FAR Provisions 52.212-1 and 52.212-2 addenda are included.
