1 DESCRIPTION OF WORK

Work to be done: The work to be performed under this contract and in accordance with these contract documents shall consist of furnishing all necessary plant, labor and materials; and constructing, installing and performing all work shown and described in the contract documents, all of which are made a part thereof.

Character of Work and Mechanics: The work shall be executed in the best and most workmanlike manner by qualified, careful, and efficient mechanics skilled in the trade.

The work shall be in strict accordance with the contract documents and standards of the industry. Only certified journeymen in respective trades, or apprentices under the direct supervision of certified journeymen, will be permitted to work within areas of projects.

Project Location: Ft Lee, VA/Bldg 4200 Room 154A

2 PRINCIPAL FEATURES

Work shall be done with unoccupied areas. The contractor shall coordinate all work with the Contracting Officer and/or designated Ft Lee Department of Public Works representative(s).

Description of Work: The contractor will remove existing dishwasher and place it at the rear of Bldg 4200 for later delivery to the Defense Reutilization Marketing Office (DRMO). Purchase and install one Conveyor type dishwasher with the following specifications:

• 342 racks/hour

• Insulated hinged doors

• .39 gallon/rack

• Stainless steel enclosure panels

• Microprocessor controls with low temperature and dirty water indicators

• (NSF) National Sanitation Foundation pot and pan mode

• 30 (kW) kilowatt stainless booster

3 WORK HOURS AND SPECIAL CONDITIONS

Work hours shall be 7:30 a.m. to 4:30 p.m., Monday through Friday, exclusive of Federal holidays. At the option of the government and with approval of the Contracting Officer, work may be permitted on Federal holidays, weekends or after 4:30 p.m. daily at no additional cost to the government. The following legal holidays are observed:

New Year’s Day, January 1st Dr Martin Luther King, Jr. Day, 3rd Monday in January Washington’s Day, 3rd Monday in February Memorial Day, Last Monday in May Independence Day, July 4th Labor Day, 1st Monday in September Columbus Day, 2nd Monday in October Veterans Day, November 11th Thanksgiving Day, 4th Thursday in November Christmas Day, December 25th

Note: When any of the above holidays falls on a Saturday, the preceding Friday will be observed as the legal holiday; holidays falling on a Sunday will be observed on the following Monday.

The contractor shall provide written notice to the Contracting Officer for approval at least three duty days before starting the scheduled work.

4 BASE FIRE REGULATIONS

No welding will be permitted without obtaining a welding permit issued by the Post Fire Department.

5 ENVIRONMENTAL REQUIREMENTS

Asbestos Containing Building Materials No asbestos containing materials shall be used in this project. The contractor shall certify, in writing to the Contracting Officer/Base Environmental Coordinator, that no asbestos containing materials will be used in this project.

Asbestos: To the best of the government’s knowledge, no asbestos-containing material (ACM) other than possible VAT and mastic will be disturbed by this project. Should the contractor encounter previously unidentified or suspected ACM which must be disturbed to comply with the contract documents, the contractor shall cease all work that would disturb the suspect material and shall immediately notify the Contracting Officer. The

Performance Work Statement (PWS) Page 6 of 7 government shall take steps, as appropriate, to ascertain the material’s composition and determine any remedial actions necessary.

6 SITE MAINTENANCE AND CLEANUP

Site Maintenance: The contractor shall maintain work areas in a neat, clean, and safe condition. The contractor shall be responsible for providing, installing, and the removal of any temporary signage, barriers, barricade tape, etc. which may be required to control pedestrian and/or vehicle traffic in the work area.

Dust Control: The amount of dust resulting from demolition shall be controlled to prevent the spread of dust to occupied portions of the building or construction site and to avoid creation of a nuisance in the surrounding area. Use of water will not be permitted when it will result in, or create, hazardous or objectionable conditions such as ice, flooding and pollution.

Protection of Existing Property: Before beginning any demolition work, the Contractor shall carefully survey the site and examine the drawings and specifications to determine the extent of the work. The Contractor shall take all necessary precautions to avoid damage to existing items to remain in place, to be reused, or to remain the property of the Government, and any damaged items shall be repaired or replaced as approved by the Contracting Officer at no additional cost to the Government. The Contractor shall carefully coordinate the work of this section with all other work and shall construct and maintain shoring, bracing and supports, as required. The Contractor shall ensure that structural elements are not overloaded and shall be responsible for increasing structural supports or adding new supports as may be required as a result of any cutting, removal, or demolition work performed under this contract. The interior of any project building and salvageable materials and equipment shall be protected from the weather at all times.

Cleanup: The contractor shall collect all trash, debris, refuse, garbage, etc., which is generated and place it in appropriate containers with lids or approved covers daily. The aforementioned materials shall be removed from the site by appropriate means daily, unless otherwise approved by the Contracting Officer. Disposal shall be outside the limits of government property.

7 STORAGE AND PARKING

Contractor storage and parking shall be near the job site or as designated by the Contracting Officer. The contractor shall keep all Contracting Officer approved storage areas free of debris, refuse, spills, leaks, stains, splashes and excessive materials. All storage areas shall be maintained in a neat, clean, and safe condition. The contractor at no additional expense to the government shall clean up any areas that incur contamination by any hazardous material or substances immediately. Remediation may include subsequent soil analysis if directed by the government. The contractor shall store all hazardous materials in a contractor supplied trailer or storage unit, which shall be leak

Performance Work Statement (PWS) Page 7 of 7 proof or contain secondary containment devices. The storage unit shall be secured when contract personnel are not present.

8 SCHEDULED OUTAGES (if applicable)

All outages, including but not limited to utility interruptions and road closures, shall be of as short in duration as possible and shall be scheduled by the Contractor in writing, as far in advance as possible with the contracting Officer and/or Contracting Officers Representative. In no case shall scheduling occur less than fourteen (14) calendar days prior to the required outage. The Contractors outage request shall include the following:

(1) Type of utility, access or service to be disrupted.

(2) Areas and/or facilities affected.

(3) Expected duration of outage.

(4) Date of proposed outage.

(5) Names of authorized personnel.

(6) Point of contact and telephone numbers.

9 RECORDS MANAGEMENT

The Contractor shall manage all data created for Government use or legally controlled by the Government, in support of the functional activity or required by AF publication, IAW with the AF Records Management procedures in Air Force Instruction (AFI) 33- 322, Air Force Manual (AFMAN) 33-363 and Air Force Instruction (AFI) 33-364 (or their subsequent replacements).

10 INSPECTIONS AND ACCEPTANCE

Final Inspection:

When all pre-final inspection discrepancies have been corrected, the Contracting Officer will conduct the final inspection program manager, the Contractor, and any needed subcontractor to determine whether the project can be finally accepted upon written notice from the Contractor that the punch list items are complete.
