1. Is this a new requirement? If not, who is the incumbent and what is the current contract amount?
Yes, this is a new requirement. Similar requirements in the past have been solicited for and awarded with regards for resiliency training, but not for this period of time and amount of trainees. As such, there is no incumbent for this requirement.
2. How many hours constitute a "5-Day course"? For example, 8 hours per day (40 hours), 7 hours per day (35 hours), etc.
The length of training per day is up to the cirriculum set by the contractor. Training is to take place between the hours of 0800 – 1700, Monday thru Friday. Utilizing all the time permitted, training should last for no more than 40 hours.
3. In attachment 1, Page 19, under section "Women-owned small business concern means a small business concern"- do we need to fill out the section if we are already registered in SAM.
Yes, the Contracting Officer has decided that this portion must be filled out to constitute a complete package.
4. Under schedule firm fixed price quote. The description states 150 service members with potential for 150 spouses, making it 3 classes of 50 service members per year. The quantity states 3, so it is my understanding that the unit quantity is 50 (and up to 50 potential spouses) with an extended price to reflect the 150 total for the year and each option year.
The number of students and the number of potential spouses is for contractor planning purposes only regarding how many attendees are to be expected in attendance. The unit of quantity for this contract will be three (3) to reflect the number of training courses required per year and not the number of students to attend.
5. The Unique Entity Identifier is NOT Applicable for this submission
This is an error as a result of the clause logic writing system and will be removed at the time of award. The requirement for UEI is not applicable for this award.
6. Under Added Provisions, Sub factor 3: Curriculum and training: Please confirm that the Curriculum Outline with learning objectives and measurable outcomes is being requested, NOT the Curriculum textbook example itself.
This is correct. A copy of the cirriculum textbook is not being requested.

7. Course Curriculum for the Leadership Resiliency Training: May the handbooks/ Handouts provided for the participants be print/bound and/or digital?
Handouts provided for participants are to be in print/bound format.
8. Is there a prior contract for this solicitation?
There is a prior contract for this solicitation, but there is no incument and is only similar in training needs, and is not similar in number of attendees or period of performance.
9. If there was a prior contract, who was the incumbent, how much was it award for, and can I have a copy of the contract?
Please see the answer to questions 1 and 8. The award was made for $150,000.00. No copy of that contract will be furnished or made available for distribution.
10. If there is no prior contract? Do you have a copy of a contract that was award similar to this solicitation and can I have a copy of it?
Please see the answer for question 9.
11. Where is the facilities where the training will be conducted and can si do a walk-thru?
Specific training facilities will be finalized after contract award based upon the agreed upon training dates and the availability of facilities. A walk thru may be coordinated between the customer and awardee after award, but at no additional cost to the Government with regards to time, travel, or any other associated cost.
12. Are there any prior instructor available to conduct training?
There are no prior intructors available to conduct the training. The awardee is expected to provide their own instructors.
13. Will there be any training materials available?
There will be no training materials made available. The awardee is expected to provide their own materials to support the training in which they are providing.
14. Will there be amble amount of time to resource instructors?
Scheduling of training will be established after contract award and should allow for ample time to resource instructors.

15. Do all the training listed in the solicitation has to be conducted?
Yes
16. Do you forecast more than three courses per year to be conducted?
At this time, the Government does not forecast more than three courses per year. If additional courses are required, a modification will be issued.
17. Can the government give any more precision to the delivery dates of training?
Months? Quarters? In 2019? Etc?
Training and delivery dates will be coordinated with the awardee after award due to availability of training facilities and contractor’s available training schedule. At this time, no precise dates are available.
18. Will the government be providing the following:
- Classrooms
- Sound system
- A/V personnel
- Projectors
- Projector adaptors for laptops
- Whiteboards/markers
- Sticky notes/pens/notepads for attendees
- Assessment forms
- Sign-in sheets for attendance
- Name tags for students
Of the above list, the Government will provide only classrooms, sound system, and sign-in sheets for attendance. All other items from the above list must be provided by the contractor.
19. We are submitting a separate Excel sheet showing expenses for trainer travel and printing expenses. Is there a specific format for this?
There is no specific format for any additional expense reports offered in response to the RFQ.
Quotes must however at minimal must complete the pricing schedule provided in the RFQ.
20. What is the formatting and page limit for the Technical portion?
There is no specific format or page limit for this requirement.

21. Will the Agenda and Curriculum sample be counted in those pages?
No, they will not.
22. Will you accept electronic copies of the proposal?
All submissions and their supporting documents should be provided to the contracting office in an electronic form. Directions for submission of solicitation responses can be found in the
RFQ.
