1. The government will award a purchase order resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation represents the best value to the government, price and other factors considered.

2. The government is not assigning a relative importance to each evaluation factor and intends to conduct a comparative evaluation of quotes in accordance with FAR 13.106-2(b)(3). All timely quotes received will be evaluated. Award decision will be based on an overall subjective evaluation of the quotes. This factor will be rated on a consecutive numbering system from 1 to 10 with 1 being the lowest and most unfavorable rating and 10 being the highest and most favorable rating.

4. Once all quotes are evaluated on the above factors, the government evaluators will consider all ratings and determine which quote will provide the best value to the government in fulfilling this need.

5. Interchanges. The government reserves the right to hold interchanges if, during the evaluation, it is determined to be in the best interest of the government. Interchanges are fluid interaction(s) between the contracting officer and the vendor that may address any aspect of the quote and may/may not be documented in real time.
