STATEMENT OF WORK
For
CONSTRUCTION SERVICES
of
PROJECT TYMX150081
RENV-B200 North Wing for AFLOA

1.0 Introduction: The intent of this award statement of work (SOW) is to obtain complete construction services to renovate B200, A Wing for AFLOA, JBSA-Randolph, Texas.
2.0 Purpose: The purpose of this project is to renovate, B200, A Wing for AFLOA at JBSA- Randolph, in accordance with design documents (Appendix A) and specifications (Appendix B) provided by the Government.
3.0 Scope
3.1 Management Objectives for A Wing JBSA-RND B200: In carrying out work assignment issued as award, the Construction Contractor shall furnish the personnel, services, equipment, tools, materials, vehicles, facilities supervision and other requirements necessary for, or incidental to the repair and renovation of this project.

3.2 Background and Construction Concept:
B200 is a one-story structure located within the National Historic District of JBSA-Randolph which is part of the U.S. Department of the Interior’s National Park System. Originally constructed in the 1930’s, the building has had several repairs, renovations and modernizations in the ensuing years.
The building is comprised of three wings and a central courtyard with fountain and arcade loggia. This project is intended to provide the necessary renovations to maintain the historic building and to provide a functional Air Force Legal Operation Agency (AFLOA) Facility that meets their current and future needs.
3.2.1 Thru 3.2.2.2 Already has been accomplished by 802 CES/CEPM2.
3.2.2.2.1 Construction: Upon the approval of the Contracting Officer (CO), the Construction Contractor may commence onsite construction activities. Further details regarding construction management requirements, inspection and testing, construction facilities and temporary controls, environmental protection, quality control system, construction quality control, and project closeout will be provided at the kick off meeting.
3.2.2.2.2.1 On-Site Field Oversight: The Construction Contractor shall provide adequate Quality Control staff, equipment, material, services, and transportation. Further details regarding construction management requirements, inspection and testing, construction facilities and temporary controls, environmental protection, quality control system, construction quality control, and project closeout will be provided at the kick off meeting.
3.2.2.2.2.2 Pre-Final Inspection: The Construction Contractor shall conduct a pre-final walk through inspection with 502 CES and publish the pre-final inspection findings in a pre-final inspection report.
Further details regarding construction management requirements, inspection and testing, construction facilities and temporary controls, environmental protection, quality control system, construction quality control, and project closeout will be provided at the kick off meeting.
3.2.2.2.2.3Final Inspection: The Contractor, Installation Representatives, and the Contracting Officer shall perform a final inspection of the buildings and grounds after completing work. A corrective action plan shall be provided by the Contractor that details type, source and schedule of repairs, if required that are noted during the inspection. A copy of the action plan shall be provided to the Installation Representative and the Contracting Officer within 24 hours of inspection.
3.2.2.2.3 Delivery/Warranty: The Construction Contractor shall complete all inspection and commissioning requirements prior to final inspection. Following final inspection, the Construction Contractor shall deliver to the Government the as-built drawings in the format and media requested by the CO. Further details regarding project closeout will be provided at the kick off meeting. Extended warranties offered by the Construction Contractor and its subcontractors or suppliers may be accepted by the Government at its discretion.
4.0 Contract Objective
4.1 General Requirements
• The Construction Contractor shall submit a complete schedule indicating number of calendar days required to complete stated work for each project. Schedule shall be task oriented and include major milestones.
• The Wing is not occupied and will remain so during construction. The Construction Contractor shall maintain utilities, safe ingress and egress, and the least interference possible to the occupants in the remaining areas of the facility and the neighboring facilities, surrounding streets and parking areas.
• The Construction Contractor shall be responsible to obtain all applicable permits required by USAF, County, City and State i.e. digging, burn, hazardous materials abatement, and utility outages as required prior to start of work.
• Work areas shall be maintained in a neat, clean, and safe condition and shall, at a minimum, be cleaned at the end of each shift or workday. Cleanup includes all trash, debris, refuse, garbage, etc., generated on the project site shall be placed in an appropriate container on a daily basis.
• The Construction Contractor shall appoint a construction quality control (CQC) representative (Inspector) to monitor construction performance. The inspector shall be responsible for visiting the construction site daily and maintaining construction logs.
4.1.1 Work Plan: The Construction Contractor shall prepare and submit a progress schedule within ten days of Notice to Proceed.
4.1.2 Deliverables and Deliverable Schedule
4.1.2.1 Period of Performance: 130 calendar days after notice to proceed. All meetings and progress report are due in a timely fashion and will begin no later than 30 days of award.
4.1.2.2 Deliverables: Construction Contractor shall submit a progress report to the CO monthly.
4.1.2.3 Delivery Schedule: The work, other related data and services required in accordance with this contract indicated below shall be accomplished to produce a project within the limitation of cost and project scope. The schedule for delivery of data to the CO and 802 CES/CEPM2 is in calendar days.
Calendar days for each requirement extends from the date of the Notice to Proceed (NTP) or approval for each item, except as otherwise noted. See Paragraph 4.15 for a submittal delivery chart.

4.1.2.4 SUBMITTALS:
All submittals must be made to the Government for approval, with a Schedule of Material Submittals.

4.1.2.5 QUALITY ASSURANCE (QA): The Government will perform QA of the Contractor's performance under this Contract. The Government will conduct QA inspections on all phases and types of work performed. The Government reserves the right to perform QA inspections at any time.
The project shall conform to the following criteria:

4.2 Performance of Work: The Construction Contractor shall furnish sufficient technical, supervisory, and administrative personnel at all times to ensure prosecution of the work in accordance with the delivery schedule.
Professional level skills and management practices are required in the performance of this contract.
Accordingly, the Construction Contractor shall establish an effective quality control program to assure that the end product meets professional standards and complies with the contract requirements. The Government review is not intended as a quality control check. The Construction Contractor is responsible for maintaining quality control standards. If the Government identifies significant quality control related issues, we reserve the right to cancel the review & request a corrected resubmittal at no additional cost.
4.3 Conferences and Confirmation Notices: The Construction Contractor or his representative(s) will be required to attend and participate in all construction review conferences pertinent to the work under the contract.
The Construction Contractor shall provide a record of all conferences, site visits, meetings, discussions, verbal directions, telephone conversations, etc., participated in by the Construction Contractor or his representatives on matters relative to the contract and the work. These records, entitled "CONFIRMATION NOTICES," shall be numbered sequentially and shall fully identify participating personnel, date and time of day, subject discussed, and any conclusions reached. The Construction
Contractor shall forward to the CO or his authorized representative and each agency listed in this SOW, unless otherwise indicated, a clearly legible copy of each confirmation notice within seven calendar days. Record of Review Conferences may reference "attached annotated review comments."
4.4 Site Visits: The Construction Contractor shall visit the site as necessary and required during preparation for, and accomplishments of the work. All work and data developed under the contract shall be related to current site conditions and to other proposed work within the specified project area. The Construction Contractor shall take a discretionary number of color digital photos of the site and/or structures in connection with the project as necessary to portray the initial conditions affecting the construction. Furnish a copy of all pictures to 802 CES project manager at the time of the first review of the project.
4.5 Project Goals:
• Provide construction services for renovation of Building 200, A Wing (Construction documents provided).
• Manage LBP during construction to OSHA requirements. ( See Hazmat report and construction documents)
5.0 Applicable Documents: The Construction Contractor shall follow Planning, Design, and Construction documents developed as the minimum baseline requirements and is provided as a reference to this Statement of Work. Also, the Construction Contractor shall comply with all applicable (1) Federal, state, local and agency laws; statutes, ordinances, instructions, manuals, handbooks, regulations, guidance, policy letters and rules (inclusive of changes and amendments), (2) Presidential Executive Orders in effect on the date of issuance of Contract.

6.0 Administrative
6.1 Meetings, Conferences, Site Visits
6.1.1 Post Award Meeting/Teleconference, Progress Meetings & Design Integration Meetings.
After the issuance of award, the Construction Contractor shall attend all meetings/teleconferences at the location specified by the CO.
6.1.2 Meeting Minutes. The Construction Contractor shall prepare and publish all meeting minutes following CO approval, track all action items assigned, and shall document all items discussed at a meeting as well as a meeting’s attendees.
6.2 Special Notification – N/A
6.3 Work Site Requirements
6.3.1 Safety. The requirements of the Contract shall be followed during its execution. Contractors and their employees shall provide a safe and healthful workplace for employees while performing Contract work. Contractor accidents involving injury to Government personnel or damage to Government property shall be reported to the CO and the 502 ABW Ground Safety Office at (210) 652-1842,
6.3.1 Storage: The Construction Contractor shall be supplied appropriate location for storage.
6.3.3 Security: The Construction Contractor shall obtain and monitor JBSA-Randolph Unescorted Access Request and Passes used by its own staff during the duration of this contract.
7.0 Listing of Possible Tasks:
7.1 Summary Status Reports. The Construction Contractor shall provide monthly progress reports to the CO.
7.2 Quality Control (QC) Oversight: The Construction Contractor shall review, plan and/or develop QC procedures and submit for government approval.
