502 CONS/JBKAE Purchase Request #FA301619QA132 JBSA Lackland, TX Gun Range – Training Area Eight Shade Structures
QUESTIONS & ANSWERS: Cut off date for contractor questions is 12:00 pm CST, 10 September 2019. Questions
Question 1: Please confirm delivery requirements. The request for quote states “Delivery: Within 150 days After Receipt of Order”. Do all 4,992 lockers require delivery and installation within 150 days of purchase order? Or, may lockers delivery and installation extend beyond 150 days in a phased approach?
Government Response: The 150 days is an estimated time frame. Delivery can take less time or up to approximately 180 days. Please respond with your delivery schedule in the proposal
Question 2: Please confirm manufacturer of lockers shown in Statement of Work photos.
Government Response: Attachment 2 specifications were based on locker provided by KLN (previous contractor/manufacturer). Please follow specifications in Attachment 1 – Statement of Work and Attachment 2 – Technical Specifications. Attachment 2 gives a visual of what the government needs.
Question 3: Can you provide a photo or specification on the lockers we would be responsible for removing? Dimensions, weight, etc. would be very helpful.
Government Response: Identical to the replacement lockers.
Question 4: Would the new lockers need to be anchored to the wall or floor?
Government Response: No
Question 5: Are the old lockers anchored to the wall or floor?
Government Response: No
Question 6: Would the contractor need to transport the old lockers to the DRMO site, or will DRMO pick up the old lockers from outside the buildings? Just looking to understand if we will need to transport any of the old lockers and how far that transport would be.
Government Response: See amendment to RFQ.
Question 7: Number of elevators per bldg.? is it possible to designate an elevator for moving only? Is there a specified time of day that trainees are not in the bldg. when we can get full access to the elevators?
Government Response: One elevator in each building. The contractor will have almost exclusive use during installation but if a basic trainee needs to use the elevator it will be due to a medical reason and must be allowed the use.
Question 8: Please provide more details on where the old furniture will need to be staged
Government Response: The lockers can be staged in the atrium area at ground level of the facility.

Question 9: Are lockers expected to be removed & replaced 1 at a time or can the lockers for a whole dormitory all be removed at once with the new lockers being installed a couple of days later?
Government Response: Occupied dormitories cannot go a day without a locker. Each dormitory will be mad available for the installation crew to remove and replace as necessary.
Question 10: How far away from each site will the designated DRMO pickup location be?
Government Response: Estimated 20 Miles one way.
Question 11: Is the designated DRMO site going to be specific to each building or will it be a single common area between all the buildings?
Government Response: Lockers will be staged at each building.
Question 12: How are the current lockers attached to the wall/floor at this time?
Government Response: The lockers are not permanently affixed to the wall or floor.
Question 13: What is the weight of an existing locker?
Government Response: Same as the replacement lockers.
Question 14: Upper floors are mentioned. How many floors are in each building? How many floors per building have dormitories?
Government Response: There are three upper floors, each accessible by the elevator or the four corner stairwells.
Question 15: What are the inside dimensions of the elevator contractor will be able to utilize?

Question 16: It is mentioned that this elevator is shared by basic trainees and that their use of it should not be hindered. On average, how often during the access hours stated is this elevator being utilized by basic trainees?
Government Response: No set time, basic trainees with medical issues only use the elevator.
Question 17: starting from the ground floor, assuming no stops, how long does it take the elevator to reach the highest floor and then return to the ground floor again?
Government Response: Approximately 2 minutes.
Question 18: This is a large quantity order. Is there an expected timeline on delivery and installation?

Government Response: The contractor shall provide one estimated work plan per building for lockers, installation, and removal to DRMO per building. The goal is to remove and install one building at a time.
Question 19: Will a staging area be available to store lockers as they are unloaded from a truck?
Government Response: Yes, the atrium area on ground floor.
Question 20: It is stated that the contractor shall report to the site PT Supply NCOIC at the beginning of each day prior to the start of any work and at the end of each day prior to departing to discuss progress. What is the expected length of time this meeting is going to take?
Government Response: 5-10 minutes.
