Statement of Need US Army North

Collaboration Portal Replication Software Licensing and Support

1. DESCRIPTION OF SERVICES / GENERAL INFORMATION.

This Statement of Need (SON) supports a firm fixed price (FFP) contract to provide software capable of replicating the Army North collaboration portal across multiple network segments. The Contractor shall provide the government on-site assistance during the initial installation. This is NOT a requirement for portal software. The government already has sufficient portal software. This is a new requirement to extend existing portal services across multiple nodes as US Army North deploys the Mission Network.

1.1. DESCRIPTION OF REQUIREMENTS The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to provide:

1.1.1. Software. The contractor shall provide a software package capable of providing replication, governance, administration, data security/compliance, migration, storage and archiving, reporting, backup and restoral of up to 12 SharePoint farms as well as a development SharePoint Farm on premise and in the cloud.

Specific requirements include:

The solution shall be scalable and interact with various versions of SharePoint simultaneously.

The solution shall be fully functioning across all platforms, farms, and Web Front Ends and managed from a central location without having to access each individual farm.

The solution shall use SharePoint Application Program interfaces (APIs) and comply with all Microsoft’s technology rules and agreements.

The contractor shall ensure that the solution conforms with the Defense Information Systems Agency (DISA) Security Technical Implementation Guides (STIGs). For additional information on STIG requirements, see https://iase.disa.mil/stigs/Pages/index.aspx.

The replication shall be able to perform same domain and or cross domain replication, performing granular replication real-time or near real-time as well as by a scheduled job. It will need the capability to perform full and incremental replication to all farms. In addition the solution shall provide reporting/analyzing tools for the replication tools.

The administration module shall be able to administer the SharePoint farms to include but not limited to Permissions, Site Collections down to the list and document level items. In addition the solution shall provide reporting/analyzing tools for the administration tools.

The solution shall provide reporting/analyzing tools for governance.

The data security/compliance shall at a minimum quarantine sensitive items (to include Personally Identifiable Information, Privacy Act information, Health Information Portability and Compliance Act, and labelled classified information) when possible prevent these from being replicated to the rest of the SharePoint farms. It shall provide a solution to clean and remove any sensitive items from search results and be deleted when the government deems appropriate.

The solution shall be able to migrate content between SharePoint farms.

The solution shall also be able to provide archiving and storage for, but not limited to, online and offline Binary Large Objects (BLOBs) and/or other types of network storage. In addition the solution shall provide reporting/analyzing tools for the storage and archiving tools.

The solution shall also provide granular backup and restoral of the SharePoint content.

1.1.2. Installation Assistance and Training.

45 (Forty Five) calendar days after receipt of order, the vendor shall provide a total of 24 hours (3 days) of on-site instruction for up to eight (8) government personnel. The government will provide the required training facility. Topics shall include platform overview and detailed instruction on each module.

After instruction is complete, the vendor shall remain on-site to assist the government to install, configure, and deploy the software into the ARNORTH environment. Contractor personnel will observe the government personnel as they install and configure the software, and render assistance as required to ensure that the software can provide all the requirements as defined in paragraph 1.1.1 above.

The contractor shall provide 2 (two) continuous calendar days of on-site installation, configuration, and deployment assistance immediately after the training is complete. The contractor shall provide assistance during the Government's normal hours of operation, which remain as 0730-1630 local time, Monday-Friday less federal holidays or Executive Order holidays.

The contractor shall have the software operational at the government site, providing all capabilities listed in paragraph 1.1.1 above, within 60 (sixty) calendar days after receipt of order.

1.1.3. Support - Technical Account Manager. The vendor shall provide a Technical Account Manager (TAM) to coordinate all support requirements throughout the delivery schedule.

1.1.4. Support – Maintenance. The vendor shall provide software licensing and remote maintenance support for the base year and four option years. Maintenance shall include:

Technical Support, via telephone and email, 24 hours a day, 7 days a week, 365 days a year.

Product updates, to include new features, bug fixes, and major enhancements

Access to a web-based Self-Service Support Portal.

1.1.5. Contract Deliverables. The vendor shall provide a configuration guide detailing the exact configuration of the software. The configuration guide shall be specific enough to allow the government to re-install the software if required. The vendor shall provide the guide in electronic format (Adobe PDF and Microsoft Word) no later than 70 (seventy) calendar after receipt of order.

1.1.6. Information Level. The information level is 4.

1.2. RESOURCES PROVIDED. The government will provide the required servers, interfaces, and workspace for the contractor to perform installation training. The government will provide all required Microsoft SharePoint software licensing.

1.3. HOURS OF OPERATION. Normal government duty hours are 0730-1630, Monday through Friday.

1.4. SECURITY REQUIREMENTS.

1.4.1. Operations Security (OPSEC). Contracted personnel shall not discuss their work on ARNORTH facilities in public or over unprotected or unencrypted communications. The Contractor shall not post to company websites (including Social Networking sites), publications, newsletters or other media any images, data or information on ARNORTH facilities, personnel, equipment, and/or classified or controlled unclassified information. Because observation of execution of contract, physical changes, etc.

may reveal Critical Information, specific restrictions are needed to preclude unintentional release of this information to unauthorized parties. Consequently, contractor personnel shall not disclose to unauthorized third parties unofficial any images, data or information, or observed events that may reveal ARNORTH's personnel, equipment, and/or classified/unclassified control information.

1.4.2. Other Security Requirements.

The Contractor shall be responsible for the security of all Service member information. Neither the Contractor nor any of its contract service providers shall disclose or cause to disseminate any information concerning operations of military activities. Such action(s) could result in violation of the contract and possible legal actions.

Contractor shall clear entry onto post in accordance with facility and installation regulations; the government will assist the contractor in contacting the appropriate agencies and securing entry clearance.

The Contractor shall provide all information required for background checks to meet installation access requirements.

Contractor shall return all issued installation badges and passes when the contract is completed or when a contractor employee no longer requires access to the installation.

In addition to the changes otherwise authorized by the changes clause of this contract, should the security condition change at any facility or installation, the Government may require changes in contractor security requirements.

1.4.3. Air Force Antiterrorism (AT) Program. The AT program seeks to deter or limit the effects of terrorist acts against the AF by giving guidance on collecting and disseminating timely threat information, providing training to all AF members, developing comprehensive plans to deter and counter terrorist incidents, allocating funds and personnel and implementing AT measures. In accordance with AFI 10-245 paragraphs 2.18 and paragraph 2.25, DoD contractors and sub-contractor personnel shall be offered Level 1

– AT Awareness Training. AT Awareness Training may be accomplished by either a Level I – qualified instructor, or by completing the “Force Protection” computer based training (CBT) course on the Advanced Distributed Learning System (ADLS). https://golearn.csd.disa.mil/kc/login/login.asp or the Defense Technical Information Center (DTIC) at https://atlevel1.dtic.mil/at for individuals without access to NIPR, possessing a CAC card, nor enrolled in DEERS.

1.6. RECORDS MANAGEMENT. The Government has unlimited rights to all documents/material produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without written permission from the Contracting Officer (CO). All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.

1.7. MISCELLANEOUS REQUIREMENTS.

1.7.1. Government Limitation of Liability. The Government shall not be responsible in any way for damage to Contractors' supplies, materials, equipment and contractor personnel's personal belongings that are damaged or destroyed by fire, theft, accident or other disaster.

1.7.2. Conflict Of Interest. The Contractor shall not employ any employee of the Government or the Department of Defense either military or civilian, if such employment would create a conflict of interest.

The Contractor shall not employ any person who is an employee of the Department of Defense, unless such person receives prior approval in writing from the CO.

1.7.3. Laws. The contractor shall comply with all local state, and federal laws and regulations that control any work performed. The contractor shall comply with and keep informed of any changes to these laws and regulations throughout the period of the contract. The contractor is a recognized professional and is expected to be knowledgeable of all laws and regulations pertaining to this SON.

1.7.4. Contractor Liability. The Contractor is considered an independent contractor, and not an agent of the government. Throughout this delivery period, the contractor will be liable and will not hold the government liable against all actions or claims for damages to persons and property due to the fault, negligence, wrongful act, or wrongful omission of the contractor or his agents. The government is not responsible for damage to personal supplies or equipment of the contractor.

The government will not be responsible in any way for damage to the contractor’s supplies, materials, equipment, or to personal property as a result of fire, theft, accident, natural disaster, or other events.

The Contractor is liable for all damages to government real property, when it has been determined by competent authorities that damages were due to Contractor personnel or sub-Contractors negligence.

1.7.5. Security, Fire, and Medical Services. The Government will provide police and fire protection https://golearn.csd.disa.mil/kc/login/login.asp https://atlevel1.dtic.mil/at services to the Contractor during the times when contractor personnel are on-site at the government facility.

Contractor shall dial 911 from a base phone line (or 671-0911 from a private line) for Emergency Force Protection or Fire Response. In the event of a medical emergency, base ambulance service for transporting an injured employee to a local hospital is available on a cost reimbursement basis. The Contractor may be required to prepare necessary documentation and reimburse the Government for the cost of emergency medical treatment. All Contractor injuries will be promptly reported to the CO.

1.7.6. Key Personnel. The Contractor shall provide telephone numbers and email addresses that the CO will use to communicate with the Contract Manager and/or Alternate Contract Manager at any time.

The contract manager or alternate shall be available to conduct overall management coordination and furnish liaison with the Government. The Contract Manager shall be the point of contact with the Government and shall have the authority to act or make decisions for the Contractor on all matters pertaining to this contact.

1.7.7. Vehicle Operations. The Contractor shall ensure that all employees operating vehicles on base have a proper and current license as required by the base and Texas law. They shall also comply with all base and local traffic regulations.
