INSTRUCTIONS: The BCE work clearance request is used for any work (contract or in-house) that may disrupt aircraft or vehicular traffic flow, base utility services, protection provided by fire and intrusion alarm system, or routine activities of the installation. This form is used to coordinate the required work with key base activities and keep customer inconvenience to a minimum. It is also used to identify potentially hazardous work conditions in an attempt to prevent accidents. The work clearance request is processed just before starting work. If delays are encountered and the conditions at the job site change (or may have changed) this work clearance must be reprocessed.

NEW DIGGING CLEARANCE OUTAGE REQUEST PROCESS FSH

The 502d Civil Engineering Squadron has implemented new digging clearance and utility outages procedures in an effort to streamline the process.

The requestor is required to read and follow all guide lines identified in the 502 CES Work Clearance (SOP) Standard Operating Procedures.

1. Engineering, Project Managers for SAWS and CPS. Lincoln Military Housing or a LMH resident will be responsible of initiating digging clearances and utility outages for their respective project.

2. To initiate a clearance/outage, the requestor must complete sections 1, 2, 6, 7 & 8 of the AF Form 103. The requestor must attend the digging clearance/outage request meeting held every Monday at 0900 Hours in the Civil Engineer (CE) conference room in Bldg. 4197 JBSA Ft Sam Houston, AF Form FSH 103 and drawing or Map printed from the internet.

3. During the Clearance/Outage request meeting all digging clearance and outage request, will be scheduled and or signed off by each CE shop for their respective area of responsibility. If the area needs to have utilities located the CE shops will schedule and perform the utility locates during that week.

4. The requestor is also required to contact Dig Tess for all commercial utility locates. The phone number for Dig Tess is located on the digging clearance form

5. The requestor will be required to attend the digging clearance meeting the following Monday to have the clearance signed off by any shop that required the area to be marked. Safety, Security Forces, Fire Dept. and the Natural Resources Management Section. will not attend this meeting. The requestor will be required to make contact as necessary.

6. Utility Outage Requests are require to be approved at least 2 weeks prior to the scheduled outage. The Requestor must notify the 502 CES Operations Flight Chief, Mr. Antony Person of the outage request once approved.

7. Upon completion of digging clearances or outage request the requester is required to return the completed signed clearance along with all related documents and e-mails received by the Dig Tess & commercial utilities to the 502 CES approving authority for Approval and Signature.

8. The 502 CES Approving Authority: Mr. Paul Parker or Mr. John Patrick. Building 4197 FSH.
