Houston Cutoff Road Questions and Answers

1. How far away will it be to get water for this project?

Ans. 5.44 mi to water point on the circle, 6.36 mi to water point at KD Range

2. Will the excavated material remain on site? If so, where is the dump?

Ans. Contractor shall properly dispose of material off the Base.

3. If not are we responsible for the contamination testing?

Ans. Yes, and the if the contaminant testing states contaminated material, a secondary dump site must be set up to dispose of contaminated material in accordance with all local, state, and federal regulation.

4. Will ditches need to be regraded in order to build new base shoulders?

Ans. No.

5. Can we mill the 2’ shoulders at the same time we mill the HMAC?

Ans. No, that will affect your ability to recycle the millings.

6. Is there any work associated with the project which would require widening of any of the bridges?

7. Can we use the water from the overhead tanks on the Base?

Ans. Yes and meter not required. 4” Air Gap is required.

8. Can we leave the milled asphalt on the Base?

Ans. No. Millings become the property of the Contractor and shall be properly disposed of or recycled.

9. Can we use the millings to create the crown and or cross slope?

10. What colors are to be used for striping?

Ans. Yellow and white.

11. Section B.1.g indicates striping plan - is this intended to include edge lines?

Ans. Yes.

12. Can we leave the mulch on-site from the clearing?

13. Section 10.11, under Digging Permit requires contractor document existing conditions prior to beginning work. Can low-altitude drone flyover be used?

Ans. No. Use of drones on Military Installations is forbidden.

14. What is the anticipated time frame between Contract Award and NTP?

Ans. The government will try to issue NTP in a timely manner after award.

15. Is it acceptable to initiate the Land Survey (CLIN 0001) after Contract Award, but prior to NTP?

Ans. The land survey shall not be initiated until after award and notice to proceed for

CLIN 0001 is issued.

16. Will government approval be provided on all pre-construction submittals and project work plan prior to issuing NTP?

17. Per the attached images (No1-Cattle Guard and No 2-Cattle Guard), please confirm removal and non replacement of the cattle guard includes the yellow fence AND the wooden/metal fence.

Ans. Yes, remove and do not replace the cattle guard, the yellow fence, and the wooden/metal fence.

18. Page 3 states quality control plan do we need a full time QCM on this project or just a

Super.

The Contractor shall provide and maintain an effective quality control program that will assure that all requirements of this contract are performed and provided in a manner that meets professional quality standards. The contractor may provide a full time QCM or have another position fulfill that duty at the worksite.

19. Page 3 states contractor provides test results on base, asphalt, subgrade prior to payment is this the normal testing we should have in our bid numbers and you just are asking for the paper trail.

20. Page 6 states contractor to bring in new Base for the 2% on page 5 states shoulder needs to be even with the asphalt so do we bring in new base as well.

21. Page 5 states if rock no lime is needed if clay then lime is needed , do we pot hole to determine or is there core samples.

Ans. You will need potholes.

22. Page 5 states 700 lf of base repairs what about all the base repairs along the side of the road not in this area that just mill and overlay will not fix.

Ans. Base repair is not authorized beyond the 2 foot shoulder. Base repair is only for the designated areas totalling 700 linear feet.

23. Do I need to figure for reworking, adding moisture as needed and recompacting the base course on the total length of the road. If so do you know the depth on the existing base course .

Ans. Estimated that the Contractor would need to bring in about 3-inches of

Base over the entire road as part of the base reworking process and to establish the crown.

24. Is the 700 linear feet is part of the 9,174 linear feet x 18 ft wide road.

Ans. The 700 linear feet is in addition to the 9,174 linear feet of road for a total of

9,874 linear feet.

25. Do we need to figure to bring in new base in order to build a 2% crown in the road?

What is the existing asphalt thickness?

Ans. Yes, you will need some new base. I estimate 1,811 embankment cubic yards.

We do not know existing asphalt thickness.

26. Should we figure 18-feet wide for the existing road width?

27. In the 700lf base repair area is the existing base to be removed 6" thick?

Ans. We do not know how thick it is.

28. Do you know what % lime we should be figuring in the 700lf base repair area?

Ans. 6%.
