STATEMENT OF WORK
ACCESS CONTROL SYSTEM
BUILDINGS 1469, 1475 & 1479
JBSA FSH
1. SCOPE OF WORK:
The contractor shall provide all personnel, equipment, tools, materials, supervision, incidentals and any other items and services necessary to provide and install the access control system as defined in this Statement of Work (SOW) at JBSA FSH, Buildings 1469, 1475, and 1479. The access control system must provide access control to all exterior doors and secondary exterior doors (both double doors). All security system materials and door hardware accessories will be installed in accordance with industry standards and manufacturer’s recommendations. All changes and modifications to project by either contractor or customer shall be in writing and submitted to 502 CONS on the appropriate forms, prior to any changes being made. A project manager shall be assigned and available to 502 CONS and the customer, and be able to answer all questions concerning this installation in a timely fashion. Work must be performed in a manner that limits as much as possible any disruptions to the normal day-to-day operations.
2. SPECIFIC TASKS:
A. For each facility, the contractor shall:
Supply and replace the current Access Control Server with Seneca or its equivalent.
Supply and replace the current Identicard panels with Open Option panels or its equivalent.
Programming for the Access Level as well as Time Zone for all doors.
Use a communication gateway that can communicate with locks at various user planned times, including 10 seconds to 24 hours.
Programming an emergency button to lock exterior doors in the event of a lock down, and returning to normal operations.
Supply and update software for the Access Control System
Use locks that utilize current and future Military CAC cards as a means of secure entry .
Ensure 110v power is accessible for Access Control panels.
The computer system will need to be moved to a different room so that personnel will have full access. (Bldg. 1479)
Ensure all exterior doors are fully operational.
All existing cabling will need to be repaired as needed.
All door hardware will need to be repaired as needed.
All sounders will need to remain on all emergency exits.
B.
For each facility, the contractor shall provide:
1ea Access Control Server
1ea System Software License w/ 20 sub controller connections & 1 client workstations
1ea System Software License w/ 10 sub controller connections
1ea 4 Door Panel with Master
7ea 4 Door Panel w/ Power Supply
5ea Open Options 4 door Panel or its equivalent
2ea Open Options 2 door Panel (2000FT) 18/4 Cable or its equivalent
1ea Network Switch
1ea 19in Monitor
An updated system that is FIPS 201 compliant
The system will need to include an enrollment reader for new students with new cards.
Card readers as needed
3. ACCESSORIES AND INCIDENTALS
Contractor shall provide all incidentals necessary and part of the security system.
4. REMOVAL
Contractor shall be responsible for removing and providing to FSH operational remnants of existing door locking mechanisms.
5. WARRANTIES
The contractor shall guarantee all materials and workmanship for a period of one year from the date of project completion and shall within that period correct all defects in materials/workmanship within twenty four (24) hours of being notified. Correction of all defects under this warranty shall be at the expense of the contractor.
6. SUBMITTALS
Submit Operations and Maintenance Data, including maintenance procedures, recommended maintenance materials and suggested schedule of maintenance.
7. QUALITY ASSURANCE
The government will inspect all work performed by the contractor. Work performance shall be deemed satisfactory and acceptable to the government when the approving official declares the project satisfactory. The government will document all inspections. Contractor shall provide proof of manufacturers and installer qualifications.
8. CLEAN UP: Contractor shall provide a clean work site and haul off on a daily bases all trash and debris and on completion of work and leave work site clean and acceptable to
Base officials.
9. ENVIROMENTAL REQUIREMENTS
A. The contractor shall perform all work in accordance with federal, state, and local environmental regulations (including maintenance of Materials Safety Data Sheets
(MSDS’s) IAW EPA regulations and criteria so as to minimize pollution, exploitation, and degradation of natural resources. The contractor shall use non-hazardous materials when possible.
B. The contractor shall perform all work in accordance with industrial, environmental, and OSHA standards.
10. SECURITY AND CLEAN UP
The contractor shall furnish and maintain barricades, warning signs, and waste containers on the government job site and ensure equipment is secured at the end of each workday.
Clean and vacuum carpet surfaces. Ensure entire project area is left in a vacuum-clean condition.
All packing, wrapping and packaging materials shall also be removed from the project area. All debris, refuse and trash shall be removed from the site.
The contractor shall ensure a clean job site at end of each work day.
Upon completion the buildings shall be returned to a final clean professional appearance.
11. PROJECT MATERIALS PROTECTION
Do not use protective materials that will leave any type of residual print, outline or imaging on floors or carpet.
12. MAINTENANCE INSTRUCTIONS
Contractor shall conduct a demonstration of proper maintenance procedures for the installed equipment. The demonstration shall be conducted in the presence of the 502
CES Inspector and the end user. Demonstration shall include manufacturers recommended schedule and procedures.
13. HOURS OF OPERATION
Normal duty hours are from 7:00 Am to 5:30 PM, Monday thru Friday, except on government holidays. Contractor should coordinate work with 502d CES Project Manager

14. DAMAGES
The contractor shall take precautions to prevent damage to government property. The contractor shall repair or replace damaged items at no additional cost to the government.
15. INSPECTION AND ACCEPTANCE
A designated representative shall perform inspection and acceptance of all work at regular intervals as required and upon final completion of this project. All discrepancies identified during inspections shall be corrected prior to final payment.
16. GOVERNMENT FURNISHED SERVICES: The Government shall provide utilities
(water and electricity) and emergency, fire and Security Police response.
17. POLICE PROTECTION: The 502D Security Forces Squadron shall provide security and law enforcement response and services to the contractor.
18. TRAFFIC REGULATIONS: Contractor employees shall comply with all base traffic regulations, and are subject to random vehicle speed control checks. Contractor’s personnel cited for speeding on the installation may suffer loss of base driving privileges, debarment from the base, or other administrative action. The use of cell phones, except hands-free phones, is prohibited while driving on military installations in San Antonio, TX.
