Access Control System Questions & Answers

1. As you know all upgrades of this nature must comply with FICAM a policy that has been in place since 2006, which was known as the mandate from the White House “Homeland Presidential Directive -12” (HSPD-12); and this question is related to the use of the magnetic stripe, which will not comply with FICAM standards (FIPS 201-2, SP800-116, etc.), so how do we procced?

Government Response: The updated system must be fully in compliance with all FICAM standards. The system must also be capable of programming cards to be read with and without the magnetic stripe.

2. Are you planning to utilize the existing access control infrastructure, limited to locking mechanisms and/or door hardware?

Government Response: We want to utilize as much of the existing infrastructure as we possibly can, only to replace any door hardware and cabling as needed.

3. How old is the existing access control system infrastructure?

Government Response: Approximately 7 years old

4. Based on the SOW that there is a need for access control server, is there a preference with a brand for the server?

Government Response: There is no preference for Brand of server. However, please include specs for the server you are choosing to quote on as required by the RFQ.

5. How many readers are to be installed at each facility, the SOW does not tell us that information?

Government Response: Card readers will need to be installed at all entrances with the exception of emergency exits. We would like to monitor these doors through the system.

6. How many of those readers are to be installed in double exit doors?

Government Response: One reader per each set of double doors

7. How many of those readers are to be installed in double doors?

Government Response: One reader per each set of double doors

8. What type of locksets is there in your doors?

Government Response: I am currently unsure of the door locksets

9. Are the frames of the doors metal or wooden?

Government Response: The door frames are metal

10. Are the frames of the doors with concrete filled?

Government Response: The door frames are not concrete filled

11. Does your agency need to authenticate the CAK besides the CHUID or FASCN from the CAC/PIV Card?

Government Response: Yes CAK authentication will be needed for this system

12. The fact the authentication of the CAC/PIV card can present major delay upon presenting the card to the readers, especially in areas such as the main entrances; what is the maximum allowable time expected to authenticate both CAK and CHUID?

Government Response: 7 seconds

13. Does the contractor have to be certified as a HSPD-12 by GSA approved vendor as suggested by

FICAM?

Government Response: Yes

14. Does the contractor have to provide certified Security ICAM Engineers as recommended by GSA, as recommended by FICAM?

15. Does the PACS system should be in full FIPS 201-2 compliance?

16. Since PACS Systems are now considered part of the IT infrastructure, does the proposed PACS System have to comply with the Federal Energy Management Laws and Requirements?

17. Network and IT Security

Government Response: Network and IT security will need to be provided for this system

18. Is the system going to be installed in a secure network provided by the government?

19. Does the proposed system must demonstrate a cyber security vulnerabilities test, inclusive of controllers and reader interfaces among other peripherals?

20. Does the contractor have to provide cyber security to the systems that are being proposed?

21. It was expressed during the site walk that all the exterior doors, including the emergency exit only doors, were too be added to the Access Control System. Do these doors require electrified hardware and card reader access? If card reader access is warranted, is it required to keep the same type of electrified door hardware as on the existing access control doors?

Government Response: Contrary to what was said during the walkthrough no readers will be needed on emergency exits, we want to keep these exits for emergency only.

22. The RFQ states Open Options hardware or equal. With the Open Options panels being based on

Mercury boards and a non-proprietary system would the approved equal need to be a Mercury based system?

Government Response: Yes, the equivalent would need to a Mercury product at the least.

23. The Scope of Work states all door hardware will need to be repaired as needed. Since the system was not operational during the site walk, are we to assume that all electrified door hardware will need to be replaced? Does the client have a list of doors they know were not working?

Government Response: At this point we will assume that the existing door hardware is in working order. If needing any repair we would like to do so as needed.

24. The Scope of Work states “Use locks that utilize current Military CAC cards as a means of secure entry using Dual Validation (Mag and Pin)”. Effective January 1, all new CAC cards will not the mag stripe. Does the client require the capability to continue to use the current CAC with the ability to use the new Prox CAC after January 1?

Government Response: Being that CAC cards will no longer have a mag stripe in the future, the system will need to be capable of reading the CAC card with or without the stripe. This will be revised in the Statement of Work.

25. An emergency button is requested in the scope of work. Where would the client like the emergency button located?

Government Response: We would like the emergency button to be in the same location as the computer system.

26. During the site walk it was discovered that some of the exterior doors had issues with opening and closing. Will the client address these prior to installation?

Government Response: Yes, any doors with opening and closing issues would need to fixed as well.

27. How many hours of training does the client require?

Government Response:

The contractor shall provide 4 hours Operator’s training, 4 hours System Administrator’s, 2 hours Maintenance Training for 5 individuals

28. The RFQ request a new network switch. Can the contractor use the existing rack located in the

IDF closet behind the CQ office? Will the new switch need to be on the approved products list such as Cisco?

Government Response: The existing rack located in the IDF closet can be used by the contractor, and the new switch would need to be approved on the products list.

29. Does the client require all the new Access Control panels to be directly wired into a new 110Vac existing breaker?

Government Response: Yes, 110Vac breakers will be required for all new Access Control panels.

30. Will the client accept surface mount pathways for all the new exterior doors being added to the access control system?

Government Response: Surface mount pathways will only be accepted as a last resort.
