PERFORMANCE WORK STATEMENT FOR

PHYSICAL SECURITY MAINTENANCE

1. DESCRIPTION OF SERVICES/ GENERAL INFORMATION

US Army North (ARNORTH) Fort Sam Houston has a requirement for Integrated Electronic

Security System (IESS), Access Control Systems (ACS), Alarmed Protected Distribution System

(PDS) and Closed Circuitry Television Systems (CCTV) Testing, Maintenance and Repair

Services. The contractor shall provide all resources necessary to maintain the IESS. The service contract may require expansion or modification to add additional coverage, including installation of the Security System for any new projects, sites, buildings and equipment on Fort Sam

Houston. The contractor shall provide preventive and demand maintenance, testing and repair services for US ARNORTH locations in Buildings 16, 2000, 2001, 2007, 4073, 4015, 4205, 4197, and 615 on Fort Sam Houston. The contractor shall provide all resources necessary to maintain an IESS consisting of all Access Control Systems (ACS), Closed Circuitry Television (CCTV)

Systems and Alarmed Protected Distribution Systems (PDS) and equipment as identified in the

Systems Listing of this Performance Work Statement (PWS). The contractor will replace existing proprietary equipment with hardware/software that is universal and/or non-proprietary.

Workstation and servers must be in compliance with National Security Agency (NSA) Security

Technical Implementation Guides (STIGs) as mandated by the Defense Information Systems

Agency (DISA). Additionally, management software must be certified via the Army Certificate of Networthiness (CON) process for inclusion into the Approved Products List (APL). This

PWS defines the efforts required for the testing, maintenance and replacement of ACS security system, CCTV System and PDS System components. All parts that are not covered under routine maintenance will first be approved by the Contracting Officer Representative ( COR) and provided at cost to the Government.

1.1. DESCRIPTION OF SERVICES:

1.1.1 ACS SYSTEM. The Government's ACS System includes the following: Identicard

Premisys system (Server, Controllers, and associated communication equipment), Network Data

Converters, Access Panels, Power Supplies, Interface Panels, Card Readers, Proximity Sensors, Door Strikes, Maglocks, Balanced Magnetic Sensors, Glass Break Sensors, Switches, Image

Capture Cameras, Badge Printers any other associated hardware and wiring. Contractor shall also maintain wiring from building head end blocks to the installed alarm panel, except base provided fiber. Service shall include ACS annual software backups and technical support capability via telephone.

1.1.2 ACS CONTROLS. All new or replacement card readers shall meet the Homeland Security

Presidential Directive-12, to ensure secure access to Federal Government networks and facilities by mandating the use of an interoperable secure personal identity card, there are only three cards issued that meet this requirement, the Common Access Card (CAC), Personal Identity Verification (PIV)

Credential and the Transportation Workers Identity Credential (TWIC).

1.1.3 PDS SYSTEM. The current PDS System includes the following: Alarm Processing units, Sensing Fiber, Non-Sensing Fiber, Power Supplies, Controllers, Network communication adapters and Optical Cut Off Switches and any other associated hardware and wiring. Service shall include annual calibration and telephone support plan.

1.1.4 CCTV SYSTEM. The Government's security CCTV System includes the following:

Digital Video Recorders (DVR), Network Video Recorders (NVR), Cameras, Lenses, Pan/Tilt/Zoom Mountings , Media Converters, Switchers, Multiplexers, Camera Housings, Amplifiers , AIS Viewing Software and other associated CCTV hardware and wiring.

1.1.5 SERVERS. Before the end of the base period of performance , the contractor shall upgrade/modify the proprietary IESS system (the Access Control Server & PDS Server currently in Bldg 16) so that it is compatible with Windows 10. All system software shall be DISA STIG compliant so that it can reside/interact with the US Government network. The software should appear on the approved Army products list.

1.1.6 SECURITY. Contractor employees shall have SECRET clearance prior to beginning work. The DD Form 254 Department of Defense Contract Security Classification Specification shall be completed and submitted to the COR before contract start date. The Government shall provide the contractor mechanical room keys during the course of the contract to ensure the contractors can properly support the contract during service calls, inspection etc. The contractor shall have a Law Enforcement Local Files Check completed for all employees that shall be entering Government facilities. Documentation of these checks shall be made available to the

COR upon request. Contractor employees accessing Government security systems and security plans shall have a SECRET clearance. The contractor shall provide names and social security numbers of any employee without a US SECRET security clearance that shall be entering US government facilities to the COR three days in advance. Contractor employees without a US

SECRET security clearance shall not be allowed access to any system drawings, schematics or plans . All contractor employees upon arrival at US ARNORTH Headquarters shall first check in with Visitor Access Control in Building 16 to sign in and receive access badges and shall sign out and tum in badges prior to departure. All bags and packages carried by the contractor employees shall be made available for inspection at Visitor Access Control.

1.1.7 QUALIFICATIONS. Technically qualified maintenance service personnel are required to repair and maintain the IESS. Technicians shall be qualified for execution of all on-site maintenance functions as delineated in the PWS. All contract employees shall have the appropriate license and/or certification to service or maintain equipment and software associated with this requirement.

1.1.7.1 Factory certifications are required for the contractor providing maintenance on the following major subsystems:

• Identicard IdentiPass and PremiSys ACS

• Fiber Sensys Model 208 & 348 series Fiber Defender

• Avigilon Control Center Software (ACC) and NVR

• AIS Viewer Software

1.1.7.2 In addition to the above stated certifications, the contractor shall provide employees qualified to perform electrical and electronic troubleshooting, repair, testing, diagnostics and programming of Avigilon ACC Software, Sound Masking equipment, and fiber optic communication equipment.

1.1.8. FUNCTIONAL SUPPORT. Systems preventive and demand/emergency maintenance support shall be provided and available on a 24hrs/7days a week basis as noted in the following paragraphs. All repairs shall be completed within 24 hours of contractor being notified of issue.

Contractor shall have at its disposal, 24/7 technical support for ACS and CCTV systems to resolve issues requiring advance diagnostics and guidance in restoring critical systems.

1.1.8.1 Preventive Maintenance -Contractor shall perform annual maintenance of the

ACS, PDS and CCTV Systems. Contractor shall submit a preventive maintenance schedule to the COR within 30 days of contract award. The schedule shall show all regularly scheduled preventive actions for the IESS. Preventive maintenance support shall be performed during normal duty hours. Normal duty hours shall be from 0730-

1700 hours including a one (1) hour lunch, Monday thru Friday. Preventive maintenance actions requiring downtime for systems or subsystems shall be coordinated with the

COR. Preventive maintenance actions shall be stopped should a demand maintenance requirement be reported. Preventive maintenance actions may resume following restoration of all outstanding outage tickets unless those outages attributed to Awaiting

Parts (AWP).

1.1.8.2 Demand Maintenance - Contractor shall provide local contact numbers for notification of demand/emergency maintenance requirements. Demand maintenance requirements shall take precedence over preventive maintenance requirements. Response time for demand maintenance shall be as follows:

• Critical Outage - 4 Hours response upon receipt of outage notification -

Critical system or subsystem failure resulting in major loss of ACS Server.

• Priority Outage - 12 Hours response upon receipt of Notification -Loss of system or subsystems resulting in loss of ACS and/or CCTV coverage or reporting affecting one or more of the below listed items:

• Partial loss of operator functionality at the monitoring console that does not create a critical loss of ACS capability.

• Loss of All CCTV monitoring capabilities .

• Routine Outage -24 Hours response upon receipt of Notification -Loss of any system, subsystem, or component that results in the loss or degradation of function that does not meet the criteria for Critical or Priority outages as noted above.

• System/Subsystem/Component Restoration: Contractor shall take all necessary steps within the bounds of the maintenance contract to restore any system problem as soon as possible. In the absence of specific spare equipment items, the Government's COR will be contacted and advised of the AWP status. The procurement of the required part(s) and/or repair of Government defective items, return of items under warranty, and other related expenses shall be accomplished by contractor when such costs are funded by the

Government. Priorities of all such actions shall be assigned by the COR.

1.1.9 EQUIPMENT SUPPORT. The contractor shall provide all transportation requirements for responding and attending to contract related issues. The contractor shall provide all hand tools, ladders, power tools, test equipment (less identified Government Furnished Equipment

( GFE), and expendable supplies for its operations. The contractor shall provide fiber fusion and test equipment. The contractor shall provide lifts, cranes, and other suitable platforms for elevated work involving cameras, towers, etc. The Government shall provide the contractor with all electrical power and other on-site utilities to support this contract (does not include off-site support).

1.1.10 SYSTEM INVENTORY CONTROL. Upon completion of a system inventory jointly conducted by contractor and the COR or designated Government Representative, the IESS systems inventory shall be managed by contractor for the period of performance of the requirement. System Inventory shall not interfere with operations of ARNORTH facilities for no more than 6 hours a month. The following functions shall be performed as part of the inventory control requirement:

1.1.10.1 Conduct initial inventory with COR within 5 working days of site mobilization.

Establish and maintain an active database of all accountable equipment which shows the following:

• Item description/Name

• Current location and/or assignment (IE: Bldg 4168 Locker 12)

• Operational status (active, functional spare, defective-factory maintenance , defective-not economically repairable, AWP, awaiting maintenance , missing , surplus)

• Make, model, serial # (if applicable)

• Major Assembly ID (identifies any major assembly for which this item is a part)

• New-Placed in Service Date (this is purchase/install date when item is new)

1.1.11 DATA BASE MAINTENANCE. Establish and maintain a maintenance database that links inventory data with maintenance data and tracks the following information for all performed maintenance:

• Preventive maintenance dates for each accountable item or major assembly.

• Preventive maintenance findings/adjustments for each accountable item.

• Demand/Emergency Maintenance Actions

• Trouble Ticket # (Assigned by Contractor)

• Major Assembly ID

• Item Control #

• Date/Time Discovered

• Date/Time Technician Notified

• Government Rep or Contractor's name/rank/position making notification

• Method of Notification (phone, in person, email, other)

• Date/Time Technician on site

• Description of Trouble

• Point of Contact and telephone # for field location troubles requiring access to remote secure buildings or locations

• Description of troubles found

• Description of restoration actions (time line format to include AWP periods)

• Date/time restored

• Date/time Government notified of restoration

• Person notified of restoration (Name/Rank/Position)

• Technician Name completing repairs

1.1.12 MAINTENANCE REPORTING. The contractor shall submit a monthly status report

(7th of every month) to the COR that shall included a summary of all preventive and demand maintenance actions, any outstanding maintenance issues to include outages pending receipt of parts or awaiting maintenance , and a general statement as to the general health of the IESS.

Outage reports shall be processed and documented on an approved maintenance ticket and signed by the Maintenance Technician making the repairs. A completed copy of each closed outage ticket shall be forwarded to the COR upon completion of the work and a file copy maintained by the contractor.

1.1.13 EXCLUSION. Communication infrastructure is not considered part of the Channel

Asociated Signaling (CAS) telephone and fiber backbones .When communication failures are suspected within the CAS 's communication infrastructure , Contractor shall advise the COR and a work order shall be secured to correct the problem . The line of demarcation between IESS and Fort Sam Houston communications infrastructure shall be at the CAS 's fiber patch or telephone punch blocks in each building. Fiber and cabling installed and documented as a dedicated part of the IESS (not common carrier facilities) is not part of this exclusion.

1.1.14 AIR FORCE ANTITERRORISM (AT) PROGRAM. The AT program seeks to deter or limit the effects of terrorist acts against the Air Force (AF) by giving guidance on collecting and disseminating timely threat information, providing training to all AF members, developing comprehensive plans to deter and counter terrorist incidents, allocating funds and personnel and implementing AT measures. In accordance with AFI 10-245 paragraphs 2.17 and paragraph 2.25, DOD contractors and sub-contracts personnel shall be offered Level 1 -

AT Awareness Training. Compliance with the training shall be monitored by the COR.
