Solicitation # FA3016-17-U-0288
Amendment #1
19 September 2017
1. The purpose of this amendment is to provide the government's response to questions submitted by contractors relating to the above solicitation # FA3016-17-U-0288.
2. Contractor questions and government responses are below.
Contractor Question 1: Is this a contract currently being performed, if so who is the incumbent?
Government Response: The current contract, FA3016-12-F-0137, was awarded to Alamo
Integrated Systems, Inc.
Contractor Question 2: Will required expansions or modifications to add additional coverage, including installation of the Security System for any new projects, sites, buildings and equipment on Fort Sam Houston be handled on a task order arrangement or Other Direct Charges (ODC)?
Government Response: Contract modifications will be submitted as needed.
Contractor Question 3: “The contractor shall provide all resources necessary to maintain an IESS consisting of all Access Control Systems (ACS), Closed Circuitry Television (CCTV) Systems and
Alarmed Protected Distribution Systems (PDS) and equipment as identified in the Systems Listing of this Performance Work Statement (PWS).” Based on this statement should Contractor propose spare parts for all equipment listed in Appendix A?
Government Response: The contractor shall provide all resources to maintain an IESS.
Contractor Question 4: : “The contractor shall provide all resources necessary to maintain an
IESS consisting of all Access Control Systems (ACS), Closed Circuitry Television (CCTV) Systems and Alarmed Protected Distribution Systems (PDS) and equipment as identified in the Systems
Listing of this Performance Work Statement (PWS).” Based on this statement should Contractor pricing for all equipment listed in Appendix A be included in CLIN 001 pricing even though CLIN
002 Parts states “Do Not Price”?
Government Response: No
Contractor Question 5: “The contractor will replace existing proprietary equipment with hardware/software that is universal and/or non-proprietary.” Is there a current list of proprietary equipment that requires replaced and is the cost of the equipment being replaced to be included in
CLIN #001?
Contractor Question 6: 1) Is contractor to determine from Appendix A which equipment is currently proprietary and plan to replace identified equipment during course of contract?
2) Is the cost to replace proprietary equipment included in CLIN #001 or will this be approved separately by the COR?
Government Response: 1) No
2) This will first be approved by the Contracting Officer Representative (COR) & the Contracting
Officer
Contractor Question 7: What does COR consider parts that are and are not covered under routine maintenance?
Government Response: All parts that are not covered under routine maintenance will first be approved by the Contracting Officer Representative (COR)
Contractor Question 8: Is contractor required to maintain stock item parts according to equipment listed in Appendix A?
Government Response: This PWS defines the efforts required for the testing, maintenance and replacement of ACS security system, CCTV System and PDS System components
Contractor Question 9: What is mechanism for payment for contractor to replenish stock items when used during routine maintenance?
Government Response: This PWS defines the efforts required for the testing, maintenance and replacement of ACS security system, CCTV System and PDS System components
Contractor Question 10: Should pricing include a list of all equipment costs and costs to replace listed equipment?
Contractor Question 11: Can the government provide an Independent Government Cost Estimate
(IGCE)?
Contractor Question 12: Will the government allow for a site visit prior to proposal submission?
Contractor Question 13: Can the government provide the minimum qualifications for the required personnel?
Government Response: Technically qualified maintenance service personnel are required to repair and maintain the IESS. Technicians shall be qualified for execution of all on-site maintenance functions as delineated in the PWS.
Contractor Question 14: Can the government provide historic maintenance data, i.e. number of maintenance calls per year?
Contractor Question 15: Does the government provide all inventory parts or does the contractor?
Government Response: The contractor shall provide all resources necessary to maintain the IESS systems.
Contractor Question 16: If the inventory is provided by the contractor, will those items be cost reimbursable under CLIN 002?
Government Response: All parts that are not covered under routine maintenance will first be approved by the Contracting Officer Representative (COR) & Contracting Officer
Contractor Question 17: Does the Government currently have or maintain spare stock equipment that needs to be inventoried also?
Contractor Question 18: Will the maintenance database application reside on a USG computer system or the Contractors computer system?
Government Response: This will reside on the Contractor’s computer system.
Contractor Question 19: Whomever gets picked for this project, will there be a walkthrough of these buildings to verify the equipment locations and count?
Government Response: Yes
Contractor Question 20: Has anything been added to the original system?
Contractor Question 21: Is the system fully operational?
Government Response: Yes
Contractor Question 22: The solicitation states on Page that the technician must have SECRET clearance? Does that mean that a company needs to have an active Federal Clearance (FCL)?
Government Response: 1.1.6. SECURITY. Contractor employees shall have SECRET clearance prior to beginning work. The DD Form 254 Department of Defense Contract Security
Classification Specification will be completed and submitted to the COR before contract start date.
Contractor Question 23: Exactly how many devices, cameras, towers, andetc. would require lifts, cranes, and other suitable platforms to perform elevated work?
Government Response: All devices can be reached with a ladder.
