STATEMENT OF WORK

FOR

CAMPUS WIDE VIDEO TELECONFERENCE (VTC) LIFECYCLE

REPLACEMENT AND AUDITORIUM UPGRADE

Revised 26 July 2017

1. DESCRIPTION OF SERVICES / GENERAL INFORMATION. The contractor shall provide all management, tools, supplies, equipment, transportation, and non-personal services necessary to accomplish the lifecycle replacement and installation of METC’s Video Teleconferencing Systems, as further defined in the attachments. The contractor shall be required to transport all replaced equipment to a central storage area, palletize, and prep for disposition through Defense Reutilization and Marketing

Office (DRMO), 4060 Wilson Way, Joint Base San Antonio – Fort Sam Houston, Texas, 78234.

1.1. DESCRIPTION OF SERVICES. Requirements are specified in appendix B and C.

1.1.1. SCHEDULE. Provide a Project schedule coordinated with the Government Representative to identify specific timelines for each phase of the project and provide an overall estimated completion date.

The point of contact (POC) shall coordinate with the Government representatives for access to the building(s) specified in this Statement of Work (SOW) as necessary. The Contractor shall provide a Final

Design, including a Bill of Materials (BOM) and a Quality Control Plan (see paragraph 1.3 below) to the

Government representatives a minimum three (3) work days prior to start of work. The Contractor shall propose the start date to the Government representatives a minimum of three (3) work days prior to starting work, and shall subsequently schedule work dates and coordinate all work with the using agency and through the Government representatives.

1.1.2. PROJECT PLAN AND STATUS REPORTS. Provide a detailed upgrade and configuration

Project Plan to the Government Representative. Hold weekly Integrated Project Team (IPT) meetings with the Government representatives, that covers progress made each week, ensure timelines are met and discuss any issues that arise. Provide immediate notification of any change in installation and/or upgrade schedule to Government Representative

1.1.3. PROJECT SUPERVISION. Identify a POC and an alternate with authority to act for the

Contractor relating to daily contract operation. The POC shall be an individual with at least five (5) years’ of experience that is responsible for contract performance and delivery; conducting project team meetings with the Government’s Project Manager; producing a thorough project schedule that specifies building and rooms to be completed each day (within the specified period of performance); and handling logistic requirements. The POC shall coordinate and direct all contractor resources for project success, and shall be the primary project point of contact between the Contractor and the Government representative.

1.1.4. SITE EXAMINATION. Contractors shall examine the site and determine for themselves the existing conditions and general character of the site. Claims for additional costs due to conditions that could have been verified by site investigation shall not be permitted.

1.1.5. EQUIPMENT DELIVERY. All equipment shall be held by the contractor and delivered at the start of the installation. Contractor shall provide itemized list of all equipment with make, model and serial number as well as that installation specific information (building and room number) to the designated Government representative.

1.1.6. IMPLEMENTATION OF HARDWARE OR SOFTWARE COMPONENTS. Work in conjunction with organizational departments to ensure satisfactory implementation of any and all hardware or software components that shall attach to or install on existing network systems or devices.

1.1.7. REMOVAL OF EXISTING EQUIPMENT. Remove existing video teleconference equipment once new equipment has been installed, tested, and accepted. Remove and dispose of all existing irrelevant infrastructure cabling once new infrastructure cabling is installed, tested, and accepted.

Contractors shall label, package, and move/transfer removed Government equipment. The Government shall provide contractor with safe place to store all existing equipment until moved to building 4188.

Contractor shall provide an equipment list and the Government shall sign for all removed equipment at point of delivery to building 4188.

1.1.8. LABELING. All terminations shall be labeled in accordance with previously established standards as evidenced by existing infrastructure.

1.1.9. INSPECTION AND ACCEPTANCE. Inspection and acceptance shall be at the project site.

Notify the Government Representative in writing when the entire project has been inspected and ready for the Government’s pre-final inspection. With this notification, prepare and submit a list of items that must be corrected or completed.

1.1.9.1. PRE-FINAL INSPECTION. The Government representatives or technical representatives shall conduct a pre-final inspection when the project is substantially completed prior to a final inspection of the facility.

Upon completion of the pre-final inspection, if deficiencies are noted the Government representatives shall transmit a punch list report to the Contractor listing discrepancies requiring correction or completion and establishing a date for the final inspection. The Contractor has ten (10) days to complete the punch list and final inspection. The contractor shall provide three (3) days notification for the final inspection.

1.1.9.2. FINAL INSPECTION. When all pre-final inspection discrepancies have been corrected, the

Government representative shall conduct the final inspection with the POC, the Contractor, and any needed subcontractors to determine whether the project can be finally accepted upon written notice from the Contractor that the punch list items are complete.

1.1.9.3. RE-INSPECTION. If, upon the final inspection, it is found that punch list items are not sufficiently completed that the project cannot be finally accepted, the Contractor may be responsible for the Government costs for the additional technical services for preparation of a new punch list and any subsequent re-inspection prior to final acceptance. The Government cost for additional services may be charged to the Contractor through an appropriate change order at the rate of actual costs of the inspection team. Upon written notice from the Contractor that the re-inspection punch list items are complete, the

Government representative shall conduct the final inspection to verify that the discrepancies have been completed and determine whether the project can be finally accepted.

1.1.9.4. GOVERNMENT ACCEPTANCE. In accordance with the terms of the contract, the

Government shall accept, within ten (10) duty days after Final Inspection. Acceptance shall be final and conclusive except for latent defects, fraud, gross mistakes amounting to fraud, or the Government’s rights under any warranty or guarantee.

1.2. GENERAL INFORMATION. The Contractor shall:

a) Conduct themselves in a professional, courteous manner, maintaining acceptable appearances and dress.

b) Report in (with the Government’s Representative) at the beginning of each day as well as check out and provide project status at the end of the day.

c) Be responsible for transportation to and from jobsite as required. Building/area access shall be provided to the Contractor by the Customer or an assigned contact.

d) Maintain a clean and safe work environment. All unused materials, containers, tools and equipment shall be removed whenever possible and all trash debris shall be removed at the end of each day.

e) Take all precautions to protect all floors, walls, windows and other surfaces from stains, marring or other damage and shall be responsible for any necessary repairs.

1.2.1. COMMERCIAL WARRANTY. The Contractor agrees that the supplies/equipment or services furnished under this contract shall be covered by the manufacturer’s warranties. The printed terms and conditions of such warranties shall be provided to the Government with the delivery of any supplies/equipment or services covered.

1.3. QUALITY CONTROL. The contractor shall be responsible for quality control for all work accomplished during the performance of the task. The contractor shall provide and maintain a Quality

Control Plan (QCP) which ensures the requirements in this SOW are met. The QCP will be considered acceptable and approved unless the contractor is notified by the Contracting Officer (CO) prior to award.

The QCP shall be included in the technical proposal for evaluation and acceptance. As a minimum, the contractor shall develop quality control procedures that address the areas identified in section 2, Service

Delivery Summary.

1.3.1. CONTRACT MANAGEMENT. The Government representatives shall be identified to the

Contractor prior to start of work and shall monitor Contractor compliance with terms and conditions of the contract and notify the Government Point of Contact in writing of any deficiencies with recommendations as to corrective action. The Government representative is not authorized to take any actions which may result in changes in the provisions, specifications, or pricing of this contract. No changes in or deviation from the scope of service shall be effected without a modification executed.

1.3.2. HOURS OF OPERATION. Work shall be completed within occupied buildings occupied but unoccupied work areas. Work hours shall be 7:30 a.m. to 4:30 p.m., Monday through Friday, exclusive of

Federal holidays. At the option of the government, work may be permitted on Holidays, weekends or after

4:30 p.m. daily at no additional cost to the government.

1.3.3. HOLIDAYS OBSERVED. The Government holidays (non-workday weekdays) are New Year’s

Day; Dr. Martin Luther King, JR. Birthday; President’s Day; Memorial Day; Independence Day; Labor

Day; Columbus Day; Veterans Day; Thanksgiving Day; Christmas Day.

Note: When any of the above holidays falls on a Saturday, the preceding Friday shall be observed as the legal holiday; holidays falling on a Sunday shall be observed on the following Monday.

1.3.3.1 FACILITY CLOSURES. The Government shall notify the Contractor of anticipated closure of the facility, (i.e., training, holidays, administrative leave granted to the entire staff, or other closure including down days or family days) five (5) business days in advance or as soon as possible. In the event of unplanned closure of the facility due to natural disasters, military emergency, or severe weather, the

Contractor shall be notified in the same manner as DOD civilian personnel. The Government shall not pay if work on the TO cannot be performed during these periods.

1.3.4. SECURITY REQUIREMENTS. Contractor shall provide the name, date of birth, driver’s license number and state of issue for all personnel which shall require access to Joint Base San Antonio, Fort

Sam Houston to accomplish contract requirements.

1.3.4.1 APPLICABLE DOCUMENTS. The Contractor shall ensure all construction for this project is completed in with 29 CFR (Code of Federal Regulation) 1910, OSHA General Standards and 29 CFR

1926, to include OSHA Construction Standards, Unified Facilities Criteria (UFC) 3-580-01

Telecommunications Building Cabling Systems Planning and Design, Unified Facilities Criteria (UFC) 3-

600-01 Fire Protection Engineering for Facilities, UFC 4-010-01 Minimum Antiterrorism Standards for

Buildings, International Building Code, and Uniform Mechanical Code, and DA Technical Guide for

Installation Information Infrastructure Architecture (I3A). Furthermore, all electrical work shall comply with NFPA Life Safety Code 101, the latest edition of NFPA 70, (National Electric Code) and NFPA standards for communications.

1.3.4.2 FIRE AND SAFETY REGULATIONS. The Contractor shall comply with all Fort Sam Houston

Post Fire and Safety Regulations. The Contractor is required to comply with the American General

Contractors' Safety Manual and the Occupational Safety and Health Act. The Contractor shall comply with all applicable Air Force Occupational Health and Safety Standards and Regulations.

1.3.5. PERFORMANCE OF SERVICES DURING CRISIS DECLARED BY THE NATIONAL

COMMAND AUTHORITY OR OVERSEAS COMBATANT COMMANDER. The services required under this SOW are not designated as mission essential.

1.3.6. SPECIAL QUALIFICATIONS. The design and programming shall be accomplished under direction and supervision with an individual with ten (10) years’ of experience, licensing and certification sufficient to insure installation meets all government and testing standards, and all operational requirements. The physical installation of equipment will be accomplished by no less than three installers with a minimum of five (5) years’ of experience installing audio/video equipment similar to the environment of the Medical Education and Training Campus. The work shall be in strict accordance with the contract documents and standards of the industry. For those trades not requiring a license, the

Contractor shall ensure qualified and experienced personnel in their trades are assigned to government project work

1.3.7. RECORDS MANAGEMENT. The Contractor shall manage all data created for Government use or legally controlled by the Government, in support of the functional activity or required by AF publication, IAW with the AF records management procedures in Air Force Instruction (AFI) 33 - 322, Records Management Program, paragraph 10, Air Force Manual (AFMAN) 37-123,paragraph 7.4, Air

Force Manual (AFMAN) 37-138, paragraph 2.13, and the Air Force Records Disposition Schedule (AF

1.3.8. AIR FORCE ANTITERRORISM (AT) PROGRAM. The AT program seeks to deter or limit the effects of terrorist acts against the AF by giving guidance on collecting and disseminating timely threat information, providing training to all AF members, developing comprehensive plans to deter and counter terrorist incidents, allocating funds and personnel and implementing AT measures. In accordance with

AFI 10-245paragraphs 2.18 and paragraph 2.25, DOD contractors and sub-contractor personnel shall be offered Level 1 - AT Awareness Training. AT Awareness Training may be accomplished by either a

Level I - qualified instructor, or by completing the "Force Protection" computer based training (CBT) course on the Advanced Distributed Learning System (ADLS) https://golearn.csd.disa.mil/kc/login/login.asp or at https://jkodirect.jten.mil for individuals without access to NIPR, possessing a CAC card, nor enrolled in DEERS. Compliance with the training will be monitored by the contracting officer’s representative.

5. Furnish and install all required podium components, unless otherwise specified to be

Government furnished. The

Contractor shall connect, integrate, configure, program, and test existing screens, speakers, and projectors with new video teleconference components.

3. GOVERNMENT FURNISHED PROPERTY AND SERVICES. The Contractor may utilize electrical utilities and restrooms facilities as needed. The Contractor shall use good judgment in the

6 | P a g e conservation of government utilities. The Contractor shall adhere to and enforce prevailing energy conservation practices.

3.1 WORK/STORAGE AND PARKING. Do not work or store materials in a manner that would hinder or otherwise block pedestrian circulation to exit corridors and exit doors in the event of an emergency or fire. Storage and parking shall be near the job site or as designated by the Government representatives.

Limited storage may be available to contractor upon request. Storage of materials shall be coordinated with the Government representatives. The storage areas shall be free of debris, refuse, spills, leaks, stains, splashes and excessive materials. All storage areas shall be maintained in a neat, clean, and safe condition.

APPENDIX B

Medical Education and Training Campus (METC)

Medical Instruction Facility (MIF) 4 Auditorium Lifecycle Upgrade

1.0 PROJECT INFORMATION: This requirement shall furnish and install up-to-date audio/video and video teleconference equipment, in the Auditorium located in MIF 4 (Bldg 1364) on the

METC Campus on Fort Sam Houston. Video teleconference items furnished must be current on the Department of Defense Information Network’s Approved Products List. Equipment shall be the most up-to-date and fully integrated into existing equipment. The Contractor shall provide all management, tools, supplies, equipment, labor, materials and documentation required including final design and labor required for the engineering, installation, and testing of this project.

2.0 DESCRIPTION OF WORK: Remove obsolete VTC system, hanging projector, and automated projector screen. Install Cisco SX80 and integrate with existing cameras and other peripheral devices to allow for large scale VTCs. Install and commission 18’x12’ (width x height), 3.91mm, indoor LED display, along with required supports and video processors. Install ceiling mounted microphones, both on stage and above audience seating. Remove existing wall mounted TVs and mounts; replace with 84” LED, RS232 controlled displays and swing arm, wall display mount. Install 32” LED, RS232 controlled confidence monitor, centered on the left and right edge of the stage, slanted for use by the presenter’s view of the main program output.

Remove existing spot lights. Install temperature range control LED lights and lighting console to allow for remote controls of devices from within the control booth. Install 2, 4-digit countdown timer displays. Remove and replace existing lectern with executive styled flat top lectern with articulating monitor mount, and cutouts for tabletop control with 10” color touch screen, power outlets and external audio and video connectors.

In addition to these requirements, the Contractor shall remove outdated AV equipment from the control room and replace with necessary equipment to integrate the VTC, podium and standalone PCs, lighting controls, and displays.

The integration will allow for the following capabilities within the auditorium:

From the stage o The stage will be equipped with a standard lectern that will be positioned on stage to the left of the viewing audience.

o The back wall of the stage will hold an 18’x12’ (width x height) LED video display with on/off capabilities capable of being controlled either from the stage or the control booth.

o The stage will be equipped with overhead omni-directional microphones that track presenters’ audio, controlled from the control booth.

o The stage will be equipped with two 32” (or larger) confidence monitor, centered on the left and right edge of the stage, slanted for use by the presenter’s view of the main program output.

o The stage will be equipped with two 4-digit countdown display event timer, located in close proximity to the confidence monitors.

9 | P a g e o The spotlights directed onto the stage will be temperature range controlled LED lights with controls capable from the stage or the control booth.

Lectern o The lectern will have a minimum of 35” flat work surface.

o The lectern will be equipped with an interactive display monitor on an articulating mount. The outputs on the monitor will be controlled by an AV control panel that will be mounted in a flip-top touch screen solution that includes power outlets and

HDMI/VGA/DVI/AUX input connectors with a mini audio jack.

o The podium surface will have a 10” touch/control panel that will be fixed to the far right. Touch panel will also have intercom capabilities between control booth and lectern touch panel.

o The podium will be equipped with a rack-mounted, broadcast quality BLU-Ray/DVD

Player and be controlled by the podium touch panel; it will be used as a source input.

o The podium will be equipped with a state of the art, RS232 controlled Document

Camera; it will be turned on or off by the Touch Panel; it will be used as a source input.

o The podium will be equipped with a surface mounted microphone. The touch panel will control the volume control and mute functions of the microphone.

o The podium will be equipped with the latest desktop computer (government furnished) that will be used as a source input.

o The podium surface will be equipped with a flush mount cubby that will house the

HDMI/VGA/DVI AUX input connectors and the mini audio jack that accompanies the

HDMI/VGA DVI AUX input; for visiting laptops, etc.

o The podium touch panel will control the on/off action of the video wall display; with a function to mute the display.

o The podium touch panel will allow all source inputs (Podium PC, DOC CAM, BLU-

RAY DVD, AUX input) to be sent to the Video Wall Display and the confidence monitor independently.

o The podium touch panel will be set so that audio follows source selected video o The podium touch panel will control the main program audio output; with a mute option.

o The podium touch panel will control the audio volume of all podium source inputs;

with individual mute options.

o A master on/off switch on the touch panel will be used to shut the basic system functions down with one touch (and vice versa); default “on” source for Stage and

Booth will be PC.

o The booth and the podium should work in tandem with all podium sources also as booth sources when needed; and labeled on booth touch panel as such; with the booth touch panel being the primary.

Seating Area o The Seating area will be equipped with two 84” or larger LED monitors, positioned just to the left and right of the stage.

o The monitors on/off function, mute and source selection will be controlled by the

Booth or Stage touch panels.

o The seating area will be equipped with overhead microphones to capture audience comments/questions.

10 | P a g e o The overhead microphones will be controlled by the booth touch panel and be set-up on the panel in zones; each zones on/off, gain controls and mute will be independently controlled by the touch panel.

o The existing (4) cameras in the auditorium will be reutilized and integrated into the upgrade; two of the cameras will have to be repositioned to gain maximum audience views.

o The Cameras will also be used as the primary cameras for the CODEC SX-80

(VTC).

Control Booth o The Control Booth will be the primary area for all Audio Visual and Multimedia control in the Auditorium.

o The current rack and furniture configuration will remain the same.

o The Cameras, camera control units, and camera switcher will be reutilized and integrated into the upgrade.

o The current media racks will neatly house all of the Multimedia equipment required for the upgrade.

o The media racks will be equipped with, at a minimum, a Desktop PC (government furnished); rack-mounted, broadcast quality BLU-Ray/DVD Player; an Video/Audio

Recorder; a CODEC SX-80 (VTC), Camera Control Units; a program monitor; a preview monitor; wireless microphone receivers; ceiling microphone receivers; a source input panel which includes HDMI, VGA and DVI input connectors (for external connections). And related media processing equipment.

o A 15-inch (or greater) touch panel will be used to control and route all Video and

Audio signals. Touch panel will also have intercom capabilities between control booth and lectern touch panel.

o The touch panel display will be user friendly with a clear, easy to use and read layout.

o A master on/off switch on the touch panel will be used to shut the basic system functions down with one touch (and vice versa); default “on” source for Stage and

Booth will be PC.

o All sources will have the ability to be independently routed to the video wall, the confidence monitor, and viewer side monitors.

o The touch panel will independently control the on/off functions of the Video Wall, the confidence monitor and the viewer side monitors; with the ability to mute all independently.

o The primary Video that will be captured by the Video/Audio Recorder will be Camera

Video; and a combination of Room/Stage and Source selected audio.

o When necessary, the booth and the podium should work in tandem; meaning all podium sources will also be booth sources when needed; and labeled on booth touch panel as such; with the booth touch panel being the primary.

o The booth will be equipped with audio monitors to monitor stage and audience audio;

volume and mute for the monitors will be controlled by the touch panel.

o The main audio output volume and mute will be controlled by the touch panel.

o All source audio input volumes (to include mics) will be controlled independently by the touch panel; to include the mute function.

o Stage lights will be controlled by simplistic, wall-mounted lighting control on the stage and independent light control panel in the control booth.

VTC

o The CODEC (VTC) will be integrated into the video and audio system of the Media

Booth.

o The VTC will be a source on the touch Panel.

o The VTC should be configured to receive and send DUO Video; to enable the ability to receive/send the camera feed and presentation (slides) at the same time as intended.

o All source audio will remain active during a VTC source selection (to allow for switching to various audio sources during the VTC for audience or recording.

o All functions of the VTC will be controlled by the touch panel or a separate stand-alone touch panel.

o All audio and video can be recorded.

Salient characteristics are listed in (Table I).

3.0 INFRASTRUCTURE INSTALLATION. Furnish and install all required infrastructure to support proper operation of new VTC systems and ceiling microphones. Coordinate with the

Government PM prior to the infrastructure installation start date to determine that the site is ready for installation. Remove and dispose of any existing irrelevant infrastructure cabling once new infrastructure cabling is installed, tested, and accepted. Prior to the infrastructure installation start date, a joint site inspection by the Contractor and Government Representative shall be held to verify project site status as ready for installation and the successful completion of all tasks supporting this project.

4.0 SYSTEM INSTALLATION. Furnish and install all required necessary components. Connect, integrate, configure, program, and test compatibility and integration of newly installed equipment with existing infrastructure. Ensure that the VTC system installed has all required licensing and are loaded with the most current/updated software packages. NOTE: On-site storage of project material is limited but available with coordination through Government Representative. Upon completion of installation and final testing of system and infrastructure components, provide system documentation (user guides), applicable system code; warranty information; block diagram by room, and initial on-site training services to the Government.
