SUBJECT: Amendment 1 Questions & Answers, FA3016-17-U-0195 VTC and Auditorium

Upgrade, JBSA-Fort Sam Houston

a. The following contractor questions and government responses are provided.

1. In terms of security (SIPR, NIPR, etc), are there are any special requirements?

GOV’T RESPONSE: All Media Events and VTC’s performed at METC are

UNCLASSIFIED. No secure, SIPR or special requirements needed.

2. Is there a Full list of any reused equipment (for all rooms)?

GOV’T RESPONSE: Currently, there is no list of equipment in each room.

3. We will also need drawings of the existing systems, and make sure they have the uncompelled source code for both the master and the touch panel will this be provided?

GOV’T RESPONSE: Drawings will be provided to the awardee.

4. Clarify all of the removal requirements (who is repairing the ceiling wall etc, where is the removed equipment going, etc, how much existing cable is anticipate being removed)?

GOV’T RESPONSE: Contractor is responsible for all repairs to walls and ceiling where equipment is either installed, replaced, or removed. The amount of existing cable is unknown.

5. Clarify the or equal equipment and what is required (documentation wise) for that?

GOV’T RESPONSE: “Or equal equipment” refers to equipment specifically outlined in the SOW or equivalent equipment that is directly compatible with the equipment that will remain in place. Any “equivalent” equipment that requires extra accessories, coding, or funding to function within the system should not be considered.

6. For the analog to digital codec conversion, do we upgrade the switch or just replace cabling?

GOV’T RESPONSE: Upgrade the existing switch.

7. What is the exact model number of the cameras to be re-used?

GOV’T RESPONSE: Sony Model# BRC-Z700 HD3 CMOS Color Video

Camera.

8. What are the model numbers for the Crestron Touch Panels to be re-used?

GOV’T RESPONSE: Per the SOW, the touch panels in the Auditorium to be new and furnished by the contractor (one 7” or bigger and one 15” or bigger). The Model numbers of the touch panels for the VTC Rooms (to be re-used), are Crestron TPMC-8X.

9. Are drawings and the control code available for the existing systems?

GOV’T RESPONSE: Drawings and coding will be provided to the awardee.

10. Is blocking and power for the video wall the responsibility of others?

GOV’T RESPONSE: Power is currently avialable at the location. The mount and Mounting of the Video wall is the responsibility of the contracted company

11. For ceiling microphones, do we need to spec out a bigger mix board?

GOV’T RESPONSE: Microphones/Microphone zones should be combined as much as possible in the overall scheme of the build. If the intended mixer cannot accommodate the mic zone inputs then a bigger mixer should be acquired.

12. What are the dimensions of the drop down screen currently in place?

GOV’T RESPONSE: 16ft x 9ft

13. Many of the products listed in the solicitation are not TAA compliant and/or are made in China. Is it the government’s intent to allow vendors to provide these products?

GOV’T RESPONSE: If the equipment is TAA compliant and can be purchased within the USA the government would prefer the contractor

3 | P a g e provide these products. If however the equipment is not TAA and cannot be purchased in the USA, it is permissible to purchase the equipment as stated in the SOW.

14. Many of the products specified by the government are not commercial grade but intended for home or personal use. This will affect the lifecycle of the product when used in a professional environment. Is it the governments intent to purchase items for home use?

GOV’T RESPONSE: Vendor can quote the items requested and if they wanted to propose a commercial grade, please do this on a separate document that can be reviewed.

15. Is the equipment list in the SOW what the government expects to be delivered or can existing GFE equipment be reused if it fits with the new design?

GOV’T RESPONSE: Please refer to para 2.0 of Appendix B in the SOW.

16. Will wireless microphones be reused?

GOV’T RESPONSE: For the Campus Wide VTC Lifecycle replacement, the microphones will need to be replaced per para 1.0 of the SOW

For the MIF4 Auditorium, we currently used hand held microphones and therefore expect the vendor to acquired and install overhead microphones.

17. Will existing speakers be reused?

GOV’T RESPONSE: Vendor will reuse existing speaker setup.

18. What type of output are the existing cameras?

GOV’T RESPONSE: The output for the existing cameras are VGA.

19. Page 1 of the SOW, Bid Schedule Table – Should the column labeled “ITEM” read

“CLIN”?

GOV’T RESPONSE: Yes ITEM and CLIN are one in the same on the RFQ.

20. Is the existing projector and motorized lift in the auditorium ceiling to be removed?

GOV’T RESPONSE: Yes, the Auditoriums projector and motorized screen are to be removed and turned over to METC Projects/AV.

21. Is the video wall to be wall mounted or flown from the ceiling?

GOV’T RESPONSE: The Video wall will be mounted. Contractor/Vendor should determine the ways and means to accomplish this task.

22. Is the current local power sufficient to meet the needs of the video wall or will power need to be run?

GOV’T RESPONSE: Power sufficiency is unknown. Vendor will provide power requirements after award.

23. Are the walls reinforced to support the 84’’ LED swing mounts?

GOV’T RESPONSE: Unknown, the contractor will need to determine if additional re-enforcement is necessary.

24. Will power outlets be provided by the government for new monitors and timer displays?

GOV’T RESPONSE: Power outlets are currently provided, but the vendor will need to determine if the current power setup is sufficient for the new monitors and timer displays at time of installation.

25. Can you provide the make and model of all equipment being reused?

GOV’T RESPONSE: Currently, there is no list of equipment in each room.

b. A revised Statement of Work dated 26 July 2017 is attached.

c. Acknowledge receipt of this Amendment by endorsement below and submit to the 502d

CONS Point of Contact with your proposal.
