Site Walk 07 June 2016 RFI Questions
1. What is the composition (Thickness and Materials) of the existing subgrade, is it known?
Unknown
2. Is a Geo Technical Report available for the location, if not will this project require a Geotechnical Evaluation?
There is no geotechnical report. If a geotechnical report is required by the Professional Engineer designer of record then that data shall be provided to the government in the design package. If the geotechnical report is not required by the Professional Engineer designer of record then a geotechnical analysis is not required.
3. Pull Up Bars – The SOW states to remove and re-install the PT bars. Will they be reinstalled as is, or will the bars be repainted?
Revised SOW dated 20 Apr 2016 paragraph 1.4.2.2: Contractor shall resurface and repaint the pull up bars that were salvaged during demolition. Reinstall the resurfaced repainted same bars into PT Pad/Track at the same locations.
4. Per SOW 2.3.2 – Please provide the “Public Side” of the site that will require woven privacy fabric If the project can be seen from Truemper St, Carswell Ave or Patrick St then that view is considered “Public Side”.
5. Over the rubberized surfaces on PT pad there are some markings, will they be repainted on the replaced surfaces.
Only paint the rubberized surface of the running track not the PD pads.
6. Where will the designated area for contractor employee’s parking lot, and the assigned area to stockpile materials, laydown equipment and job trailer be located?
See Figure 1 Beware of overhead power lines. Do not drive on sidewalks and troop walks.

7. What side will be the Public Side?

8. Does the Government recommended a route and a designed area for delivery and stockpiling the asphalt to the project?

9. Asphalt requires multiple trucks to be staged and a laydown area for asphalt stockpiling and a concrete wash-out will be needed.

10. Can the contractor set up another site visit to turn on the lighting and evaluate the lighting before proposal due time?
Not until after award
11. Appendix F was not on Fed Biz Ops – Design Guide Specs Design Guide specs have been added to FBO

13. Is the contractor required to install temporary fencing around the entire project (track and pads)? It will take around 2,500 LF to enclose the track area and about 800 LF for the lay down area.

14. In putting my schedule together I have some concerns on the amount of time for the actual construction of the new track and pads. The RFP gives the contractor 90 calendar days to complete the project. That equates to about 74 working days. In my estimation it will take about twice the working days to complete the project. The demo will take 30 working days, installing the new concrete curbs and asphalt to receive the new track material will take 45 working days, and due the rubber track material being place in layers, I would think that and additional 45 working day if not more. I just finished replacing 25% of a track here in San Antonio and it took the installer 15 days (3 weeks)to complete because of the track being installed in 3 or 4 layers. After the track is finished we will still need reinstall the pull up bars and cleanup and re-grade and seed the area, which could take up to 2 to 4 weeks. With all that said, I think that the 90 calendar days is not near enough time to complete the project, 160 to 180 calendar days is more realistic.
The government believes that the 90 day period of performance is sufficient for this project.
15. Can current topos and geotech be made available?
The government does not have this data
16. PT Pads (3-Stand Alone) - At current it seems that water runs off to the East \ SE side of PT pads into a natural ditch. Track and PT Pads - also seem to run off to the East \ SE side into a natural ditch. Are the new PT pads (3) & track/pads to be on the same plane, crowned with drainage shedding off to the E and W sides into natural ditches?
Designer of record question. Make sure the water does not impact something it is not already impacting.
17. The repair or replacement lighting refers to only at PT pads. Are the lights around the track included? Does the govt know if all fixtures are operational or have a count on what needs to be replaced?
No information is available about the lights
18. Water fountains were located on the west side of PT pads and track. Are these fountains operational and where does the supply come from?

19. Please explain 2nd bulleted statement of SoW, para. 1.4.1. Does this mean that a construction NTP will not be given until the current contractor is complete with their project.
The track at building 9110 will be starting construction soon. They have completed their 100% design. When the track/PT pad at building 9110 is reopened then the track/PT pad at building 9210 can be closed for construction.
20. SoW states that a temporary fence needs to be installed around perimeter of job site, to include jobsite trailer and lay down area. Does the govt have a dwg on the limits of what this area will be?

21. Along with visual barrier on the fence, will a silt fence be required at the base of the fence?
The construction fence does not stop runoff and silt fines form exiting the site. Environmental protection is still required.
22. Which lights work and which ones do not?
The government does not have this information
23. Should the base bid be to replace all lights?
Contractor’s discretion
24. Has a soil study or Geo Tech been done on this location?
No
25. Are unit pricing for off-site disposal options based on analytical results?
CE does not understand this question
26. Please confirm that the Bid Due date is Saturday 24th June 2016.
