STATEMENT OF WORK

PROJECT # MPLS 150031
Repair Running Tracks, B9210 JBSA - LACKLAND
1. PROJECT SCOPE
1.1 BACKGROUND
There is a running track and an exercise pad near building 9210 which are approximately 12 years old and falling apart. The facilities are to be used for basic training for the near future and therefore need to be repaired. The physical training (PT) pad and track are beginning to pull away from the asphalt causing a tripping hazard. The stop-gap fix which placed a metal border around the PT pads is breaking apart and has become a hazard exposing the trainees to sharp edges. The track surfaces are worn out and thin to non-existent. The underlying surface of the track near the drain has eroded away causing the track to give way as trainees run over it. The pad lights, which are used during the hours of darkness to conduct trainee physical conditioning and marching practice, need to be repaired or replaced as needed to assure proper function. Figure 1 shows the general project location and the relative project area near B9210.

The areas are used daily for the 326/322 Training Squadron and Airman’s week training.
Currently the use of the east track/pad must be staggered for use due to the condition of the west track/pad.
The track is 440 yards. The asphalt bases on both the track and the pad, including the rubberized surfaces, need to be repaired/replaced in the exact same layout. All related lighting, power lines and electrical components must be made functional.
1.2 GENERAL
1.2.1 The contractor shall identify and comply with all applicable (1) federal, state, local as well as Department of Defense (DoD), Air Force, and JBSA - Lackland statutes, instructions, manuals, handbooks, regulations, guidance, policy letters, and rules (including all changes and amendments), and (2) Presidential Executive Orders, in effect on the date of issuance of this contract. Upon approval of the 100% design stamped drawings the Government shall issue a construction Notice to Proceed (NTP) to the Contractor.
1.3 DESIGN
1.3.1 The overall scope of work (SOW) includes demolition/installation of the track and PT pad areas. These areas are to be repaired/replaced with the same type materials and in the same layouts. The contractor shall be responsible for developing design analysis, plans, and specifications to accomplish the provisions of this SOW.
1.3.2 The Designer of Record (DOR) shall use the Unified Facilities Guide Specifications (UFGS) and the requirements contained in this SOW to fully develop the technical specifications and construction drawings. The technical criteria contained and cited in this SOW and UFGS establish minimum standards for the design and construction quality.
1.3.3 The contractor shall be responsible for preparing, filing, testing, and paying for any fees necessary to obtain all necessary permits to meet the provisions of this SOW. All testing and/or permitting fees shall be included as part of the base bid.
1.3.4 Record drawings are not available. Maps of the area will be provided. Contractor shall field verify all required dimensions and information themselves to produce the design documents. Contractor shall develop accurate electronic plans in AutoCAD format. Electronic plans developed by the contractor (not the government furnished record drawings) shall be used as the basis for design drawings.
1.3.5 The contractor shall submit for government review and approval, bound paper copies and electronic copies of 65%, 95% and 100% complete design packages consisting of detailed design analyses, plans and specifications for the accomplishment of all construction work described in section 1.4 below. Contractor shall submit a signed and sealed 100% design package incorporating all correction from the 65%, 95% and 100% reviews. Mobilization and construction effort will only be allowed to begin upon the receipt of signed and sealed 100% design package. All electronic copies shall be provided to the government in the native file and PDF format.
1.3.6 502 CONS issues NTP
1.4 CONSTRUCTION
All construction work shall be in strict conformance with design drawings and specifications and shall include the furnishing of all materials, labor, plant, tools, equipment, and services necessary to accomplish the provisions of this SOW. The work performed by the contractor shall result in complete and fully functioning systems consisting of, but not limited to, the following principal items:
1.4.1 Demolition
• Contractor shall demo the track and PT Pad including asphalt surfaces, approximately 3” depth, and any other curbing or surfaces around or under the tracks.
• Contractor shall make sure the construction doesn’t coincide with the construction of the other track and PT pad project next to it.
• Contractor shall protect government equipment and property from damage during construction. Contractor is responsible for properly documenting the condition of the property prior to the start of construction. Contractor shall be responsible for repairing any damages to government property due to contractor’s negligence, at its own cost.
• All demolished equipments at the conclusion of the project will become the property of the contractor and shall be removed off-site and disposed IAW all applicable local, state, and federal laws.
1.4.2 New Work
• Contractor should replace with asphalt or concrete all areas, which are currently asphalt or concrete in the same dimensions and layout.
• Contractor shall remove pull-up bars during PT Pad/Track demo and replace same bars into new PT Pad/Track at the same locations.
• Contractor shall resurface/replace the track with the same type and color of running surface currently used. In addition, the track lanes should be painted as is.
• Contractor shall replace rubberized surfaces on PT pad to match current size and layout.
• Contractor shall test and verify function of track lighting and repair any non-functional lights.
• Check ground work for proper drainage away from the track.
• Any outages requested by the contractor to perform any provisions of this SOW, shall be submitted to the 502 CES Project Manager (PM) at least 14 calendar days prior to the requested Outage Date.
• Upon completion of the construction work, the contractor shall restore and clean the project area and return it back to the government ready for immediate use.
• Seed in locations as needed to repair any damage done to grass area.
1.5. CODES AND REGULATIONS
All work shall be accomplished in accordance with the latest edition of applicable codes, standards, regulations and other requirements. In the case where two or more standards are applicable, the contractor shall ensure compliance with the more stringent of the standards.
2. GENERAL
Applicable provisions of the Contract Clauses of the contract will govern work under each section of these specifications.
2.1. GENERAL REQUIREMENTS
2.1.1. Site Plan
The contractor shall prepare a site plan indicating the proposed location and dimensions of any area to be isolated/fenced for use by the Contractor, the number of trailers to be used, avenues of ingress/egress to the project area, and laydown/storage area. Any areas, which may have to be graveled to prevent the tracking of mud, shall also be identified. The contractor shall also indicate if the use of a supplemental or other staging area is desired. Please see Appendix B for general location of the site. Contractor site plan shall be submitted for approval by the government 14 working days in advance prior to mobilization for construction.
2.1.2. Identification of Employees
The contractor shall be responsible for furnishing to each employee, and for requiring each employee engaged on the work to display, identification as approved and directed by the Contracting Officer. Prescribed identification shall immediately be delivered to the Contracting Officer for cancellation upon release of any employee. When required, the contractor shall obtain and provide fingerprints of persons employed on the project. All contractor and sub-contractor personnel shall wear identifying markings on hard hats and safety vests clearly identifying the company for whom the employee works.
2.1.3. Employee Parking
Contractor employees shall park privately owned vehicles in an area designated by the 502 CES PM. This area will be within reasonable walking distance of the construction site. Contractor employee parking shall not interfere with existing and established parking requirements of the military installation. Please see the Appendix B for general location.
2.1.4. Job Site Tools and Equipment
All hand tools and equipment shall be maintained in good working conditions and properly stored when not in use. Construction attire shall be in accordance with applicable OSHA regulations. All tools and equipment shall be at hand prior to the contractor commencing work.
2.1.5. Project Signage
Contractor shall furnish and erect a project construction sign as specified in Appendix E.
Coordinate final signage copy and location at site with 502 CES PM.
2.2. AVAILABILITY AND USE OF UTILITY SERVICES
2.2.1. Payment for Utility Services
The Government will make all reasonably required utilities available to the contractor from existing outlets and supplies, as specified in the contract. The contractor shall carefully conserve any utilities furnished without charge. The contractor, at its expense and in a manner satisfactory to the Contracting Officer, shall provide and maintain necessary temporary connections and distribution lines.
2.2.2. Sanitation
Contractor will not be provided restroom facilities and are required to provide their own temporary facilities. This temporary facility must be kept within the fenced laydown yard.
2.2.3. Telephone
The Contractor shall make arrangements and pay all costs for telephone facilities desired.
2.3. CONTRACTOR'S TEMPORARY FACILITIES
2.3.1. Administrative Field Offices
The Contractor shall provide and maintain any necessary administrative field office facilities within the construction area per approved Site Plan. Government office and warehouse facilities will not be available to the contractor's personnel.
2.3.2. Storage Area
The contractor shall construct and maintain temporary 6-foot high chain link fence around the exterior of the project site perimeter, trailers and stored materials. The fence shall include woven privacy fabric, 90%-density, bound edging with brass 1”-grommets fastening locations; factory cut wind-holes; color: dark brown, so that visibility through the fence is obstructed. Fence fabric shall be installed on the “public” side of the site’s construction fence and maintained in a neat and tight fashion onto the fence. Fence fabric damaged during the construction phase shall be replaced at the direction of the Contracting Officer. Fence fabric material color shall be dark brown and submitted to the Contracting Officer for approval. Fence posts may be driven, in lieu of concrete bases, where soil conditions permit. Trailers, materials, or equipment shall not be placed or stored outside the fenced area unless such trailers, materials, or equipment are assigned a separate and distinct storage area by the Contracting Officer away from the vicinity of the construction site but within the military boundaries. Trailers, equipment, or materials shall not be open to public view with the exception of those items which are in support of ongoing work on any given day. Materials shall not be stockpiled outside the fence in preparation for the next day's work. Mobile equipment, such as tractors, wheeled lifting equipment, cranes, trucks, and like equipment, shall be parked within the fenced area at the end of each workday.
2.3.3. Appearance of Trailers
Trailers utilized by the Contractor for administrative or material storage purposes shall present a clean and neat exterior appearance and shall be in a state of good repair. Trailers which, in the opinion of the Contracting Officer, require exterior painting or maintenance will not be allowed on the military property or sent back at the discretion of the Contracting Officer.
2.3.4. Maintenance of Storage Area
Fencing shall be kept in a state of good repair and proper alignment. Should the contractor elect to traverse with construction equipment or other vehicles, grassed or unpaved areas which are not established roadways, such areas shall be covered with a layer of gravel as necessary to prevent rutting and the tracking of mud onto paved or established roadways; gravel gradation shall be at the contractor's discretion. Grass located within the boundaries of the construction site and 5’ outside the boundaries of the construction site shall be mowed for the duration of the project. Grass and vegetation along fences, buildings, under trailers, and in areas not accessible to mowers shall be edged or trimmed neatly.
2.3.5. Security Provisions
Adequate outside security lighting shall be provided at the contractor's temporary facilities. The contractor shall be responsible for the security of its own equipment; in addition, the contractor shall notify appropriate law enforcement agency requesting periodic security checks of the temporary project field office.
2.3.6. Removal of Temporary Fence
The contractor shall remove the temporary fence upon completion and acceptance of the project.
In case the fence needs to be removed for the completion of obstructed areas, such as landscaping, the site shall remain in neat appearance with all proper barricades, as specified.
2.4. BULLETIN BOARD, PROJECT SIGN, AND PROJECT SAFETY SIGN
2.4.1. Bulletin Board
Immediately upon beginning of work, the contractor shall provide a bulletin board displaying the Equal Employment Opportunity poster, a copy of the wage determination contained in the contract, Wage Rate Information poster, and other information approved by the Contracting Officer. The bulletin board shall be located at the project site in a conspicuous place easily accessible to all employees, as approved by the Contracting Officer. Legible copies of the aforementioned data shall be displayed until work is completed. Upon completion of work the bulletin board shall be removed by and remain the property of the contractor.
2.4.2. Project and Safety Signs
The contractor shall prominently display any safety signs necessary to prevent any accidents to contractor’s employees, government employees, or any other visitors in the project area. The signs shall be posted within 10 working days after receipt of the notice to proceed (NTP). Upon completion of the project, the signs shall be removed from the site.
2.5. TEMPORARY PROJECT SAFETY FENCING
As soon as practicable, but prior to the commencement of work, the contractor shall furnish and install temporary project safety fencing at the work site. Caution tape shall not be used as a means of fencing. The temporary safety fencing shall be maintained by the contractor throughout the duration of the project. Upon completion and acceptance of the work, the fencing shall remain the property of the contractor and shall be removed from the work site.
2.6. CLEANUP
At the end of each working day, contractor shall clean up the work site by the removal of all construction debris, waste materials, packaging material and the like. If the aforementioned items could become airborne, they shall be placed in secure refuse containers immediately. Clean up of the work site shall include the construction areas, material storage areas, parking and eating areas, and any other areas affected by the construction process. Any dirt or mud, tracked on to any Base street, parking area, sidewalk, patio, driveway, or building shall be cleaned away daily.
Materials resulting from demolition activities that are salvageable shall be stored within the laydown area described above or at the supplemental storage area. All stored material, whether new or salvaged, shall be neatly stacked when stored.
2.7. RESTORATION OF GOVERNMENT AREA
Areas used by the contractor for the storage of equipment or material, or other use, shall be restored to the original or better condition prior to returning to the government.
2.8. ENVIRONMENTAL MANAGEMENT
The contractor shall comply with all provisions of JBSA - Lackland Environmental Protection specification as applicable to this contract. Appendix C below includes a copy of the JBSA - Lackland Environmental Protection specification. No separate payment will be made to the contractor to ensure compliance with the provisions of the environmental specifications; all cost shall be part of the contractor’s base bid.
3. BUILDINGS AFFECTED
There is no building affected as this is a Track/PT pad project only.
4. EXISTING UTILITIES
Record drawings showing existing underground utilities are located in Building 5460, Lackland AFB. The contractor shall avail himself of the drawings. Any utility line shown on the record drawings (or made known to the Contractor) and damaged during construction work shall be repaired immediately by the contractor at no cost to the government.
5. SUBMITTALS
During the design phase the DOR shall update the provided Schedule of Materials Submittal Registry with additional items for government approval to comply with the intent of this Statement of Work (SOW), these items shall include all newly installed products and/or reference material that are to remain government property at the conclusion of this project.
Contractor shall utilize the updated Schedule of Materials to provide submittals on AF IMT 3000 Material Approval Submittal Form for all listed items, prior to work or installation of materials.
Do not purchase or conduct work until the approved submittal form has been returned from 502 CONS. At minimum, the contractor shall allow 14 calendar days for government review of the submittal for approval or disapproval.
6. PRE-CONSTRUCTION SITE VISIT
The contractor shall visit the job site to verify location, conditions, and dimensions prior to starting work.
8. QUALITY ASSURANCE
8.1 Provide a Quality Control (QC) person at the work site at all times for continuous surveillance of project activities to ensure workmanship, methods, materials, and equipment conform to contract requirements. QC shall have the “stop work” authority to prevent or stop performance inconsistent with the contract requirements.
8.2 The contractor shall submit a Quality Control Plan (QCP) for government approval to the Contracting Officer at least 14 calendar days prior to commencing work. Work cannot proceed without an approved QCP. At minimum, the QCP shall discuss the following topics:
• Introduction: quality commitment statement
• References
• Project Organization: key project personnel and responsibilities
• Quality Control Plan Elements
• Submittals
• Quality Management Procedures
• Testing / Inspection / Monitoring
• Closeout Inspection
• Documentation and Control
• Forms and Records
• Nonconformance and Corrective Action
9. GENERAL SAFETY REQUIREMENTS
9.1. Provide a Site Safety and Health Officer (SSHO) at the work site at all times to perform safety and occupational health management, surveillance, inspections, and safety enforcement for the Contractor. The Contractor QC can be SSHO on this project.
9.2. The contractor shall submit a site specific Accident Prevention Plan (APP) for government approval to the Contracting Officer at least 14 calendar days prior to commencing work. Work cannot proceed without an approved APP. All changes to the approved APP shall be made with the knowledge and concurrence of the Contracting Officer and 502 CES PM. At minimum, the APP shall discuss the following topics:
• Site Background
• Project Organization: key project personnel and responsibilities
• Site Hazards: chemical, physical, biological
• Exposure Monitoring
• Site Control
• Personal Protective Equipment
• Decontamination
• Safety Policy and Procedures
• Emergency Response Plan
• Training
• Medical Surveillance
• Recordkeeping
9.3. Obey the posted base speed limits. Wear Seat belts on base IAW AFI 91-207.
9.4. Report contractor accidents involving injury to Air Force personnel or damage to government property to the Contracting Officer and the 502 ABW OL-A/SEG, Ground Safety Officer immediately.
9.5. The Contractor shall familiarize and comply with the general safety requirements IAW DOL regulations, OSHA 29 CFR Part 1926, as well as applicable AFOSH standards and AFRs.
These standards and AFRs are available in the 502 ABW OL-A/SEG, Ground Safety Office, building 2484.

10. BARRICADES AND WARNING SIGNS
Adequate barricades, warning signs and flares shall be furnished, installed, and maintained by the contractor. Barricades and signs shall meet the requirements established and in the National Manual on Uniform Traffic Control Devices for Streets and Highways, pertaining to safety and barricades. Barricades shall have warning lights with low-intensity electric flashers for night application.
11. DIGGING PERMIT
11.1. Obtain a blank AF Form 103, BASE CIVIL ENGINEERING WORK CLEARANCE REQUEST (often called a digging permit) from 502 CES PM. Contact 502 CES/CEOI, (210)
671-3533 to schedule a digging permit (AF Form 103) to excavate on JBSA - Lackland.
Contractor shall request a digging permit at least 10 working days in advance.
11.2. The dispatcher will assign a Job Order Number and schedule a time for the base agencies to meet at the job site with the job superintendent. The superintendent must contact Dig Test at 1-800-344-8377 for Time Warner and SBC and Base Communications Office (210) 925-0607.
Southwestern Bell utilities are only located in housing areas; base communications is located everywhere else. After each agency including Time Warner and Southwestern Bell has signed the AF Form 103, deliver the form to the Project Inspector for final approval signatures. The inspector will return a copy of the completed and approved AF Form 103 to the contractor.
11.3. It shall be the responsibility of the contractor to document and preserve markings until they are no longer needed. The government will not be responsible for re-marking an area already covered by an existing digging permit.
11.4. All excavations other than building foundations, must have site restoration (sod, hydro-mulch, pavement or other scheduled restoration), completed within 14 calendar days (excluding approved rain delay days) after excavation has been initiated.
12. UTILITY OUTAGES
12.1. Utility outages shall be defined as a stoppage in electric, gas, potable water, sewer, chilled or hot water, steam, telephone, Energy Monitoring and Control System (EMCS), or any other similar utility whether serving all or a part of a single facility or of several facilities.
12.2. All utility outages shall be coordinated with the Using Agency through the Contracting Officer or the 502 CES PM. Notice of the necessity for an outage shall be provided by the contractor to the Contracting Officer, in writing, not less than 15 working days prior to the time of the required outage and written approval for the outage will be issued by the Contracting Officer. All work shall be coordinated and arranged to ensure that the outage will be of minimum duration.
12.3. Once a utility outage is arranged and work begun, work shall continue until all utilities are restored to the affected facility or facilities.
12.4. In the event a scheduled utility outage is cancelled by the government, notification will be given to the contractor at least 24 hours in advance of the time for the outage to start.
Rescheduling of a cancelled outage must be coordinated with written notification as described above.
13. WELDING
Welding shall not be performed without first obtaining a hot work permit issued by the Base Fire Department.
14. CONTRACTOR'S USE OF ELECTROMAGNETIC EMISSION DEVICES ON
BASE
The Contractor shall comply with the AFMTC Regulation 700-14, Jul 89. The regulation is available for inspection at the Communications Squadron, Building 1050, JBSA - Lackland.
(Electromagnetic emission devices include: Radio/Radar Transmitters; Navigational Aids/Instrumentations; Signaling, Intrusion Detecting, and Identification Devices; Mobile and Fixed Business Radio Communications Equipment; and MARS, CBs, and Amateur Radio Stations.)
15. RADIOACTIVE EQUIPMENT
Use of radioisotopes or radiation producing equipment (density gauging, NDE weld testing, etc.)
requires a Nuclear Regulatory Commission (NRC) Radioactive Material License, with all documentation submitted and approved prior to bringing the material on base. To obtain authorization, contact the Base Radiation Protection Officer (RPO), at 559 AMDS/SGPB, Bioenvironmental Engineering Office, Building 7065, JBSA – Lackland; phone: 671-7235.
15.1. The Contractor shall also comply with all requirements of AFI 40-201.
15.2. Contractor shall forward application to the Contracting Officer 30 calendar days prior to commencing operations using radioactive materials.
15.3. Contractors possessing Agreement State Licenses must also submit an NRC Form 241 to NRC in compliance with 10 CFR 150.20. Request shall include the following:
• Description of proposed activities on NRC Form 241.
• Procedures established to ensure radiological health and safety of all personnel.
• Name of responsible contractor representative.
• Current copy of application for NRC or Agreement State License. The license must specifically state the installation by name or approval for temporary job sites anywhere in the United States where the NRC or Agreement State maintains jurisdiction.
• The part of the Air Force contract describing work to be done at the base and the inclusive dates of such work.
• An acknowledgement that the base RPO can make periodic checks to ensure the contractor is following applicable radiological health and safety practices.
• Contractors requiring more than 180 calendar days per calendar year of operation must possess an NRC license.
16. FIRE REGULATIONS AND PREVENTION PRACTICES
The contractor shall comply with fire prevention practices as set forth by the National Fire Protection Association, other recognized fire prevention agencies, and base regulations.
17. EXPLOSIVE OPERATED HANDTOOLS
The Contractor shall comply with OSHA Standard 1910.215(c) when utilizing explosive operated hand tools. Storage of explosive cartridges on the installation shall be in metal containers and limited to one days' supply. The Contractor shall provide adequate controls to prevent loss/theft of cartridges used and stored on the installation.
18. PREVENTION OF FUEL SPILLS
Contractor may use temporary fuel tanks upon approval by the Contracting Officer. Tanks shall be surrounded by an earthen berm which provides 110% of the tank capacity. The berm shall be lined with a 40 mil polyethylene sheet held in place with weights located on the outside of the berm. All berms shall be inspected by the 502 CES PM or the project inspector (PI) prior to filling fuel tanks.
19. GENERATED REFUSE
The Contractor shall take positive action to prevent work-generated refuse from entering the sewer system. All contractor generated refuse and waste shall be hauled from the construction site daily to a disposal area located outside the physical boundaries of the installation. This refuse and waste material shall be hauled in trucks with tight-fitting beds and covers to prevent spillage on roadways. The construction site shall be kept neat, orderly, and safe for workmen at all times.
All required manifests shall be obtained prior to the transportation of refuse off-site.
20. WATER CONSERVATION
Conserve water to the greatest extent possible.
20.1. If JBSA - Lackland implements water usage restrictions, the contractor is required to comply with these restrictions, at no additional cost to the government. In the event the contractor cannot comply with water usage restrictions and still meets other contract requirements (particularly when installing sod or hydro-mulching), then he can request permission from the Contracting Officer for relief from the restrictions.
20.2. Waivers: Submit request for waivers to water conservation restrictions in writing. The Contracting Officer will consider such cases on an individual basis and grant waivers only in extreme cases. Submit detailed requests with appropriate manufacturer’s/supplier’s data to show unavoidable noncompliance with the water usage restrictions. In the event a restriction is conditionally waived, use only the minimum amount of water necessary to comply with contract requirements.
21. ENERGY REQUIRMENTS
Design of new construction and renovations shall be in full compliance with ANSI/IESNA/ ASHRA Standards with specific attention to ASHRA Standard 90.1-2004 or latest edition. In addition, new construction and renovations for existing facilities must comply with Energy Policy Acct of 2005 (EPACT 05), Executive Order 13423 and energy conservation standards under Unified Facilities Criteria, UFC 3-400-01 05 July 2002, UFC 3-410-01FA 15 May 03, UFC 3-410-02A 15 May 03, UFC 3-440-01 14 Jun 02 or latest edition for all. Air Force Design Sustainability shall be applied in the development concepts of planning, design, construction, environmental management, operation, maintenance and disposal of facilities and infrastructure project, consistent with budget and mission requirements. Design Energy Compliance Analysis (ECA) must be provided with the design package.
22. INVENTORY OF INSTALLED PROPERTY
The Contractor shall prepare and submit a list of new equipment or units of equipment that require gas, water, or electrical utilities connections per the attached JBSA - Lackland Environmental Protection specification, see Appendix C. (Examples: AHUs, fans, air conditioners, compressors, condensers, chillers, boilers, furnaces, heat exchangers, pumps, cooling towers, tanks, fire hydrants, sinks, water closets, urinals, lavatories, shower stalls, and other large plumbing fixtures, lighting fixtures, electric heating equipment, motors, and other electrical equipment). The list shall be reviewed periodically by the government to verify completeness and accuracy. Completed list shall be turned over to the 502 CES PM at least 14 calendar weeks prior to the prefinal inspection.
23. INSPECTION AND ACCEPTANCE
Inspections and final acceptance will be made as completed by the contractor with the following additional provisions:
23.1. The contractor shall give the government a minimum of three (3) working days notice for all requested inspections. Inspections shall be staggered such that two inspections will not occur at the same time.
23.2 The contractor shall make sure that the work is ready for all inspections. The presence of an unreasonable number of deficiencies, as determined by the 502 CES PM, may cause the inspection to be rescheduled.
24. INSPECTION OF CORROSION PROTECTION INSTALLATION
24.1. All metallic, above or underground, water or fuel tanks and all metallic underground water, gas, fuel, or electric piping require corrosion protection. The installation shall be coordinated with the Contracting Officer or the 502 CES PM prior to commencement.
24.2. All work shall be coordinated and arranged by the contractor to ensure the corrosion protection installation is inspected by the 502 CES PM in accordance with the following sequence:
24.2.1. Initial Inspection: All work on the corrosion protection installation is in the process of being completed and is properly uncovered for inspection by the 502 CES PM or the Project Inspector.
24.2.2. Final Inspection: All work on the corrosion protection installation has been satisfactorily completed, all deficiencies, if any, corrected and is properly uncovered for final inspection by the
502 CES PM.
24.3. Corrosion protection installation shall be completed in accordance with the plans and specifications and certified prior to approval/acceptance by the Contracting Officer.
25. DETERIORATED CONSTRUCTION AND FINISH
The 502 CES PM will be the governing authority in determining if existing construction and finishes are deteriorated and require repair and/or replacement.
26. AS-BUILT DRAWINGS
The contractor shall provide complete detailed as-built drawings representing the entire project as constructed under the contract. The drawings shall be drawn to appropriate scales and dimensioned completely and accurately. Drawings shall be delivered to the government on 24”x36” hard copy, standard black line quality paper and electronically on AutoCAD release 2012 or compatible format and as PDF on CD.
Preliminary as-built drawings shall be submitted with an AF Form 3000 for government review/approval. The preliminary as-builts shall be submitted concurrently with the request for pre-final inspection. Upon government approval of the preliminary as-builts, the contractor shall submit the entire final set of hard copy and electronic as-builts drawings for final approval and acceptance. As-builts shall be included as a separate item in the progress schedule AF Form 3064.
27. DD FORM 1354
The Contractor shall prepare and submit DD Form 1354, Transfer and Acceptance of Military Real Property prior to acceptance of the project by the government. The contractor will use the checklist provided in Appendix D, and complete all applicable information to develop the DD Form 1354. A preliminary copy of the form along with the checklist shall be submitted for review by the Government to verify completeness and accuracy at least 30 days prior to the pre-final inspection. The completed DD Form 1354 along with the checklist shall be turned over to the 502 CES PM at least 14 calendar days prior to pre-final inspection.
28. DELIVERABLES
All of the contract deliverables and supporting documentation becomes the property of the government upon delivery and shall remain property of the government at the end of the contract period.
28.1. CONTRACT DRAWINGS
Drawings shall be prepared on AutoCAD release 2012 or compatible format. All contract drawings shall be well prepared, complete, and accomplished in accordance with the best professional practice to show clearly and concisely the type and extent of work to be performed.
The drawings shall be drawn to appropriate scales and dimensioned completely and accurately.
Extensive explanatory notes on the drawings should be held to a minimum or placed in the specifications. Dimensions shall be shown in Standard English units. Standard building material indications and symbols for architectural items and for mechanical and electrical equipment shall be used to the greatest extent possible. Drawings shall be delivered in hard copy, standard black line quality paper, at review stages in the number listed in paragraph on SUBMITTALS. All review drawings shall be 24”x36” in size.
28.2. DRAWING STANDARDS
Drawings shall be prepared on AutoCAD release 2012 or compatible format. All drawings shall utilize A/E/C CAD Standards, Rel 4.0 or latest release and SDSFIE 2.61 for compliance with the installation standards. Both hard copies and electronic copies of the drawings shall be provided to the Contracting Officer for review at the 95% design phase and the 100% design phase. Upon the acceptance of the 100% design drawings, the Contractor shall provide to the Contracting Officer signed and sealed final design submittal. Extensive explanatory notes on the drawings should be held to a minimum. Dimensions shall be shown in Standard English units. Standard building material indications and symbols for architectural items and for mechanical and electrical equipment shall be used to the greatest extent possible.
28.3. DESIGN SERVICES
28.3.1. Site Design Data: The contractor shall perform field reconnaissance, surveys, and site investigations required to obtain engineering information and design data necessary to comply with the provisions of the contract documents in accordance with the requirements of this SOW.
28.3.2. Field Measurements: The contractor shall be required to make his own field investigations to verify dimensions and other information shown on government furnished reference drawings.
28.3.3. Government Review: The Contracting Officer or his authorized representative may furnish the contractor review comments on the data submitted. The government's review is intended to be limited to functional aspects, with limited technical review of a general cursory nature only. Any review by the government of technical items shall not be construed to relieve the contractor of responsibility for technically correct and complete documents in compliance with applicable codes, industry standards, and the intent of this SOW. Review comments for compliance with Federal Acquisition Regulations (FAR) will also be provided by the Contracting Officer. The contractor shall comply with the review comments in the development of data for subsequent submittals. If any review comment requires clarification and/or amplification to assure compliance, the contractor shall notify the Contracting Officer or his authorized representative in writing. After each review, the contractor will be furnished one set of comments to be annotated and returned to the government. Comments annotated by the contractor with a "D" - do not concur, "E" - exception, or "X" - delete, shall have an explanatory note added to justify the noncompliance with the comment. The contractor shall furnish these annotated comments to the Government no later than 3 calendar days after receiving the comments.
28.3.4. Drawings: The contractor shall submit drawings in accordance with Section 28.1 and
28.2 of this SOW. The contractor shall separate Architectural, Structural, Civil, Mechanical, Electrical, Fire Alarm/Fire Protection sections into their own individual sections within the drawing.
