ATTACHMENT 1
STATEMENT OF WORK
Installation of Recycling Equipment JBSA Randolph TX
1. PROJECT SCOPE: The contractor shall furnish all supervision; labor, transportation materials, tools, incidentals, equipment, and quality assurance to install recycling equipment at JBSA Randolph, TX
2. PROJECT DESCRIPTION: The requirements of this project are but not limited to the following: The facility will be occupied and in full operation. The facility will be occupied while the work required by this contract is performed. The contractor shall provide barriers and signs to prevent unauthorized personnel from entering the work area while the Contractor is removing and installing equipment. Contractor will do each project in phases:
*Determine the correct placement of each piece of equipment.
* Assemble the equipment.
* Install conveyors, shredders, bailers and belting as required at each location.
* Integrate all equipment electrically by furnishing and installing electric eyes, conduit, wiring and all parts to protect the equipment from over feeding and damaging itself as well as protecting personnel from hazards.
* Program the equipment.
* Test the equipment.
* Make adjustments to the equipment as necessary.
* Train operators (Base Personnel) on equipment use.
3. GENERAL: The project will be released to the contractor by the Facility Manager, Contracting Officer or CE Project Manager 48 hours before the actual work, is to commence to minimize mission impact or deficiencies that may occur during the normal work week, Monday through Friday 7:00 a.m. to 5:00 p.m. All required tools, parts, materials and supplies shall be supplied by the contractor and should be on hand before beginning work.
4. GOVERNMENT FURNISHED SERVICES: The government will provide utilities (water and electricity) and emergency, fire and security police response.
5. POLICE PROTECTION: The 502D Security Forces Squadron shall provide security and law enforcement response and services to the contractor

6. FIRE PROTECTION: The JBSA Randolph Fire Department shall provide initial response, EMS, and fire protection services to the Contractor.
7. TRAFFIC REGULATIONS: Contractor employees shall comply with all base traffic regulations, and are subject to random vehicle speed control checks. Contractor’s personnel cited for speeding on the installation may suffer loss of base driving privileges, debarment from the base, or other administrative action. The use of cell phones, except hands-free phones, is prohibited while driving on military installations in San Antonio, TX.
8. HAZARDOUS AND/OR TOXIC MATERIALS: A hazardous material (HAZMAT) is one that poses a risk to the health and safety of the public, and/or the environment if not properly controlled during the handling, storage, manufacture, processing, packaging, use, disposal, or transportation. Hazardous materials may be elements or compounds, and can be found as gases, solids, liquids, or a hazardous material (HAZMAT) is one that poses a risk to the health and safety of the public, and/or the environment. Hazardous chemical are defined under Sec.
1910.1200(c) of Title 29 of the Code of Federal Regulation Contractor shall identify and report HAZMAT usage to the HAZMAT Pharmacy according to local procedures. All HAZMAT brought to the job site shall require the contractor to fill out an AF Form 3952 for each item for submission to the Hazardous Material Pharmacy. Additionally the contractor is required to submit Material Safety Data Sheets (MSDS) as directed by the clause entitled Hazardous Material Identification and Material Safety Data (FAR 52.223-3). The Contractor shall submit a monthly actual usage report of all hazardous/toxic materials brought onto the base during the preceding month to the HAZMAT Pharmacy (IAW AFI 32-7086, Hazardous Material Management
11. SITE CONDITIONS: The Contractor shall furnish and maintain adequate barricades, and warning signs, on the job site. The contractor shall clean up debris on a daily basis.
12. CODES AND REGULATIONS: All work shall be accomplished in accordance with the applicable Uniform Building Codes, Air Force Base Regulations, and OSHA Requirements.
13. INSPECTION AND ACCEPTANCE: A representative from 502 CES will conduct an inspection of work progress. A final inspection of completed work will be conducted by the project manager, contractor and designated 502 CES personnel. All discrepancies identified during inspections shall be corrected prior to final payment.
14. CONTRACTOR’S WARRANTY: The contractor shall guarantee all materials and workmanship for a period of one year from the date of project completion and shall within that period correct all defects in materials/workmanship. Correction of all defects under this warranty shall be at the expense of the contractor.

15. HOURS OF WORK: Normal duty hours are from 7:00 Am to 5:00 PM, Monday thru Friday, except on government holidays. Contractor should coordinate work with 502d CES Project Government Representative: Victor Reyna 210-671-3924 or John Tapia 210-671-2537
16. PERIOD OF PERFORMANCE: A ten day notice before work begins is necessary for coordination with the building’s manager to have space ready.
17. CLEAN-UP: At the end of each working day, the Contractor shall clean up the work site by removing of all construction debris. Clean up of the work site shall include the construction area(s), stage area(s), parking and eating area(s) and any other area(s), affected by the construction process. Any dirt or mud, tracked on the any Base Street, parking area, sidewalk, patio, driveway, or building shall be cleaned away daily.
18. CONTRACTOR: All Contractor generated refuse and waste shall be stored in a waste container provided by the Contractor and hauled from the construction site to a disposal area to be selected by the Contractor and shall be located outside the physical boundaries of the installation. Refuse disposal shall comply with the current disposal environmental requirements.
The construction site shall be kept neat, orderly and safe for workmen at all times. On-site dumpsters, if furnished by the Contractor, shall be coordinated with CE Project Manager. All required manifests shall be obtained prior to the transportation of refuse off-site.
19. CLEAN-UP: At the end of each working day, the Contractor shall clean up the work site by removing of all construction debris.
