ADDENDUM TO FAR 52.212-2—EVALUATION—COMMERCIAL ITEMS
I. BASIS FOR CONTRACT AWARD
a. This is a Lowest Price Technically Acceptable (LPTA) source selection conducted in accordance with Federal Acquisition Regulation (FAR) 15 in conjuction with FAR 13, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), the Air Force Federal Acquisition Regulation Supplement (AFFARS), DoD Source Selection Procedures, Appendix A, 04 March 2011 and Air Force Mandatory Procedures 5315, dated 27 March 2013. These regulations are available electronically at the Air Force (AF) FARSite, http://farsite.hill.af.mil. The Government will select the offer with the lowest evaluated price from among those meeting the acceptability standards for non-price factors. A purchase order may be awarded to the offeror who is deemed responsible in accordance with the FAR Part 9.1, as supplemented, whose offer conforms to the solicitation’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by the FAR 52.212-1 Addendum of this solicitation) and is judged, based on the evaluation factors and subfactors, to represent the lowest price technically acceptable quote. While the Government will strive for maximum objectivity, the source selection process, by its nature, is subjective; and therefore, professional judgment is implicit throughout the entire process.
b. Number of Purchase Orders to be Awarded The Government intends to award one (1) Purchase Order for Laundry Services, JBSA, Fort Sam Houston, Texas.
c. Rejection of Unrealistic Offer The Government may reject any offer that is evaluated to be unrealistic in terms of program commitments, contract terms and conditions, or unrealistically high or low in price when compared to Government estimates, such that the offer is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program.
d. Correction Potential of Quotes The Government will consider, throughout the evaluation, the "correction potential" of any deficiency. The judgment of such "correction potential" is within the sole discretion of the Government. If an aspect of an offeror's quote does not meet the Government's requirements and is not considered correctable through discussions, the quote may be excluded/eliminated from the competition.
e. Discussions The Government intends to award without discussions; however, the Government reserves the right to conduct discussions if deemed in its best interest. If, during the evaluation period, it is determined to be in the best interest of the Government to hold discussions, offeror responses to Evaluation Notices (ENs) and the Final Quote Revision (FQR) will be considered in making the source selection decision. If the offeror’s quote has been evaluated as acceptable at the time discussions are closed, any changes or exceptions in the Final Quote Revision are subject to evaluation and may introduce risk that the offeror’s quote may be determined unacceptable and ineligible for award.
f. Solicitation Requirements, Terms, and Conditions Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as factors or subfactors. Failure to comply with the terms and conditions of the solicitation may result in the offeror being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale. The Government reserves the right to determine any such exceptions unacceptable.
II. EVALUATION FACTORS
Evaluation Factors and Subfactors The following evaluation factors and subfactors will be used to evaluate each offer. The Government will evaluate offers for acceptability, but will not rank the offers by the non-price factors or subfactors.
Factor 1: Technical Acceptability Subfactor 1: Plan of Action Subfactor 2: Quality Control Plan Factor 2: Price
1. Technical Acceptability Information The Government’s technical evaluation team shall evaluate the technical offer on an acceptable or unacceptable basis, assigning one of the ratings described below for each subfactor. Any subfactor evaluated as “Unacceptable” will render the entire offer unacceptable and, therefore, unawardable. Only those offers determined to be technically acceptable, either initially or as a result of discussions, will be considered for award. However, the offeror is reminded that the Government reserves the right to award this effort based on the initial quote, as received, without discussion.

The offer(s) shall be evaluated against the following technical subfactors:
Subfactor 1- Plan of Action: This requirement is met when the offer addresses the methodology for accomplishing the requirements of the PWS by indicating the offorer’s proposed organizational structure and management approach, addressing how the offeror proposes to accomplish and control the effort necessary for fulfillment of the PWS requirements. Of particular interest in this Plan of Action is the offeror’s approach to storing as many as 12,000 laundered items at the Contractor’s facility while awaiting return delivery to the Laundry Pick-Up and Delivery Service Point on JBSA, Fort Sam Houston.
The offeror must address its plan for tracking and controlling work and for supervising and monitoring performance including methods for monitoring, maintaining, and enhancing the quality of services. Address any proposed subcontracting and or cooperative business arrangements, their operational and technical benefits to the Government, and the effectiveness of your proposed approach for managing these arrangements to ensure meeting the requirements of the PWS.
Subfactor 2- Quality Control: This requirement is met when the offer addresses how quality and timeliness shall be tracked and controlled, and the method of interaction and reporting to the Government. The QC plan will also address how the work efforts of subcontractor, if proposed, shall be managed for quality and timeliness.
B. Price Factor
| (1) The offeror’s Quote will be evaluated for award purposes, based upon the total price proposed for the base period and all options, to include the possible extension of services under FAR 52.217-8. |
| (2) Evaluation of options shall not obligate the Government to exercise such options. |
| (3) Reasonableness: The offeror’s price qoute will be evaluated, using one or more of the techniques defined in FAR 15.404, in order to determine if it is reasonable. For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. Normally, price reasonableness is established through price analysis techniques as described in FAR 15.404. For additional information see FAR 31.201-3. |
| (4) Unbalanced Pricing: The Government will analyze quotations to determine whether they are unbalanced with respect to prices, variable quantity matrix factors, and separately priced line items in accordance with FAR 15.404-1. An offer may be rejected if the contracting officer determines that the lack of balance poses an unacceptable risk to the Government. |
