Attachment 3 Instructions to offerors require both a hardcopy and email delivery of our final proposal.

a) Can you define the email delivery requirement to be the Technical Volume (not including oral slides and videos) and Pricing Volume only, or delete the email delivery requirement all together?

Attachment 3 Attachment 3 Instructions to offerors - Paragraph 1.2 has been revised to state: “The Technical Volume (not including oral slides and videos) and Pricing Volume shall be e-mailed to jaclyn.rodriguez@us.af.mil and ella.smith.2@us.af.mil.”

Attachment 3, paragraphs 3.3.2.2, 3.4, and 8.3, the evaluation criteria, Element 2, scenario/activity/exercise is listed as an oral presentation in paragraph 3.3.2.2. Element 2 in not listed in the oral presentation instructions, paragraph 3.4. The evaluation criteria for Element 2, paragraph 8.3., states that the ‘presentation was engaging...”

a) Will this element be scheduled or is the expectation to only to submit the lesson plan in the proposal?

Attachment 3 Attachment 3 Instructions to offerors – Paragraph 3.4 has been revised for clarity. All elements of Subfactor 2 require oral presentations. Oral presentations will be scheduled as stated in paragraph 3.4.1.

Attachment 5 - Profession of Arms lesson plan, No references are listed. The “Little Blue Book”, also known as AMERICA’S AIR FORCE A PROFESSION OF ARMS, is referenced. Neither the objectives nor the content of the lesson plan cover everything in the “Little Blue Book”.

a) Is it required to incorporate the content of AMERICA’S AIR FORCE A PROFESSION OF ARMS to include the oaths and the code of conduct?

No.

Attachment 1, Appendix E, A major reference is missing, especially for new enlisted Airmen.

a) Is Air Force Instruction (AFI) 36-2618, The Enlisted Force Structure, covered in any of the lessons?

b) Will the instructors need to be familiar with this AFI and others not listed?

Air Education and Training Command has instituted the Continuum of Learning, defined as “…how Airmen are developed, through a paradigm shift in education, training, and capitalization of experiences…”

a) We don’t find this reference in the PWS, is it a requirement?

The United States Air Force has established the Professional of Arms Center of Excellence

(PACE).

a) Will the contractor be responsible for interacting with PACE?

b) Will the contractor be required to attend PACE events?

a) IAW Attachment 1-Airmen’s Wk PWS, paragraph 6.1.1.4., the contract Program/Site Manager and alternate(s) shall attend meetings and provide updates as required.

The attendees of the meetings may include PACE representation.

b) No.

9.

(Instructions to Offeror) ITO paragraph 1.2, 1, ITO paragraph 1.2 states that hand delivered proposals are due 0800 on Monday, November 27 which is the Monday after the Thanksgiving holiday.

a) We respectfully request a delay in the proposal due date and time to 1100 on Tuesday 28 November so as to alleviate the delivery situation with respect to the holiday weekend.

b) If such a delay is not granted, will the government have personnel available to receive proposals on Friday, November 24?

Per Amendment 01, the proposal due date has been extended to November 28, 2017 NLT 1000 CST.

PWS 3.5, states that “The incumbent shall provide the successor reasonable access to the site, equipment, and all documentation and publications during the incumbent’s phase-out period.”

a) How long is the incumbent’s phase out period?

b) And when does the phase-out period commence?

Attachment 1 Per Amendment 01, a revision to Attachment 1- Airmen’s Wk PWS, paragraph 3.5 to clarify the phase-out period is at least ten business days prior to contract expiration.

Attachment 3 – Instruction and Evaluation Criteria, Page 4: 3.3.1.7 Element 7: End of Course Event - Describe the offeror's approach to maintain/revise the culminating event for Airmen's Week. (PWS 4.5),

a) When, where and how much time is allocated for the culminating event?

b) Is this done with the entire group or in small group breakouts?

c) Is the only guidance to have the event represent the fundamental concepts of Airmen's Week?

d) Could the government provide a description or summary of the End of Course event, so that the contractor may evaluate and articulate their approach to revising the culminating event for Airmen’s Week?

a) The current End of Course Event is 1 ½ hours.

b) The current End of Course Event is conducted in small break-out group sessions.

c) Yes.

d) Yes. The current End of Course Event requires Airmen to work together as a team to:

1). Select a topic for a "What Now Airmen" dilemma.

2). Script the topic for various roles to play.

3). Act out the skit to creatively provide key learning messages to encapsulate the fundamental Airmen’s Week concepts.

Attachment 1 ‐ PWS Page 5: 3.4.2 Only identified members of the Offeror’s and teaming partners/subcontractor’s staff may participate in the oral presentation (not to exceed eight).

a) Is it expected that only 1 instructor will present each lesson?

b) Can the same instructor present both oral presentations?

c) What are the roles of the additional identified personnel if any?

Attachment 3 Paragraph 3.4.2 is not on Attachment 1-PWS page 5.

The correct reference is Attachment 3-Instructions and Evaluation, paragraph 3.4.2.

a) The offeror determines the number of identified members of the Offeror’s and teaming partners/subcontractor’s staff that participate in the oral presentation (not to exceed eight).

b) The offeror determines which identified member(s) present the oral presentation.

c) The offeror determines the roles of the identified personnel attending and participating in the oral presentation.

3.3.2.1. Element 1 - Lecture/Presentation sample

for large group audience (18-24 year old demographic). Present a sample lecture based on the attached Welcome to the Family sample presentation. Address appropriate character and mission related expectations in Appendix A, 1.

a) Are all 16 character and mission related expectations required to be addressed in the Welcome to the Family lecture/presentation?

No. The offeror is only required to address appropriate characters and mission related expectations that are applicable.

Instructions 3.3.1.2 Element 2: Describe the approach the offeror will take to execute/enhance the Train-the-Trainer program.

Describe an outline of the proposed one-day refresher course. (PWS 4.12.1),

a) Could the government provide the existing Train-the-Trainer program, so that the contractor may evaluate and address their approach to executing and enhancing the existing program?

No.

15.

Welcome to the Family Lesson Plan, Two of the videos referenced are missing from the PDF provided.

a) Could the government provide access to the “The Resilient Warrior” video and the “What We Do” video?

The Government will not provide the access to the “The Resilient Warrior” video and the “What We Do” video. However, the sample “What Now, Airman” video, referenced in Attachment 1-Airmen’s Wk PWS, Appendix C-Publications can be used to support the lesson plan objectives.

Reference Attachment 2-Price Proposal Template: Total amounts for CLINs 1003 and 2003 are not included in the sum values for option years 1 and 2.

a) Please advise if corrected price templates will be provided?

Attachment 2 Attachment 2-Price Proposal Template has been revised per Amendment 01.

17.

Will the US Government provide an estimated timeframe/tentative date(s) for the Orals Presentations?

The tentative dates for Oral presentations is 13 - 15 Dec 17.

18.

Would the customer consider the use of video from previous projects in the oral presentation that, while not directly related to Airmen, would exemplify a unique and compelling technique that our team could offer in Airmen’s week should we be awarded the contract?

The offeror shall propose to the requirements of RFP

19.

Would the customer consider the use of interactive, game-based blending learning solutions in the oral presentation that, while not directly related to Airmen, would exemplify a unique and compelling technique that our team would create should we be awarded the contract?

What is the name of the current incumbent contractor?

Is there a specific reason for making a change from the incumbent contractor?

No.

23.

What is the rationale for updating 2-4 of the character perspective videos from each portfolio each year?

To keep material relevant to current AF culture.

It is stated in 4.4.1.1. “The contractor shall develop one new “What Now, Airman?”

scenario video with 5-6 perspectives per year.

Additionally, they shall update or replace 2-4 character perspectives in existing videos per year.”

a) Does this mean 2-4 character perspectives in EACH of the existing 6 videos, or 2-4 character perspectives in ONE video?

No. The 2-4 updates/replacements can be made to any of the existing videos used in Airmen’s Week.

Do the technical parameters (sound quality, resolution, etc.) of the existing videos need to be followed exactly in future video updates?

No.

It appears that a decision will be made on a contractor for this scope of work by January, 2018.

a) When must this new content “go live” for an incoming class?

IAW Attachment 1-Airmen’s Wk PWS, paragraph 4.15.6.1., the 737 TRG Training Director and AETC Program Manager are the final approval for all developed, sustained, enhanced and adjusted courseware. Implementation will be coordinated after approval.

Reference 4.4.1.3, There are many high-quality professional actors available in a given market.

a) What is the rationale for the requirement to use SAG talent?

Screen Actors Guide is a proven actor pool generally recognized for quality within the industry.

28.

Is it expected that videos should be shot in a studio, or on location?

No. The offeror determines the location that will achieve the required outcome.

29.

How many contract instructors are currently on the existing contract?

The Government will not provide the number of instructors on the existing contract. Offerors are responsible for meeting the requirements of the PWS.

30.

a) Do you anticipate more, less, or the same number of contract instructors?

b) Please provide the actual difference from Answer to 12.

The Government will not provide the number of instructors on the existing contract. Offerors are responsible for meeting the requirements of the PWS.

31.

a) Is there an existing Train-the-Trainer course for MTIs?

b) If so, how many hours of content are in the Train-the-Trainer course.

a) Yes.

b) 80 hours.

32.

Would the client be open to any of the courseware becoming online content?

No. Offerors are responsible for meeting the requirements of the PWS.

33.

Would the client extend the due date 2 weeks to 11 December?

Attachment 3 The due date has been extended to 28 Nov 17, 1000 CST per Amendment 01.

Would the Government be interested in a proposal that provides a completely new series of “What Now Airmen?” videos instead of the incremental changes to current videos?

If so, would the Government consider funding the contract accordingly to allow for the new series to be totally completed in the first year of the new contract?

No. Offerors are responsible for meeting the requirements of the PWS.
