This document contains answers to questions regarding an upcoming federal contract opportunity to repair transformers at buildings 2266 and 3623 at a Department of the Air Force base. Request for Information Answers
1. What was the building with the pair of transformers we first looked at? Was that building 3623? If that is correct then building 2266 is the pump building near the pond?
Building 3623 has two (2) transformers and building 2266 has one (1) transformer.
2. What are the specs on the existing transformers?
The base uses Cooper or ABB transformers. The details of the transformer are included in the statement of work.
3. What are the specs and size of 13k cables used?
Primary is #2/0 15KV, see statement of work for type and insulation level.
4. Please have pictures sent to us of the inside of the transformers and bolt on boxes on one of the transformers.
This is not available at the present time.
5. Are all underground conduits continuous underground or was a direct bury cable used
All underground cables are in conduit.
6. Can a rain type junction box be used in the location of the removed transformer to allow existing conduit to be reused to get wires inside the building to the new transformer location?
After removing transformer concrete pad, use concrete to level the affected area and match it with existing.
7. Are there PCBs in any of the transformers?
We don’t know. It must be verified by the contractor.
8. If there are PCBs, How many are leaking onto the ground and pad?
Contractor must verify the condition of transformer at the site if PCB exist.
9. Is there PCS on the earth below the transformers?
Don’t know. Must be verified at the site by contractor.
10. The 480 volt panel to be removed. Was that designated as the "P" panel
480V “P” panel and associated breakers to be replaced with new.
11. On #5 it describes a new 300 amp breaker. Can we have the type of panel and the AIC rating?
Siemens type panel, AIC rating shall be 22KA
12. How long can each building be without power? Depending on the answer, it will dictate need for backup power and the scope requirements to provide continuous power. Removal the old transformers, removal of pads and new installs cannot be accomplished in a short power outage. Typically takes several days.
For building 3623, the work can be done on the week end, starting Friday after working hour and last until Monday morning or the work can be arranged with the tenants during the week days. Power outage for building 2266 can be done any time during the week. There are no tenants in the building.
13. Are there any PCB's associated with the transformers? Usually there would be a sticker stating that there are no PCB's. If PCB's are present can we get a report and who will be responsible for the HAZMAT abatement?
We don’t know and if PCB exists, the contractor must follow federal and local environmental requirements regulation and guidance during the removal and disposal of transformers.
