MUNITIONS STORAGE AREA MANAGEMENT AND SUPPORT
RFP# FA2860-18-R-0008
QUESTIONS AND ANSWERS
1) Offerer shall provide evidence of current security clearance held by each key personnel.
The authorized use of JPAS does not allow the production of any type report or certificate to prove an individual has a clearance. Is it acceptable for us to verify in JPAS that the individual has a secret clearance and state that we have completed the verification?
- JPAS printouts of proof of security clearances are required. It is possible to printout verification from JPAS.
2) Will the government provide relevant workload data from which industry can develop a staffing approach and gauge whether a past performance meets the Scope of work, magnitude, and complexity of the requirement?
- One year snapshot:
o 48 outbound shipments o 79 inbound shipments/receiving inspections o 29 organizational turn-ins o 2 FOB turn-ins o 7 DLA munitions residue transactions o Manages 38 custody accounts o 390 issues/PIIs o 185 turn-ins o 490 expenditures o 6 Inventory Adjustments o 3,332 movements o 135 pull request from courtesy storage o Consolidated tool kit (CTK) management, facility management, controlled area manager, explosive safety manager, grounds safety management.
This data has been consistent through the life of the current contract.
3) Will the government provide the FTE equivalency in hours (1854; 1880; 1920; 2080)?
- 1920 hours
4) What positions do the government consider Key?
- Leadership/supervisory personnel.
5) Will the government identify the types of vehicle required and size of MHE requirement?
- Recommed 1 each 6K Forklift, 1 each Flat bed one ton truck. This is only a recommendation, the offeror may provide other vehicle types they deem necessary to meet the requirements in the PWS.
6) Who is the current incumbent supporting this effort?
- DynCorp International.
7) Why does the government require new plans, other than Phase-In, instead of updating and transitioning existing plans during phase-in?
- These plans are specific to the contractor and how they operate.
8) Addendum to FAR 52.212-2 states on page 44-AII key personnel shall have a secret clearance. Is the government intending on issuing a DD254?
- Yes.
9) PWS paragraph 2.2.1.4 states "The Project Manager and alternate(s) shall be certified in Project Management by the Project Management Institute or equivalent organization."
This requirement restricts the use of many retired and former military and civilian munitions qualified management individuals. In addition, it creates an unfair competitive advantage for the incumbent contractor who most likely grow the current PM into PMI certification.
Request that the government consider removing the requirement for PMI certification or equivalent organization.
- In lieu of a PM certification, a minimum of 10 years munitions maintenance and management operational experience will be accepted. Experience shall be annoted in the resumes.
10) Par. 2.4.2. Pg. 11 off the PWS; After Hours Support Function. On occasion, services may be required for support outside the normal duty hours (Monday - Friday, 0730-1630), when the base is officially closed, or reporting to work is delayed by the Installation Commander.
On-call contractor personnel shall be provided for after-hours support. The contractor shall respond to after-hours requests within one (1) hour for emergency/priority request(s) requiring processing. Contractor shall prepare an Operating Instruction (OI) defining the concept of operations for afterhours support.
Normal duty hours as stated above are from 0730-1630. Staffing approach requires offeror to include a shift staffing approach. Does the government envision a requirement for the offeror to run multiple shifts?
- After hours support is provided on an “as required” basis, EOD support, K9 training support (twice weekly 3 hour minimum one person). In the event that alarms are down then 2-12 hour shifts would be in effect. In the event of alarm activations, contractor responds to open structures and relieves on scene security forces. Wing exercises would be supported if after hours support is required.
Currently the contractor only runs one shift for coverage from 0730-1630, Monday-Friday.
11) Air National Guard 113th Wing resides at JBA. Is there a requirement to provide ammunition related support to the 113th Wing? If no, than is there a requirement for contractor personnel to be present at the MSA during the 113th Wings ammunition operation at the MSA?
- No, you do not need to provide support to the 113th Wing. No, personnel do not need to be present at the MSA during 113th operations.
12) Could the Government provide the historical workload currently being executed?
- One year snapshot:

13) How many and what types of vehicles are currently being utilized?
- 1 each 4K forklift, 1 each one ton flat bed, 1 each bobtail
14) Is there a current incumbent on the contract? If there is what is the name of the company?
- DynCorp International
15) Will the government provide the labor categories of the work force to include the number of employees on the contract?
- The Government will not dictate the labor categories and number of employees.
It is up to the offeror to decide the labor categories and number of employees they need to mee the requirements of the PWS. We also cannot divulge this information from the current contract for it is proprietary information.
16) Section states Offeror shall provide copies of current certifications in Project Management for key personnel. Does that apply to all key personnel or just to the project manager and Alternate project manager? If required will the government consider years of experience leading projects of similar size and scope on more complex and sizeable contracts as suitable alternative for the requirement? Or utilize higher education?
- In lieu of a PM certification, a minimum of 10 years munitions maintenance and management operational experience will be accepted. Experience shall be annoted in the resumes.
17) The section states that the On-call contractor personnel shall be provided for after-hours support. The contractor shall respond to after-hours requests within one (1) hour for emergency/priority request(s) requiring processing. What is the historical work load for the after hours shift?
- Personnel are required twice a week to support after hours K-9 training events.
Additional support has been required approximately 4-5 times per month during the last year.
18) The section states that the contractor shall ensure all contractor personnel have appropriate security clearances prior to taking receipt of classified documents and materials. 2.3.9. All contractor or subcontractor employees shall have a Secret security clearance. Will interim Secret Clearance be acceptable until fully adjudicated?
- No, all personnel must be fully vetted prior to being allowed to perform any duties associated with this contract.
19) Will the government provide a list of types of equipment, tools, vehicles, and materials required to be provided by the contractor or provide a ODC plug number, otherwise incumbent personnel have a significant advantage.
- The Government will provide office furniture and equipment (i.e. computers, printers, scanners), and a consolidated tool kit (CTK).
20) Will the government identify any government equipment available for use?
- The Government will provide office furniture and equipment (i.e. computers, printers), and a consolidated tool kit (CTK).
21) In PWS paragraph 2.5 Quality Control, it refers to subparagraph 2.7.6.1 is it the Government intention to refer to paragraph 2.5.6.1, there is no paragraph 2.7.6.1?
- Yes, it should refer to paragraph 2.5.6.1; PWS has been updated.
22) Government requires that submission documents be three hard copies and one electronic.
What is the acceptable format and conveyance for the electronic copy?
- Electronic copy shall be in PDF and Excel format, and shall be emailed to arthur.l.morales.mil@mail.mil.
23) Do certifications and evidence of security clearance count against the 10-page limitation?
- No, copies of certifications and evidence of security clearance do not count against the 10-page limitation.
24) Three CBA's are involved in this requisition. Will the government provide copies off the three CBA's?
- The current contract has three (3) CBAs but only one applies to munitions personnel. The CBA applicable to munitions personnel has been attached.
25) Since the Department of Labor SCA schedule mandated for use on this contract will the government provide the seniority of the personnel currently on the contract to meet the requirements mandated by the schedule?
- In accordance with FAR 52.222-17, Nondisplacement of Qualified Workers, current employees will be subject to the right of first refusal. The current CBA for munitions personnel has been attached.
26) The section states This volume shall not exceed one (1) page and shall consist of the completed Attachment 3 – Past Performance Reference. The attachment is an excel spreadsheet. What does the government consider one Page?
- The requested information for Attachment 3 should fit in one page when printed.
Print settings should be “”Landscape” with a “Fit all columns on one page” scale setting.
27) Will the Government provide the Current CBAs in order to meet acknowledgement requirements?
- The current contract has three (3) CBAs but only one applies to munitions personnel. The CBA applicable to munitions personnel has been attached.
28) May we request that the proposal due date be extended by 14 days to allow the USG to respond to questions and allow companies time to address any impact from the responses.
- We currently do not see a need to extend the proposal due date.
