Manager.

8.3.2. Government Hazardous Waste: This is all hazardous waste encountered by the contractor at the job site on 102d Intelligence Wing. This waste shall remain the property of the government and disposal shall be by the government unless directed otherwise by the Contracting Officer at

Government expense, e.g. lead, old hazardous materials, or oil related spills at the job site.

8.3.3. Notification Requirements: The contractor shall notify 102 CES/CEV before the start of work, if the activity will be generating HW, and when the activity actually starts generating HW.

While the EPA and the Commonwealth of Massachusetts permit the use of accumulation sites (Ref:

40 CFR 262.34, 30 CMR 310.34 and 30 CMR 310.351) local authorization is required prior to establishing such a site. This approval is obtained from the 102 CES/CEV after a favorable joint review conducted by Bioenvironmental Engineering Services (BEE), and Safety (SE).

8.3.3.1. Waste Streams: The contractor shall report all waste streams to 102 CES/CEV. This shall also include any process changes that could affect the characteristics of the wastes being generated in order to determine whether a specific waste is hazardous. The 102 CES/CEV will follow the installation Waste Analysis Plan (WAP) to characterize the waste to determine the proper waste disposal procedures.

8.3.4. Operational Requirements: The following generic requirements and conditions apply to the operation of hazardous waste accumulation points (HWAPs):

8.3.4.1. Facility.

8.3.4.1.1. Usually sited at or near to the point where a waste stream is generated, the proposed

HWAP and its actual location must be reviewed and approved by CEV prior to establishing the site.

8.3.4.1.2. At a minimum, the HWAP will be identified with a sign of no less than 1 inch upper case letters denoting “HAZARDOUS WASTE”, “HAZARDOUS WASTE ACCUMULATION

POINT”, OR EQUIVALENT. The site needs to be clearly distinguishable from other areas, and must be designed to preclude people from unknowingly entering the location and to reduce unauthorized entry as much as possible. The use of signs, pylons, ropes, floor/markings, fencing, etc., may be used to more clearly define the HWAP location. As for restricting access, existing facility security procedures satisfy most requirements for HWAPs (Ref: 310 R 30.340 (1) (i), (j) and (k).

8.3.4.1.3. Containers holding liquid hazardous waste must be stored on CEV approved containment pallets to preclude spreading leaks and spills. The pallets will be installed prior to collecting liquid waste.

8.3.4.1.4. An existing HWAP is solely for the function and waste streams covered by the original approval. Waste from other functions and new waste streams will not be added to HWAP containers without prior approval from CEV.

8.3.4.1.5. HWAPs are subject to regulatory and CEV inspection.

8.3.5. Emergency Response

8.3.5.1. A suitable spill response kit will be located within responsible proximity to the HWAP (i.e.

line of sight). Also required is access to a telephone and a list of emergency response telephone numbers. Should spillage of any kind occur, the Contractor must take immediate actions to contain said spillage and must immediately notify the Joint Base Cape Cod (JBCC) Fire Department by dialing x911. In addition, notification to the Contracting Officer Representative (COR) and Civil

Engineering Environmental (102 CES/CEV), x4263 or x4671 shall be made within 60 minutes of the event.

8.3.5.2. The use of applicable personnel protective equipment (PPE), consistent with what is required when handling “virgin product” will be used when handling hazardous waste.

8.3.5.3. Different hazardous wastes will not be mixed in the same container as this may cause a dangerous reaction. (Ref: 40 CFR 264.17; AFPAM 32-7043, para 7.4.2.1 and AFI 32-7042)

8.3.6. Personnel Assignments and Training

8.3.6.1. A Primary Manager and Alternate Manager will be appointed for the HWAPs. These assignments will be made by letter of designation signed by the Senior Civilian Site Manager, or the

Senior Constructor Representative, as applicable. A copy of the letter will be posted within the

HWAP, with a copy provided to CEV. (Ref: AFPAM 32-7043, para 4.5.5 and AFI 32-7042).

8.3.6.2. Supervisors and HWAP managers are responsible for ensuring that all assigned personnel are sufficiently trained prior to being allowed to handle hazardous waste. (Ref: 40 CFR 264.16, 265.16; 310 CMR 30.516).

8.3.6.3. Training records are subject to regulatory and CEV inspection. They will be retained for no less than three years after a person leaves or is no longer handling Hazardous Waste.
