4.3.3 The A/E shall prepare the Technical Specifications in accordance with the Unified Facility Guide Specifications and supplemented with commercial standards applicable to the specific project. The project number and designated date will be typed in the upper right hand corner of every page. The Technical Specifications shall be composed in clear, understandable language, free from grammatical errors, word omissions, blank spaces, extraneous material etc. Specifications shall be typed on white bond paper (8 1/2" X 11").

4.3.4 Technical specifications shall include the following:

4.3.4.1 Describe all work to be done to permit full and free competition among bidders.

4.3.4.2 The specifications should refer to ASTM's and other industry standards. When necessary to use the manufacturer's name and model number to describe a type of product, the manufacturer's name may be clearly spelled out to establish a level of quality and performance. Salient characteristics of the product must also be included in the specification.

4.3.4.3 Specifications referencing architectural finishes shall call out a manufacturer with exact finishes, color, grade, style, etc.

4.3.4.4 The specs shall state that an approved manufacturer's installer shall accomplish any work which requires an extended warranty of more than one year.

4.3.4.5 The technical provisions shall define all testing required and indicate that this testing is to be done by a qualified independent commercial testing laboratory, the costs of which are to be borne by the Contractor.

4.3.5 Upon completion of the design, the A/E shall submit one set of specifications electronically in Microsoft Word and Adobe Acrobat. The A/E shall also submit one set of specifications ready for electronic reproduction; the cover sheet shall bear the stamp and signature of a registered professional engineer or architect.

4.3.6 The CE Design Manager will provide a sample cover sheet, General Requirements, Environmental Protection, Submittal and Quality Control sections for inclusion in the specifications. These sections are strictly samples only and must be expanded or edited to be applicable to the particular project.

4.3.7 Submittals will include either a separate section or included in the general requirements section. In either case the A/E must provide a schedule of material submittals listing specific items requiring approval, individual items must be listed separately, listing an entire system is not acceptable. Each entry will be annotated as GA (Government Approval required) or FIO (For information only), indicate the specification reference (page and paragraph) for that item, not the reference to the submittal requirement. Items that are ordinary material/equipment which require UL labeling, etc. shall not be included as a material submittal. The list should be limited to those submittals necessary for adequate quality control. The importance of an item in the project should be one of the primary factors in determining if a submittal for that item should be required.

4.3.8 The A/E shall include the following items within the Technical Specifications:

4.3.8.1 Warranties: The A/E shall provide under separate cover via letter all information to indicate the items and the extent of each warranty/guarantee. If a manufacturers’ warranty is to be used, it should be so stated. The project will have a standard one year warranty of construction; however, if an extended warranty is required the additional information must be clearly stated.

4.3.8.2 Spare parts, Tools and Manuals; the specifications may require the furnishing of spare parts/tools and should allow at least 10% extra materials in the case of certain architectural items, e.g. ceiling tiles, carpet squares etc. In these instances the equipment must be carefully described. The specifications must indicate the Contractor will provide four copies of operations and maintenance manuals for each major piece of equipment. Additionally, there may be specified a training session coordinated with the CO for each piece of equipment.

4.3.8.3 Testing: The specifications must clearly indicate the Contractor is responsible for the procuring and the cost of all testing required by all sections of the specification. All testing must be performed by a Commercial Testing Laboratory, self-testing by the Contractor is not acceptable. Should test results not meet the specification requirements, the Contractor will be required to redo or modify the work. A consolidated list of all submittal requirements, e.g. test results, shop drawings, catalogue cuts shall be included as part of the general requirements section. A form submittal sheet to list all submittals required by the specifications will be provided to the A/E. The A/E must completely list each submittal as required in the specifications.

4.3.8.4 Government Furnished Equipment (GFE): Government furnished equipment must be clearly identified in a listing within the specifications. The Contractor must be aware that he/she is responsible for maintaining and protecting the GFE once it is on the construction site. It must be clear what the Contractor must install and if he/she must relocate the material from elsewhere on the Base. The type and pickup point or delivery schedule must be clearly spelled out in the appropriate section of the specifications.

4.3.8.5 Government Salvaged Material: All material to be salvaged and where it is to be delivered must be clearly spelled out in the specification. The Contractor will be responsible for the protection and delivery of material that is to be salvaged. The CE Design Manager should be contacted for a list of what is to be salvaged for each individual project.

4.3.8.6 Provide an asbestos and lead paint abatement specification which details the work practices to be utilized which shall eliminate the material hazards so that the proposed construction/demolition can be accomplished.

5. CONSTRUCTION COST ESTIMATES

5.1 The A/E shall prepare a cost estimate at each stage of design services (Title IA & Title IB) covering all material and labor costs overhead and profit incident to the planned and specified construction. See UFC Series 3-700.

5.2 Material labor and other direct costs for each item of work shall be spelled out. Include line items for mobilization/demobilization, if required etc. A contingency may be included during the design submittals, but by the 95% design a contingency should no longer be required. Labor and burden rates must be based on the most current Davis/Bacon labor rates.

5.3 The cost estimate should include subtotals for separate construction trades. A detailed estimate for asbestos and lead paint abatement must be provided.

5.4 For items where exact quantities may be impossible to determine without destructive testing or where additional amounts may be encountered during demolition (e.g. rock excavation, asbestos abatement etc.), separate unit prices must be provided. An estimated quantity that is in the A/E's estimation the most probable amount to be encountered must be provided.

5.5 The cost estimate shall be separated into appropriated funded work and non-appropriated funded work. The appropriated funded work shall be separated into those items that are classified as repair, maintenance and minor construction. The non-appropriated (NAF) funded work shall be separated into those items that are classified as repair, maintenance and minor construction. Each submittal shall include a separate total dollar amount for minor construction, maintenance and repair. When the A/E provides a detailed cost estimate at the 35%, the Project Manager will brief the A/E as to how the classification system defines each item. From that point on the A/E will be responsible to keep the items accurately accounted by classification.

5.6 Design will be controlled to provide a useable facility at the approved scope within the target construction cost limitation. If the entire scope cannot be attained within the target construction cost, the A/E may be requested to recommend optional bid items to the Government. The Government will decide on the feasibility and priority of the options.

5.7 If the project with options will not provide for a complete and usable facility, the A/E may be requested to submit recommendations for reducing the project scope. Upon review of recommendations, the CO will provide direction and the A/E shall revise the documents accordingly.

6. DESIGN ANALYSIS
