Section C: Justification for Soliciting from a Single Source or Brand Name

Hitek Equipment, Inc is the only authorized third-party reseller in the United States that can provide the required Pavijet MG7. The MG7 Pavijet Mini Paver is a fully functional, compact paving machine designed to be run on any skid loader that has a standard hydraulic oil flow of 15.8 GPm and 25 HP. The MG7 operates off standard hydraulic flow and doesn't require a high-flow option. The MG7 is the only paver that is also able capable of spreading other material offset paver. The skid steer attaches to the Pavijet behind the hopper and an auger distributes material from the hopper box to the screed on the side of the machine. This allows the hopper to be filled from a standard 3 axle dump truck and for the skid steer to be driven forward during operation. The MG7 can be loaded and unloaded from the trailer using the skid steer and can remain connected to the skid steer for transport, loading and unloading. The MG7 has a variable paving width of 7.87” to a maximum of 74.80” which allows it to do varied tasks from narrow trenched to large patches and it has a maximum paving speed of up to 82' per minute. Other vendors do not have items that are compatible to the Pavijet MG7. Their attachments aren't loaded/filled by dump trucks, don't operate in the reverse direction, aren't a side cast machine and don't have augers to distribute material evenly across the screed. Using other equipment will increase manpower requirements for tasks by 50% or more. Since there are no other authorized third-party resellers in the United States and no other vendors that can provide a comparable attachment, Hitek is the only source for this item.

Section D: Efforts to Obtain Competition

Market research conducted for this acquisition included Google, GSA Advantage searches, and contacting industry representatives based on search results. While other manufacturers were identified no other product (attachment) was capable of fulfilling the governments requirements. The MG7 is the only machine that meets all requirements.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

This office will continue monitoring industry through trade journals, technical symposiums, and contact with industry representatives should a future need arise. Any future requirements will be researched thoroughly. If a product meeting the technical requirements is identified, a competitive acquisition for the requirement will definitely be considered.
