The Contracting Activity is the Operational Contracting Flight, AFTC/PZIOA, Eglin AFB, FL 32542-6862.

II. Nature and/or description of the action being processed.

The requirement will provide equipment through a Brand Name firm-fixed contract for a Keysight Technologies PXA Signal analyzer, multi-touch operating system, a USB preamplifier and a 1GHz to 50 Ghz 346 series noise source.

III. Description of supplies/services required to meet agency needs.

IV. Statutory authority permitting Other than Full and Open Competition.

41 USC 1901, as implemented by FAR 13.5 Simplified Procedures for Certain Commercial Items.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

The 46th Test Squadron Tactical Datalinks Test Flight (46TS/OGEJ) has a mission to support developmental test and evaluation on current and future tactical military datalinks and advanced networking waveform technologies.

The 46TS/OGEJ Datalinks Test Facility (DTF) requires the acquisition and utilization of specialized equipment with capabilities such as real time military radio characterization analysis, broadband RF sampling, playback and manipulation including the ability to generate complex RF environments. The required piece of test support equipment from Keysight Technologies meets the needs users and the government. This item will be utilized to support Extended Utility Evaluation (EUE) risk reduction efforts in support of the Fifth Generation to Fourth Generation Interoperability Signal Translator (FFIST) test program. The current configuration of our DTF lab support this product and its operating software.

The 46TS believes that award of any other product would result in substantial duplication of cost, and lengthy

Page 3 of 4Updated: 15 Mar 16 delays to research , evaluate, test and integrate an alternate/replacement signal analyzer, and the additional costs is not expected to be recovered through competition.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

In accordance with FAR Part 10, market research was conducted through various internet searches. Accordingly, Keysight Technologies, Inc. brand is the only practicable firm capable of providing the supplies described in Section III above without the U.S. Air Force experiencing substantial duplication of cost that could not be expected to be recovered through open competition.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The Contracting Officer determines that the anticipated prices will be fair and reasonable based on commercial price lists and prior acquisition history. Anticipated costs will be determined fair and reasonable based on price analysis in accordance with FAR 13.106-(3)(a)(2).

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research was conducted in accordance with FAR part 10 to determine if other sources were available that would fulfill the equipment specifications required to meet the mission needs. Although there are other companies that offer this type of equipment, Keysight Technologies, Inc. brand is the only brand name that offers a product that will fulfill the current technical specifications and requirements and is compatible with existing peripherals, software and training manuals. Market research was accomplished through internet searches, trade journal reviews, evaluation of vendor system data sheets, system software and hardware demonstrations, and direct correspondence.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

Accordingly, Keysight Techonologies, Inc. brand name is currently the only brand capable of providing the supplies described in Section III above without the U.S. Air Force experiencing substantial duplication of cost that could not be expected to be recovered through open competition and unacceptable delays in fulfilling its requirements since they have already provided government estimates that were attained during market research. It is anticipated that the Government would spend over in additional research, test and evaluation of another manufacturer’s product. This task would be spent on a variety of test tools and 3 months of lab integration, software and training if other options discussed in Section III above were acquired. Even after the additional test and evaluation there is still no guarantee that the new manufacturer would fulfill the requirement. Furthermore, the requested equipment will be utilized to support ongoing test programs that have been running for greater than 5 years. The use of the above specific description for this acquisition is essential to the Government’s requirements, thereby precluding consideration of a product manufactured by another company.

X. List of sources, if any, that expressed interest in the acquisition.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

The equipment being procured under this acquisition is in support of a particular test customer and future acquisitions of this equipment will depend on that customer’s test needs. If additional equipment is needed in the future, the requirement’s office will assess the market to determine if any new equipment with the needed capabilities have become available. If any new equipment with the required capabilities are available, competition will be conducted.
